VIRGINIA: A regular meeting ofthe Board of Supervisors for Hanover County was held in the
Board Room in the Hanover County Administration Building on the 1st day ofApril, 2026 at 6:00
p.m.

I. CALL TO ORDER
Chair Davis called the meeting to order at 6:03 p.m.

Mr. Budesky invited citizens to attend the Board meeting on Wednesday, April 8, 2026 at
2:00 p.m. when the budget will be considered for adoption.

Also at the April 8 meeting, Department ofTourism will unveil the new branding and
initiatives to drive tourism in Hanover County.
Friday, April 3, 2026 at 5: 30 p.m. the Sunset Concert Series launches at Pole Green Park.
This will introduce a new tradition with live music, fun, and food to the county park
system.
Thursday, April 9, 2026, the Spirit ofVolunteerism event will beheld celebrating those
who go above and beyond in the community. More information is available on the
website.
Mr. Budesky announced that the work with the Mount Hermon Road and Campbell' s
Creek areaproject has been expanded to August 13. More information is available on the
website.
Chair Davis welcomed Sheriff Six.
IV. CITIZENS' TIME
Mr. Davis read the Procedures for Citizens' Time and opened the floor for public
comment.
Ms. Ashly Covington— Cold Harbor Magisterial District— Ms. Covington spoke
regarding the health and other concerns related to data centers. She shared that
Senator Bernie Saunders has called for a moratorium on their development and 11
states have introduced similar legislation this year.
Ms. Shannon Todd—Mechanicsville Magisterial District— Ms. Todd spoke
regarding data centers and asked that the Board oppose or pause approval ofany
hyperscale data center until firm protections for Hanover is given. She cited
examples ofunapproved development in other states and noted that she would
forward her citations to Board members.
V. PUBLIC HEARING: FISCAL YEAR 2027 PROPOSED BUDGET, FIVE-YEAR CAPITAL
IMPROVEMENTS PROGRAM, FIVE-YEAR GENERAL FUND FINANCIAL PLAN, PROPOSED 2026
TAX RATES AND RELATED ORDINANCE CHANGES
Mr. Mark Highfield, Budget Division Director, Finance and Management Services,
presented abriefreview oftheproposed budget. He noted that detailed information forthe public
hearings was published online and in the newspaper. He added that, as required by law, thepublic
hearing for the 2026 Real Property Tax Rate would be held separately.
Mr. Highfield shared that there are no changes proposed to property tax rates. The fee for
residential lots in the recycling service district is proposed to increase from $46 to $56. The fee
for the Atlee Manor Sewer Service District is proposed to decrease from $780 to $350.

The total All Funds budget was advertised at $ 797.4M and is currently expected to be
797.5M with the proposed amendment to add a grant-funded school-based clinician as presented
at the March 25, 2026 Board meeting. The proposed amended FY27 All Funds Budget is 1. 9%
higher than the FY26 adopted All Funds budget. The proposed amended General Fund budget is
3.4% higher than the FY26 adopted General Fund budget. Other amendments are not known at
this time but may be identified prior to presenting the Board with final amendments at the April
8, 2026 Board meeting

Continuing, Mr. Highfield shared that the Five-Year Capital Improvements Program covers
Fiscal Years 27 to 31. There is $ 149M budgeted in the Fiscal Year 27 and another $ 537M planned
for the remaining fouryears. Mr. Highfield reminded Board members and guests that the Capital
Improvements Program ( CIP) includes $ 181M under the County Improvements Fund for
Roadway Improvements, as well as funding toward park enhancements and replacement of two
fire stations. In addition, the School Improvements Fund includes $ 101. 5M for replacement of
two elementary schools. The largest Public Utilities project is an expansion ofthe Totopotomoy
Wastewater Treatment Plant, with design funded in FY27 and construction planned for FY30 and
the Airport CIP Fund includes several projects to prepare for and construct additional T-Hangers,
as well as a project to Extend Taxiway B.
Mr. Highfield concluded his review ofthe Budget, Tax Rates and Ordinances for the first
public hearing.

Mr. Herzberg asked about funds within the budget that are not funded with county dollars,
such as funds being received from the Virginia Department ofTransportation for funding on a
specific project or grant funding being received for the mental health counselor. Mr. Highfield
discussed how the All Funds Budget consists ofmultiple funds, which are funded by a variety of
revenue sources.
Before opening the public hearing, Chair Davis recognized Fire-EMS Chief Chris
Anderson and Deputy Fire ChiefJoe Powers.
Mr. Davis opened thepublic hearing and announced that the topics forthis publichearing
would include the 2026 Property Tax Rates and Fees, FY2027 Proposed Budget, FY27- FY31
Five-Year Capital Improvements Program, FY27- 31 Five-Year General Fund Financial Plan,
Ordinance to Increase Erosion & Sediment Control Fees, and an Ordinance to Increase Water&
Sewer Fees. He called speakers to the podium.
Mr. Mike Morris — Beaverdam Magisterial District— Mr. Morris shared that he
was representing the Superintendent' s Business Council. Mr. Morris shared
insights as a resident of Hanover, parent of children who had graduated from
Hanover County Public Schools ( HCPS), coach, and business leader. He shared
compliments to HCPS leadership and spoke in favor ofthe Schools' budget.
Ms. Mary Butler Eggleston — South Anna Magisterial District— Ms. Eggleston
represented the Community Services Board. She was complimentary ofstaff and
leadership at the CSB and County. The CSB launched the Naloxone By Mail
program and have distributed 1, 059 boxes to Hanover County households since
January 2025 with the regional Opioid Abatement Authority grant they received.
Continuing, Ms. Eggleston shared that the CSB implemented the Marcus Alert
program nine months ahead of schedule and did so in conjunction with the
County' s public Safety and Emergency Communications Departments. She spoke
in favor ofthe budget as she noted that demand for services continually grows.
Mr. Derek Kildoo— Mechanicsville Magisterial District— Mr. Kildoo discussed
the average budget increase which he noted was 9.25% annually. He shared that
the average increase in wages during the same time period has only been 2% to
3% excluding individuals living on Social Security. He shared that Hanover
County should be able to lower the tax rate to six or seven cents. He added that
spending is out ofcontrol and predicted that the housing market will crash again.
He ended by sharing two areas the Board of Supervisors should work on
immediately: 1) provide real estate reliefprograms for citizens who qualify to be
exempt or have reduced rates ifon fix Social Security income and 2) lower the
rates overall from 81 cents to 75 cents.
Mr. Mike Dellaripa— Henry Magisterial District— Mr. Dellarippa shared that he
is a proponent of public safety. He added that he was speaking on behalfofthe
officers that have no voice— the K9s. He described a fundraiser that a 12-year-
old held to provide a vest for one of the K9s. He asked the Board not cut any
funding for dog safety. He shared that he had spoken with both Chief Anderson
and Sheriff Six and learned that all ofthe K9s have protective vests. In addition,
Mr. Dellaripa suggested that the county begin paying volunteers. He ended by
sharing that the most important job of the Board of Supervisors is to ensure the

safety in the schools and throughout Hanover County.
Ms. Bertelle Bunyard— Chickahominy Magisterial District— Ms. Bunyard spoke
regarding the vehicle tax rate and acknowledged that elimination of that tax is
incumbent upon the state. She shared that the Commissioner of Revenue values
vehicles based on the " clean trade-in level" and not the " clean loan level" that
neighboring counties use. She explained that makes it more expensive for
Hanover County residents. Continuing, she added that her home was recently
appraised during a loan request at $ 100k lower than the County appraisal. Ms.
Bunyard also asked that the Board of Supervisors seek opportunities to
collaborate. She shared that the County Extension Office should have been
involved to handle the bamboo along the property line when the new Washington
Henry building was built . In closing, Ms. Bunyard shared that all playgrounds in
the County—parks and schools— should be fully accessible.
With no one further to speak, Chair Davis closed the public hearing and called for a brief
recess. The meeting resumed at 6:49 p.m.
VI. PUBLIC HEARING: PROPOSED 2026 REAL PROPERTY TAX RATE
Mr. Highfield announced that the second public hearing was specific to maintaining the
2026 real property tax rate at 81 cents per $ 100 of assessed value. Given the growth in
assessments, he noted that a tax rate of 76 cents would generate the same amount ofrevenue as
the current year. The difference tween theproposed rate and the lowered rate is proposed to fund
the growth in County obligations. He noted that 7% is the total reassessment rate and individual
property taxes may increase at a percentage greater than, less than, or equal to this rate.
Mr. Davis opened the public hearing. There was no one to speak in favor or opposition
to the 2026 Real Property Tax Rate. He closed the public hearing.
