Chief Banjoff, Councilmembers Cohen, Smiley, Hoop, Asst. Council Clerk Tener, Bob Wolfinger Departmental Updates: Police Department - Staffing Update 1. Shared that we had two officers go to municipal court full time, and 1 deployed to Middle East. - AED Grant Update 1. AED’s need an update, LPD is currently applying for a $48,000 grant from Firehouse Subs. Councilmember Smiley suggested going to the Fairfield Foundation for grant opportunities as well. - General Update of 2025 Statistics (YoY Comp) 1. Traffic stops are up 150% from 2025. 2. Auto injuries are down – serious injuries down 50%, minor injuries down 13% 3. Mental Health Crisis calls continue to increase, with response time from clinicians taking longer, usually after 5PM. 4. 2025 had 48,000 calls for service. 5. Burglaries are down 53% from the previous year - Status of Tabled Items from 2026 Budget 1. 1 cruiser is getting replaced for 2026. Fire Department - Unbudgeted retirement in April, will need legislation $60k 1. Retirement was made aware two weeks prior to meeting. Looking like the legislation will cost about $43,000. [PAGE 2] 2. There is a chance this may need to go to one reading, depending on input of Auditor Nettles. After discussion, should Auditor Nettles need this legislation to go one reading to stay in line with Governmental Accounting Practices, the committee expressed its unanimous support. 3. So far, LFD is having a utilization rate of overtime at 16%, with personnel expenses coming out of mostly general fund. Budget controls are tighter this year. - Completing schematic design phase of EH2 project 1. Goal is to have pricing for the various construction stages laid out for EH2. - Move money from 2025 PO to 2026 PO for architect, will need legislation 1. Due to the fact that we are now in 2026, the purchase order for 2025’s EH2 design will need to be closed and reopened for 2026. The money in the 2025 PO will revert to the general fund and then be appropriated from the unencumbered balance of the general fund for the 2026 PO. Chief Schultz wanted to note that there is no new money going into this project. Much like the retirement funding, this closing and opening of a PO is in line with Governmental Accounting Processes. New Business: - Fire on 5th is still under investigation. Details will be released in a public announcement. Chief Schultz did communicate the effect that this is having on the family, neighbors, and firefighters. Community has stepped up to assist.
