COUNCIL MEETING
Mayor From called the February 10, 2026, regular meeting of the University Heights City Council to order at 7:00 p.m.
Present: Mayor Louise From. Council Members: Mackenzie Dwyer, Nick Herbold, Liesa Moore, Tim Schroeder, Doug Swailes.
Staff present: City Administrator Troy Kelsay, City Attorney Steve Ballard, City Clerk Mike Haverkamp, Engineer Ryan Foley,
Police Chief Chris Akers, City Treasurer Jon Brown.
Absent: No one.
Also present: Paul Kruse, IPAIT; Mandi Remington, Johnson County Supervisor.
The minutes of the January 13 regular council meeting and the January 27 special council meeting were approved by unanimous
consent.
Public Comments: No one from the public addressed the council.
Mayor’s Report:
Legal Report: A written report was presented.
Motion by Herbold, seconded by Moore, to approve Resolution No. 26-07 Authorizing and approving a certain Loan Agreement,
providing for the issuance of $1,500,000 General Obligation Corporate Purpose Bonds, Series 2026, and providing for the levy of
taxes to pay the same.

Motion by Swailes, seconded by Dwyer, to consider first approval of Ordinance No. 258, amending Ordinance No. 235 to
conform Community Police Relations Ordinance to changes in State law.

Motion by Dwyer, seconded by Schroeder, to consider first approval of Ordinance No. 259, amending Ordinance No. 52 to
reduce the number of members of the Tree Board from 5 to 3, and amend t of board members to three years.

City Administrator’s Report: A written report was presented. Administrator Kelsay introduced Paul Kruse from the Iowa
Public Agency Investment Trust (IPAIT). Mr. Kruse explained the purpose of the Trust, and left materials for adopting a
resolution enabling the City to invest in the Trust.
Clerk’s Report: A written report was presented.
Treasurer’s Report: A written report was presented. All bills were approved for payment by unanimous consent.

eGovernment: Council Member Moore presented a written report.
Announcements: City Cleanup Day will be held in May. Spring leaf vacuuming will be held in April.
The meeting was adjourned by unanimous consent at 8:50 p.m.
