the County Commissioners may discuss and deliberate on the matters at issue, but no votes may be taken until

1) Vaughn Sprinkle, Bailiff, effective retroactive to December 14, 2025 at a new biweekly
rate of $1,216.30
2) David M. Graves, Magistrate, effective retroactive to January 1, 2026 at a biweekly rate
of $1,353.85
Emergency Management Agency:
#17. Approve Change Order #1 in the amount of $17,735.00 to Williams Brothers Builders, Inc. for additional work
for the Lorain County Office of Emergency Management project. Per the requirements of City of Elyria and Fire
Department an upgrade to the current fire alarm system for the LCEMA Building and the Gateway Building and
will be paid from Acct#Capital Improvements
Job & Family Services:

Stormwater Management District:
#19. Authorize Stormwater Management District to apply for and utilize a credit card in the amount not to exceed
$5,000.00 in accordance with ORC 301.27 and Commissioners credit card policy for Don Romancak
Engineer:
#20 Award & enter into a contract with Specialized Construction Inc of Cuyahoga Heights, Ohio in the amount of
$619,950.80 for the Chestnut Ridge Rd resurfacing Project in Eaton Township. 11 bids were opened on December
9, this being the most responsive complying with specifications. Work consists of resurfacing Chestnut Ridge Rd
from the City of Elyria corporation limit to the City of North Ridgeville corporation limit. Issue a Notice to
Proceed upon full execution of the contract authorizing work to begin upon authorization from the Lorain County
Engineer’s office and the work will be completed on or before July 15, 2026. ODOT will provide 80% of the
construction costs for this project and remaining 20% will be provided by OPWC
#21 Approve a local balance due of $7,547.48 to Karvo Companies Inc. for the Baumhart Road Resurfacing Project
LOR-CR51-9.64) in Brownhelm Township. During construction, the impact attenuator for south bound traffic at
the State Route 2 overpass was found to be in a condition that required replacement and ODOT agreed that this
work would be eligible for federal funding at 80% and will be paid from Acct#Engineer Project
