1) Board Minutes:
A. Consider approving Board Minutes for May 5, 2025.
2) Claims Docket:
A. Consider approving Claims Docket for May 21, 2025.
3) Public Presentations:
A. Motion to acknowledge the 2025 Mississippi Association of Supervisors County Scholarship
Program Recipient awarded to Elena Shaw.
4) Sheriff:
A. Motion to approve the following personnel changes:
Accept the resignation of Aydeah Lanier as full-time Correctional Officer effective May 3, 2025.
Accept the resignation of Jeremy Beech as full-time Correctional Officer effective May 18, 2025.
Hire Daniel McBride as a full-time Correctional Officer effective May 22, 2025.
Hire Brittany Necaise as a full-time Transport Officer effective May 22, 2025.
H ire William James as a full-time Deputy effective May 22, 2025.
B. Motion to declare parcel # 6179330000002600 as surplus property which was forfeited to Pearl
River County Sheriff's Department and proceed to advertise for seal bids on the property.
5) Central Dispatch:
A. Motion to approve the hiring of Monica Easterling as a full-time Dispatcher effective May 22, 2025.
6) Circuit Clerk:
A. Motion to acknowledge the renewal of the official bond and oath for Deputy Circuit Clerk, Elena
Shaw for the term of June 14, 2025 through June 14, 2026.
7) County Administrator:
A. Motion to consider request from the Poplarville-Pearl River County Airport Board for bridge grant
funding.
B. Motion to authorize the President to sign a lease agreement with MS Wireless Commission for
tower space at the Pearl River County Jail.
8) County Engineer:
A. Motion to approve the payment of $152,870.86 to Holliday Construction, LLC for pay application
#2 for the Highway 26 Pavement Widening project.
B. Motion to approve construction change order No.1 for the Highway 26 Widening Project.
9) E-911 Addressing:
A. Motion to approve private road name - Farmhouse Ln.
10) Consent Agenda Items:
A. Motion to authorize the Board President to execute a Memorandum of Understanding with Pearl
River Valley Opportunity, Inc. to renew the 2026 Low Income Housing Energy Assistance
Program/Community Service Block Grant proposal.
B. Motion to accept the lowest and best quote from Clint Parker to replace the Evaporator Coil in a 20-

ton Lennox unit in the courtroom.
C. Motion to approve the 2025-2028 Pearl River County Fair Committee Members as follows: Connie
Darden, Betina Dodd, Jo-Ellen Kesler, Brandi Kirkland, Cindy Lee, Laurie Lombardino Jaufre, and
Dawn Vosbein.
D. Motion to authorize County resources to advertise in sponsorship of the Poplarville Rotary Club
Blueberry Jubilee 5k Fun Run.
E. Motion to accept the resignation of Benjie R. Wells from the Poplarville Separate Municipal School
District Board of Trustees effective May 19, 2025.
11) Grants Administration:
A. Motion for the Board to approve the purchase of a polygraph instrument through Lafayette
Instrument, as the best option after review of two quotes and our agency's certifications. Pearl River
County would incur additional costs associated with having to have all officers trained and
decertified on new equipment.
12) Travel:
A. Motion to approve travel and costs associated for Derek Turnage, Jeri McCorkle, Keim Davis,
Albert H. Lee, and Janell Kahl to the Mississippi Coroner Medical Examiner Association Summer
Conference June 24-27, 2025 in Gulfport, MS.
B. Motion to approve travel and costs associated for Alana Campo, Katrina Brown, and Reggie
Hanberry to the ECAM Annual Summer Training June 24-25, 2025 in Philadelphia, MS.
C. Motion to approve the following travel and costs associated for Honorable Lisa Beech McGloflin:
NCJFCJ training on August 18-22,2025 in Austin, TX
Judicial training on October 19-30, 2025 in Reno, NV
D. Motion to approve Ivory Bickham and Angelle Powell travel and costs associated with the following
training:
112 Hour Corrections Academy State Certification Training
Harrison County Law Enforcement Training Academy
August 4 - August 21, 2025
Cost $500.00 per officer ($1,000.00 total)
Bickham and Powell will travel in an assigned County unit.
13) Monthly Reports:
A. Motion to spread upon the minutes Building Permits Report for April 2025. The Department of
Planning & Development Division issued 242 permits for the period of April 1-30,2025. The 242
permits generated $35,318.05 in revenue for the County.
B. Motion to spread upon the minutes the Justice Court Monthly Report for April 2025.
C. Motion to spread upon the minutes Inmate Meals Served at the Lenoir Rowell Criminal Justice
Center for the month of April 2025.
D. Motion to spread upon the minutes the Animal/Litter Control monthly report for April 2025.
E. Motion to spread upon the minutes the Building Inspections monthly report for April 2025.
F. Motion to spread upon the minutes the Road Department monthly report for April 2025.
G. Motion to spread upon the minutes the AAA Ambulance Service Report for April 2025.
H. Motion to spread upon the minutes the County Administrators' monthly reports for April 2025. All
disbursements and receipts reports are attached.
I. Motion to spread upon the Minutes the Fire Marshal Activity Report for April 2025.
14) Road Department:

A. Motion to approve hiring James David Burns Jr. as a full-time truck driver at the assigned rate of
pay. The effective start date is to be May 22, 2025
B. Motion to approve updates to the road paving list and paving order of completion for 2025 and
acknowledge the monthly paving report.
15) Economic Development:
A. Motion to acknowledge that no bids were received on May 5, 2025 for the Airport Advancement
Plan at the Poplarville/Pearl River County Airport and authorize to readvertise for bids.
B. Motion to approve and authorize the President to execute the updated first request for cash for
GCRF 23-62 for the Pearl River County Technology Park Project.
C. Motion to approve and authorize the President to execute the second request for payment for SDG-
S-029 for the Pearl River County Industrial Park.
