flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Madam Clerk, please call the roll. Trustee Anna Volpe? Here. Trustee Zavala? Here. Trustee Conte? Here. Trustee Sargent? Here. Trustee Kaminsky? Here. Trustee Lolino? Here. President Saviano? Here. I'll call that to order. All right. I'm going to call the public hearing order. The purpose of this hearing is to obtain written and or oral comments from the public on the proposed appropriation ordinance for fiscal year 2024-25. That ordinance has been posted and on file for view from the public. Has the clerk received any written comments? No, sir. Are there any comments from members of the public with regard to the appropriation ordinance? Hearing none, you can adjourn the public hearing. I motion to adjourn the public hearing, Mr. President. All in favor say aye. Aye. Opposed? Okay, let's move to our regular public comment section. Is there anybody here for a public comment? Good evening, I'm Donna Cleason and representing the Elmwood Park Garden Club. I wanted to remind you all that on July 20th, we do have a garden walk. That's a Saturday from eight to 11. I mean, from 11 to four. We have eight beautiful gardens. One of them is from a somewhat well-known resident of Elmwood Park. The ticket prices are $15, but if you bring a food donation for Sister Joanna's Food Pantry at St. Celestine, you only have to pay $10. So we just wanted to remind you all of that and invite you to join us. Thank you. Thank you, Donna. Okay, anything else? Anyone else? No? Did you want to make a public comment? Yeah, we contacted you, correct? Yes. I see them up and down the alley. I don't know last time they were checked or baited. There might be an issue that needs to be checked. How often are they baited and checked? Once a week. Yeah, one weird day. We haven't been Seven in our yard. And they were like this long. Just having a good old time. Have you signed the waiver to allow smithereen to come onto the property to inspect? He called me and said I need to, so I will. Okay, do that. Do that. They've been around, but not like that one day. It's like, I don't know, somebody kicked them all out of somewhere, and there was a bunch in the direction of like seven in our yard. Well, they're living, so let them get out there and take a look. Yeah, and it's been a little quiet now, but they are around. Not like that. As soon as Dustin came in. Okay, we'll stay on top of it. Yeah. Thanks. Okay, Madam Clerk, do you have your report? Nothing this evening, sir. President Saviano, I just wanted to let you know I attended the car show and the movies in the park. Both events were wonderful. The residents really enjoyed it. They ran, everything ran smoothly and great, and I just want to thank everyone from the village that worked so hard to put it together. and I am looking forward to the garden now. Mr. President, I just want to reiterate, you and I had the privilege of attending our Owen Park Senior Luncheon back a couple weeks ago, and just our senior club is alive and vibrant. It's a great group of individuals. You know, the Senior Advisory Committee is working, Donna as well. We sit together and try and get the word out about all our events. So if anybody has any senior citizens that are looking for something to do, please come to the Village, check out You know, Josie's room downstairs, there's activities all day long. The room is open five days a week, and our senior calendar is filled with a lot of fun events. So if you know a senior or anybody that's looking for something, the Village has great opportunities for everybody. Thank you. Thank you, Mr. President. I'd just like to piggyback on Trustee Estrada-Volpe's comments about the car show and movies in the park. Great job by everybody involved. Went to the school board meeting where they said goodbye to Mr. Jennings. After 27 years in our district and part of our community here, he is retiring. Last but not least, your property tax bills will be out this week. Please check for your exemptions. This is the bill that reflects all your exemptions. Thank you. No report, Mr. President. Mr. President, I'd like to report that the Finance Committee met this evening at 5.30 p.m., reviewed the bills and vouchers for the month of June and unanimously FOR APPROVAL BY THE FULL BOARD TONIGHT. AND I WOULD ALSO LIKE TO COMMEND YOURSELF AND THE ADMINISTRATION ON THE CAR SHOW. IT'S ONE OF MY FAVORITE EVENTS. AND IT WAS ANOTHER FINE EVENT THAT WAS ARRANGED BY YOUR STAFF. THANK YOU. I'LL REPORT THIS. MR. DURKIN? Yes, I know I'm putting the cart before the horse, but I don't look to preempt Manager Volpe. But the appropriation ordinance that you have on the consent agenda, I need to file a certified copy with the county clerk within 30 days of its adoption. So I know Gina will have a certified copy available after this meeting. Thank you. Mr. Volpe? As you've heard, Mr. President, the board will consider the appropriation ordinance tonight that covers the period of May 1st, 2024 through April 30th, 2025. The total appropriation is $72,619,486. Of that, the general fund is $26,640,245. The water fund total is $7,857,245. And new capital projects fund is $5,637,840. The Board will also consider a resolution tonight estimating the aggregate tax levy for the 2024 tax year. That estimated levy is $15,156,342. The City of Chicago has advised the Village that its water rates will increase by 3.37%, effective June 1st. As a result, the board will be asked to adjust water rates by a commensurate 3.37%, effective tomorrow, July 2nd, 2024. That will allow us to keep pace with the increase from Chicago. As a reminder, the water fund continues to provide for the loan payments that are associated with the loans that the village received from the IEPA for the flood mitigation project, and those payments total an approximate $1.29 million. The board will consider a proposal from Monroe. to remove and reinstall certain equipment from the village's damaged truck chassis and install it on the village's replacement truck chassis. Monroe will also install new equipment on the new chassis, including a new plow, hydraulics controls, and a behind-cab storage package. The total cost is $37,783. I'll remind the Board that the original truck was damaged by a fire, and the village's insurance carrier is continuing to investigate its cause. Once determined, the carrier will assist the Village in recapturing this cost from the responsible party. The Board will consider an agreement with Pepsi, whereby the Village will buy its product for resale at Village events, as well as its parks and recreation facilities. As part of the agreement, Pepsi will provide $3,500 each year in what they call support funds. The agreement expires on May 31st, 2027. The Village must meet certain volume thresholds that are reflected in the agreement. And lastly, the board will consider two proposals from CTSI Group related to the village's camera network. The first provides software that is essential to the video redaction that is required for the police department. That total cost is $10,173.39. And the second proposal covers a new camera installation at North Avenue and 75th Avenue. The cost there is $18,848.23. Thank you, Mr. Volpe. And I just want to report that earlier this afternoon, we did a sort of a ribbon cutting at our new park, Elm Grove Park, and it was well, well attended. And again, we want to give credit to our village engineer, public works, and Mr. Volpe in overseeing the construction of that park. It took us a little longer than we'd like to, but with supply chain problems and things like that, but it's all done and it's being utilized every day, so that's a THAT'S A GREAT THING FOR QUALITY OF LIFE OF OUR RESIDENTS ON THE NORTH SIDE. SO THANKS FOR EVERYBODY SHOWING UP, TOO. OKAY, WE'LL MOVE TO CONSENT AGENDA. THIS EVENING ON THE CONSENT AGENDA, WE HAVE APPROVAL OF THE MINUTES OF THE MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD ON JUNE 3, 2024.
