Affordable Affirmatively Furthering Fair Housing
The Board of Trustees of the Village of Pelham hereby schedules a public hearing to be held at 8:00
p.m. on Tuesday, January 27, 2026, on a proposed Local Law to create a new Chapter entitled
Affordable Affirmatively Furthering Fair Housing. This meeting will be held in-person at 200 Fifth
Avenue and virtually on Zoom and members of the public wishing to present comments may do so
online during the public comment phase of the hearing by accessing the meeting at:

Item # 9 – Resolution Adopting Local Law No. 2 of 2026 to Create a New Chapter
Entitled Affordable Affirmatively Furthering Fair Housing
Whereas, the Board of Trustees of the Village of Pelham has proposed a local law to create a new
Chapter entitled Affordable Affirmatively Furthering Fair Housing; and
Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the
local law is a Type II Action and are therefore not subject to the requirements of the State
Environmental Quality Review Act (“SEQRA”) and;
Whereas, a notice of public hearing was duly advertised in the Journal News, the official newspaper
of the Village of Pelham; and
Whereas, said public hearing was held on January 27, 2026, at or about 8:00 p.m. online via Zoom
and at the Municipal Center and all parties in attendance were permitted an opportunity to speak on
behalf of or in opposition to said to proposed local law or any part thereof.
Now, therefore, be it resolved, as follows:
1. The Board of Trustees hereby adopts Local Law No. 2 of 2026 to create a new Chapter entitled
Affordable Affirmatively Furthering Fair Housing;
2. The Village Board of Trustees directs the Village Clerk to prepare said Law for filing with the
Secretary of State.

Whereas, there is a vacancy in the Village of Pelham for a School Crossing Guard.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
confirms the appointment by the Mayor of Alex Biju of Yonkers, NY to the position of School Crossing
Guard (Part-Time) Job Class Code 0141-02, effective and retroactive to Tuesday, January 20, 2026,
with a one-year (1 Year) probationary period, at an annual salary of $11,424.00 subject to the
requirements of Westchester County Civil Service; and
Be it further resolved, that the Village Administrator is authorized to take the necessary and
appropriate actions to affect this appointment.

Item # 13 – Resolution Authorizing Change Order Nos. 1-17 for Contract No. 2024-02
Alterations to the Existing Parking Garage at Third Street and Sixth Avenue
Whereas, on September 10, 2024, the Village Board of Trustees awarded Village Contract No. 2024-
02, Alterations to the Existing Parking Garage at Third Street and Sixth Avenue, to Specialty
Construction Systems, Inc. in the original contract amount of $1,884,500.00; and
Whereas, construction under Contract No. 2024-02 has been completed and the project is ready for
final close-out, subject to the Village Board’s acceptance of the associated change orders; and
Whereas, during construction, several unforeseen field conditions were encountered, including
existing structural conditions, concealed utilities, and deteriorated building elements, which could not
have been fully anticipated prior to construction; and
Whereas, these conditions required additional work, design revisions by Cuono Engineering,
coordination with other trades, and accommodations to Village operations; and
Whereas, Change Orders 1 through 17 were issued to address these conditions, including but not
limited to structural modifications, drainage improvements, concrete repairs, accessibility upgrades,
architectural finishes, and associated credits, as summarized below:
• Additional Step and Handrail Rework – $11,000
• Additional Steel in Generator Room – $9,500
• Drywell Installation – $6,000
• Rock Chopping (Net) – $82,000
• Structural Plate Modifications – $4,900
• Raise Door Saddle – $2,000
• Stormwater Connection – $9,500
• New Expansion Joint – $5,000
• Sump Pit Remediation – $5,000
• Concrete Repair – 2nd Floor Deck – $55,000
• Third Street Parapet Leveling – $5,500
• Landing for Egress Door – $6,500
• Cast-in-Place Stair Credit – ($125,000)
• Architectural Finish – Stair Area – $60,000
• Curb Chopping – $6,500
• Additional Line Striping – $1,500
• Additional Drain and Miscellaneous Work – $35,000
Whereas, the total net value of Change Orders 1–17 is $179,900.00, resulting in a final contract
amount of $2,064,400.00; and
Whereas, all work has been completed in accordance with the contract documents and approved
change orders, the parking garage is fully operational, and the work has been inspected and
coordinated with the Village’s consulting engineer.

Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
authorizes and approves Change Orders 1 through 17 for Village Contract No. 2024-02 in the total
net amount of $179,900.00; and
Be it further resolved, that the Board of Trustees of the Village of Pelham hereby accepts the
completed work under Village Contract No. 2024-02 and authorizes final project close-out; and
Be it further resolved, that the Village Administrator is hereby authorized and directed to execute
any and all documents necessary to effectuate the intent of this Resolution.

the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator/Treasurer and Deputy Village Treasurer:
