Grimes County Historical Commission Chairman Kathy Wells presented report/financial report from the Hispanic Heritage Festival held at the Historical Park in Anderson, Tx on September 20, 2025. Final numbers are not in at this time but estimating within $100. Revenue was $6,337 from sponsors, vendors, raffle and silent auction. Disbursements were close to $3500. Estimated income for the event is over $2800. Over 12 sponsors, 29 raffle and silent auction donors, 40 food and merchandise vendors. Estimated 200-300 people attended. The Historical Commission wants to thank the Commissioners for voting in favor of holding the festival and presenting a Proclamation proclaiming September 20, 2025 as Hispanic Heritage Day in Grimes County. Grimes County Historical Commission Vice Chair - Mary Ann Waters (DT) 11. Discuss and take action to accept the donation for the Christmas lights to be installed on the Courthouse, and to approve the contract with Texan Outdoor Living Inc. to install the lighting. Mary Ann Waters Grimes County Historical Commission Vice Chair stated that each year a citizen in Grimes County donates to have lights installed on the Courthouse. Asking the court to accept his donation for payment to have the lights installed. After quote is given to the donor, the contract is sent to the County for approval. County Attorney Megan Barcak has looked over the contract. The county greatly appreciates Dan and Christi Agan for their generous donation. Motion by David Tullos to Approve to accept the donation for the Christmas lights to be installed on the Courthouse, and to approve the contract with Texan Outdoor Living Inc. to install the lighting and authorize the Judge as signatory. Discuss and take action to approve installing an electrical and cable drop in the Chief Deputy's office in order to facilitate the additional RTS workstation. Mary Ann Waters has put into the budget to lease another work station to be put into the Chief Deputy Clerks office. Facilities Director Rodney Floyd stated that the electrical drop is already in place but will need to run a cat 6 cable. Approximate cost estimated to be $200.00. There will be 7 locations open on election day. Open on November 4th from 7:00 am to 7:00 pm. Also on the notice is the schedule for Early Voting which begins October 20, 2025 thru October 31, 2025 at the Courthouse and the Navasota Center. Getting into slow time to get repairs done. Replaced 2 air conditioning units. Lions Club building and Navasota Annex. 15. Discuss and take action regarding modifications to the Human Resources conference room/office. Facilities Director Rodney Floyd - Follow up if Court wants to attach Human Resource office with their conference room. Maintenance budget. In Favor: 5 Opposed: 0 Motion Passed Grimes County Human Resources Director - Talitta Coleman (JF) 16. Consider and take action to renew County Choice Silver retiree insurance rate for FY 2026. Human Resource Director Talitta Coleman - Renewal of County Choice Silver retiree insurance. Renews calendar year for FY 2026. Recomends to keep the same plan with no changes. One inquiry recently about adding a prescription plan. It is a significant increase not only to the county but also out of pocket expense to the retiree. Currently have 21 total on the plan 15 are retirees and 6 are spouses. County currently pays 30% of the premium with the new rate 6.96% increase. Current rate is $279.08 new rate is $298.51 The counties portion is approx $89.55 per retiree. The county does not pay the 30% of the spouses. That is the responsibility of the retiree. Budgeted for $2200 cannot exceed $3200 if we add any more meetings as initially discussed. Expecting to absorb that cost if necessary but trying to keep it at $2200. Grimes County Emergency Services Dione Bumpous - Early June asked to obtain an intern thru SHSU but were too late for Fall term. Have received 3 applications to obtain interns for the Spring semester but not putting it on one semester doing as availability allows. Should be no cost to county. Texas A&M has also expressed interest for interns for their programs as well. Some ideas for the interns includes Hazmat working along with GIS for possible incidents at certain locations, evacuation zones to be given to dispatch for quick reference. Drought index is high. In talking with all of the Fire Depts they feel it is necessary to place Grimes County under a Burn Ban. This for a period of 90 days unless it is rescended by the court. Consider and take action to approve Addendum 2025-1 to Section 9 of the Grimes County Infrastructure Regulations regarding requirements for Exceptions to Platting B and C. Grimes County Development Coordinator - Shawn King Texas Transportation code allows the county to require Right of Way Dedication during plat approval process. Allows counties space to improve roads through the Mobility Plan. Certain splits the State requires to be Exempt. Anything over 10 acres, Veterans Land Board sales, split from family member to family member, county cannot require a plat. Asking Court to approve this addendum which will require the County Engineer to approve 2 exceptions for county to obtain a right of way. By standard Deed of Dedication. Gives County Engineer leeway to expand roads where needed. This was brought to court Sept. 3rd. It was posted in the newspaper Sept. 24th and Oct.1st with no negative comments. Mr. Steiber plans to discuss the Road and Bridge reorganization on the November 19th meeting. Flood plain violations have started going out. A lot of feedback, started visiting sites to ensure no home are being built in the flood plain. Grimes County Judge - Joe Fauth III 22. Consider and take action to approve Resolution for Nominations to the Board of Directors of the Grimes Central Appraisal District and authorize the County Judge as signatory. Grimes County Judge - Joe Fauth III Some previous discussion about Iola. Alec Pointer resigned from the Board of Directors of the Grimes Central Appraisal District. Commissioner Tullos and Commissioner Mallet made mention of giving Iola the opportuntity to nominate someone. They can nominate and any other entities can nominate persons. Once nominees are gathered by Mark Boehnke in the Appraisal District, he generates the ballot, Commissioners Court decides how 1425 allocated votes are distributed. Court can give all to one person or split between multiple people. Whoever gets 5 most votes becomes the Board of Directors for the GCAD. Judge Fauth previously requested Charlie Abraham to go on the ballot to be considered and would still like to nominate Charlie Abraham. No comments from the Commissioners. Review, discussion and possible action regarding Executive Summary of Guidelines and Criteria for Tax Abatements Pursuant to Texas Tax Code Chapter 312 and for Grants Pursuant to Texas Local Government Code Chapter 381 (2024-2025) for Grimes County. County Judge Joe Fauth III mentioned this was put back on the agenda on reasoning that we excluded Energy Companies in the 381 agreement put together in 2024-2025. Possible Energy company that is wanting to be considered for Tax Abatement but feel they cannot with the current language. County Attorney Megan Barcak agreed that current document in place, guidelines stand until Dec 31, 2025. Will have to reimplement at that time. If Court wants to appoint a committee to review and give recommendations on or read it all by Commissioners Court and decide if that is a change the Court wants to make. Commissioner Mallet asked if the County Attorney knows what changes they are requesting. Ms. Barcak replied that they are not requesting changes, but want the opportunity to submit for a variance against that so they could still submit. [PAGE 8] Commissioner Cox asked what is the concern with the Energy Companies. Judge Fauth replied with Solar Farms. No action be taken until further research can take place. Commissioner Tullos mentioned that it would be helpful for potential clients to make a presentation before the Court. Judge Fauth replied that this was requested but wanted Executive Session, but this request was denied. Under good guidance that did not meet statute requirements. Chamber of Commerce Executive Director Mariana Almanza-Cook was appreciative to the Court and County Attorney so this can be approached in the right form and fashion. She also mentioned scheduling a strategic workshop and this be one of the points of discussion. No Action taken 26. Receive any updates on the Strategic Plan: New Information County Judge Joe Fauth III - Any updates on the Strategic Plan. New Information -The Judge has worked with IT dept, if anyone has an idea of something strategically important or helpful to Grimes County, you can submit an email to strategicplan@grimescountytexas.gov The information will be collected for Commissioners Court to review. 27. Discuss and take action to combine, restructure, or reassign positions from the 911 Addressing, GIS, Solid Waste and Environmental departments to the Road and Bridge Department. Currently as it sits, 911 Addressing, GIS, Solid Waste and Environmental is all under Road and Bridge. Jon Steiber will have future discussion with the Court and outline what is happening with his department. The Judge wants the search for a GIS mapping person to continue. Consider and take action in furtherance of the sales of the following, whether in whole or in part: 7.582 acres on Veterans Memorial Drive, Navasota, Texas, the Road & Bridge building (1022 Hwy 90 South, Anderson, Texas), the Environmental Department building (1010 Hwy 90 South, Anderson, Texas), and/or other county- owned properties located in the Town of Anderson. It is expected that the Court will convene a closed or executive session regarding this item pursuant to Texas Government Code 551.072 (Deliberation Regarding Real Property). Updates - Regarding the 2 Anderson properties having good conversations with Town of Anderson stating for the County to file for a petition, the normal process, asking for the closure of Houston Street.
