[PAGE 1] CITY OF FERGUSON, MISSOURI REDISTRICTING COMMISSION MEETING MINUTES FEBRUARY 17, 2022 Due to the COVID-19 pandemic the commission meeting is being conducted through the use of a Webinar invite in which all members of the commission, staff and citizens are participating in the meeting remotely per section 610.015 of the Mo. Sunshine Law. Thus, these minutes reflect that the U.S., and the world, is in a state of emergency due to the Coronavirus—COVID- 19. The Missouri Governor and the County Executive have issued Orders limiting meetings and gatherings sizes. These Orders are intended to avoid the spread of the Coronavirus. Therefore, all members are participating in this meeting electronically as matter of public health and safety for each other and the general public. CALL TO ORDER The meeting was called to order at 5:30 p.m. via Zoom Teleconference. Elzora Douglas Present Tim Larson Present LeaRon Aaron Absent Also present were Apollo Carey, City Attorney and Octavia Pittman, City Clerk. APPROVAL OF MINUTES A motion was made by El Douglas and seconded by Tim Larson to approve the meeting minutes of December 30, 2021. Unanimous vote in favor taken; MOTION PASSED. UNFINISHED BUSINESS Set Future Meeting Schedule Committee members discussed the creation of a reoccurring meeting schedule. All agreed to the 3rd Thursday of each month. Overview of Redistricting Process Not discussed. NEW BUSINESS Election of Commission Chair The 3 member commission was asked to select a chairperson as city officials could not serve as part of the ongoing process. Tim Larson has had some experience with redistricting and agreed to serve as chair. Motioned by Elzora Douglas and seconded by Learon Aaron Sr. Elzora Douglas agreed to serve as secretary for the group. Motioned and seconded by Tim Larson and Learon Aaron, Sr respectively. Review Data Obtained to Determine if Substantial Inequalities Exist A limited walk through on how to access and review census data on the census website was conducted. Commission members will familiarize themselves with the maps prior to next scheduled meeting and a more thorough review will be conducted at that time. Chairperson Larson suggested inviting a representative from county mapping to a scheduled meeting to answer other questions the commission might have.
