The Mayor and Council of The City of Atmore met in a regular meeting on Monday, April 11, 2022 at 4:00 p.m. at the city hall with the following members present:  Webb Nall, Eunice Johnson, Shawn Lassiter, and Chris Harrison. Jerome Webster was out of town.

A quorum being present Mayor Staff called the meeting to order. Eunice led in prayer followed by the pledge of allegiance.

Minute of the March 14, 2022 regular meeting – A motion was made by Chris Harrison and seconded by Webb Nall to approve the minutes of the March 14, 2022 regular meeting as written. Vote: all ayes. The motion was approved.

Accounts Payable – A motion was made by Webb Nall and seconded by Eunice Johnson to approve the accounts payable. Vote: all ayes. The motion was approved.

Voting Delegate Annual AMIC membership meeting – The annual AMIC membership meeting is being held May 12th at 9:00 in Tuscaloosa. The city has to name a voting delegate and two alternates for this meeting. A motion was made by Webb Nall and seconded by Shawn Lassiter to name Eunice Johnson as the voting delegate, Shawn Lassiter as the first alternate and Chris Harrison as the second alternate. Vote: all ayes. The motion was approved.

Alabama First Responders Benefit Program – A law went into effect January 2020 that mandates paid fire departments to provide cancer and disability coverage for career firefighters. The estimated payment for our current roster is around $3500.00 per year. A motion was made by Eunice Johnson and seconded by Webb Nall to approve the benefit program. Vote: all ayes. The motion was approved.

Devon Howard – Youth throwdown & Egg hunt – Houston Avery Park – Mr. Howard came before the council requesting permission to hold a youth throw down and egg hunt at Houston Avery Park on April 16th from 11-3. This event is free of charge. There is a 12-year-old age limit on the egg hunt.

A motion was made by Eunice Johnson and seconded by Webb Nall to approve the request. Vote: all ayes. The motion was approved.

Concerned Citizens Juneteenth – The Concerned Citizens have requested to hold a Juneteenth Celebration on June 18th and June 19th to honor the freedom of all people. Saturday will be from 11-6 and Sunday from 4-7:30. They will have food, entertainment, ball games and gospel singing.

A motion was made by Eunice Johnson and seconded by Chris Harrison to approve the request. Vote: ayes. The motion was approved.

Marlo Young – Mental Health Awareness Walkathon and Proclamation – Ms. Young is with the Escambia County School System. The first week of May is Mental Health Week for children. Ms. Young is requesting to hold a walkathon on May 7th at 9:00 a.m. beginning at the YMCA and ending at Tom Byrne Park. A motion was made by Chris Harrison and seconded by Eunice Johnson to approve the request. Vote: all ayes. The motion was approved.

Resolution 2022-05 -This resolution authorizes the City of Atmore to proceed with the Rail Spur Improvements, EDA Investment No 04-01-07647 and award the contract to low bidder Triptek Construction. Total Bid: $2,558,274.00. A motion was made by Webb Nall and seconded by Shawn Lassiter to suspend the rules and regulations for immediate consideration of Resolution 2022-05.
