MINUTES OF THE CITY COUNCIL REGULAR MEETING
CITY OF SPRING VALLEY VILLAGE, TEXAS
TUESDAY, SEPTEMBER 23, 2025 AT 6:00 PM

1. CALL THE ROLL AND ANNOUNCE A QUORUM IS PRESENT
With a quorum of the Council Members present, the Regular Meeting of the Spring Valley
Village City Council was called to order by Mayor Vajdos at 6:09 p.m.

5. PUBLIC COMMENTS
At this time, any person with City-related business may speak to the Council. In compliance
with the Texas Open Meetings Act, the City Council may not deliberate. Comments from

the public should be limited to a maximum of three (3) minutes per individual speaker.
6. CONSENT AGENDA
All matters listed under consent agenda, are considered to be routine by the City Council
and will be enacted by one motion. There will not be a separate discussion of these items. If
discussion is desired, that item will be removed from the consent agenda and will be
considered separately.
6.1 Approval of Minutes for Special City Council Meeting of the City Council on August
18, 2025
6.2 Approval of Meeting Minutes for Regular Meeting of the City Council on August 26,
2025.
6.3 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Appointing
Susan Shoup as the City of Spring Valley Village's Representative to the Villages
Mutual Insurance Group Board
6.4 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Approval of Pay
Estimate No. 17 Brighton Place Pavement & Utility Improvement Project in the
amount of $174,063.04.
6.5 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Approval of Pay
Estimate No. 8, Water Plant Electrical Improvement Project in the amount of
$52,875.00.
6.6 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2025-XX - an Ordinance of the City Council of the City of Spring Valley Village,
Texas, Adopting an Incentive Pay Structure for Certificates and Licenses and Setting
Pay for Municipal Court Judges and City Prosecutors: Repealing all Ordinances or
Parts of Ordinances inconsistent or in conflict herewith; making certain findings
related thereto; and Providing for the Incorporation of Preamble; and Providing a
Repealer Clause, a Severability Clause, and an Effective Date.
6.7 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2025-XX - an Ordinance of the City Council of the City of Spring Valley Village,
Texas, Amending the City Personnel Manual, as adopted by Ordinance Number 95-05,
duly passed and approved on March 29, 1995, being Amendment No. 22 to the
Personnel Manual, to adopt a new Exhibit "A" to be entitled "Job Alignment and
Salary Ranges for All City Positions"; Providing for the Incorporation of Preamble;
and Providing a Repealer Clause, a Severability Clause, and an Effective Date.
6.8 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2025-XX - an Ordinance of the City Council of the City of Spring Valley Village,
Texas, Adopting a Referral Policy, Repealing all Ordinances or Parts of Ordinances

inconsistent or in conflict herewith; making certain findings related thereto; and
Providing for the Incorporation of Preamble; and Providing a Repealer Clause, a
Severability Clause, and an Effective Date.
6.9 CONSIDERATION AND POSSIBLE ACTION CONCERNING: The Approval of
the Participation of the City of Spring Valley Village in a new National Opioids
Settlement with Eight Opioid Manufacturers ("Secondary Manufacturers").
Council Member Lisenby made a motion to approve all items on the Consent Agenda, and
Council Member McCormack seconded the motion. Motion carried 3-0.
7. DEPARTMENT REPORTS
7.1 Public Works Department
At this time, Public Works Director Kristina Watson briefed the Council on the following
projects: Brighton Place, the Water Plant Electrical Improvement Project, and the Texas
Department of Transportation Soundwall Landscaping Improvements. Director Watson's updates
were as follows:
• Brighton Place: The roadway pavement on Winningham has been completed from Pech
to 8436 Winningham; driveways in that section are about halfway completed. Conrad
Construction will begin demolition late this week on the next section of Winningham,
moving toward Bingle. A new drawing of the upcoming traffic control will also go out to
residents in the Brighton Place email group, and the new signage will be posted. We
continue to encourage through traffic to utilize the detour to come into Brighton Place
while Winningham is being completed. Staff is currently reviewing a potential change
order that would allow two small streets from another upcoming project to be
incorporated into the current Brighton Place project. This proposal would allow us to
complete more work under 2024 pricing with a contractor who has worked well with both
staff and residents. Staff anticipates bringing this consideration to Council next month for
review and possible action.
• Water Plant Electrical Improvement Project: Painting is complete in control building
#1, and installation of a new duct bank and conduit has begun. McDonald Municipal will
begin mounting new equipment inside the control building and begin disassembling
booster pump #3 next month.
• TxDot Soundwall Landscaping Improvement: The demolition has been completed.
The bed prep and irrigation are next on the list, with the planting to follow shortly
thereafter. The plant material is being purchased next week and will be ready to install in
the next few weeks.
7.2 Police Department
Chief Schulze provided the August Police Department Staff Report to the City Council
1.Number of calls for service — 4,126
2.Number of traffic violations — 1,162
3.Chief Schulze introduced the new dispatcher, Whitney Alderman.
4.National Night Out is on October 7th.

7.3 Village Fire Department and activities of the VFD Board of Commissioners
Fire Chief Howard Miller presented the Village Fire Department updates for August 2025,
including updates on staffing, equipment, major calls, and ongoing projects. Chief Miller also
introduced new Fire Chief / Fire Marshall Croft to the City Council.
8. NEW BUSINESS
8.1 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2025-XX - an Ordinance of the City Council of the City of Spring Valley Village,
Texas, Approving the 2025 Certified Appraisal Roll; Providing for the Incorporation
of Preamble, and Providing a Repealer Clause, a Severability Clause, and an Effective
Date.
Mayor Vajdos read the Ordinance by caption only. Council Member McCormack made a motion
to approve Ordinance 2025-13 approving the 2025 Certified Appraisal Roll, and Council
Member Carpenter seconded the motion. Motion carried 3-0.
8.2 CONDUCT A PUBLIC HEARING CONCERNING: Proposed Fiscal Year 2025-
2026 Budget.

Mayor Vajdos opened the Public Hearing at 6:38 p.m.
A. Staff Presentation — Finance Director Harrison Nicholson presented the budget for the
Fiscal Year 2025-2026 that incorporated all of the changes and direction from the City
Council from all previous budget meetings.

D. Adjourn Public Hearing — Mayor Vajdos adjourned the Public Hearing at 6:55 p.m.
8.3 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2025-XX – An Ordinance of the City Council of the City of Spring Valley Village,
Texas, Approving and Adopting a Budget for the City of Spring Valley Village Texas,
for Fiscal Year 2025-2026, Making Appropriations for the City for such Fiscal Year as
Reflected in said Budget; Providing for the Incorporation of the Preamble; Making
Certain Findings, and Containing Certain Provisions Relating to the Subject, and
Providing an Effective Date.
Mayor Vajdos read the Ordinance by caption only. Council Member McCormack made a motion
to approve Ordinance No. 2025-14, and Council Member Carpenter seconded the motion
approving and adopting a Budget for the City of Spring Valley Village for Fiscal Year 2025-
2026. City Secretary Jasmin Torres recorded individual votes from each Council Member.
Council Members Bass, Carpenter, Lisenby, Dominy, and McCormack voted ‘Aye’. No ‘Nay’
