MINUTES
The members of the Coalition Board met at 4 pm at City Hall, Shelbyville, Indiana, on Monday
October 27, 2025. There were 4 members present in person and 1 city advisor.
Those present were:
Kristen Jessie, Don Collins, Anise “Buffy” Powers, and President Kay Koenig, and City Advisor Tyler
Comstock as the City Engineer.
Those not attending were; Shellie Ellison, Denise Holland, Liz Renton, and Shane Roell.
The Minutes of the September 22, 2025 meeting reviewed and approved. They were sent to all
members by email.
City of Shelbyville Video
Tyler played a video that Jennifer Martin and the city had arranged with Indianapolis TV Station
FOX59 on the program “Indy Now” this morning. The video was recorded at the SENSES Gym
located in the Golden Bear Preschool. Besides the many toddlers, it featured Holly Forville and her
dad, Don Collins and was about 4 minutes long. Everyone felt it was a good promotional video for the
city, for The Arc of Shelby County, and the SENSES Gym.
Staff Updates
Tyler Comstock – Gave a report on some of the building projects currently underway or planned to
start soon. He explained that the layout and construction of the amphitheater was ADA compliant and
discussed the many handicapped parking spots and their location in the Blue River Park area.
Committee Updates
Presidents Report:
President Kay had contacted the Denny’s Restaurant. and They had been recommended to receive the
Livable Communities Coalition Gold Star Award be presented on Wednesday, November 12, 2025 at 2:00
pm. She was hopeful that a leader from the regional or corporate o+ices might wish to attend to receive
the award and was waiting to hear back from them soon. The award was based on the redesign of the
parking area and how the new area was well located and designed to be more “handicapped friendly.”
Kay will let us know when she hears back from them after they confirm the date and time.
She attended Co+ee with the Mayor at the Senior Citizens facility on October 9, 2025 and on that day, she
delivered her award letter to the manager of the Denny’s Restaurant. She visited the ground breaking
ceremony of the amphitheater on October 15, 2025 and had set up a display of the Livable Communities

Coalition at the LOT event at the Public Library and was able to recruit Keyen Martin to be a part of our
committee. She will attend our next meeting in November.
TREASURER’S REPORT:
In the absence of Liz Renton, Kay reported that the current bank balance was $7,294.71.
OLD BUSINESS
President Kay and Tyler reported on the handicapped parking at the Fairgrounds. There are 8 parking
spots and the committee discussed what might be the best layout to be added to the area. Tyler
Comstock suggested that the committee consider o+ering to pay $200 for the painting a striping of the
area for it to be the best use of the space. It would also allow us to have a sign that the Livable
Communities Coalition was contributing to have a more improved space for those who need
handicapped parking. By o+ering to make the donation, the Fair board could consider making this are
free for those who use it.
The committee also discussed possibly assisting in helping some residents to improve their sidewalks
and keep them free from obstructions. We can reconsider how we can help them financially if they need
the help.
NEW BUSINESS
President Kay discussed having a display at the library to help inform the community about our goal of
working to educate the community on how we can make Shelbyville more livable for everyone.
The last meeting of the year is scheduled for Monday, November 24, 2025 at 4 pm at City Hall.
The meeting was adjourned at 5:00 pm.
