Hamilton Street High Point, NC 27260 ROLL CALL, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE Mayor Jefferson called the Meeting of the High Point City Council to order at 5:30 p.m. and stated the following members were present. He called for a moment of silence and the Pledge of Allegiance followed. Present: Mayor Cyril Jefferson, Council Member Vickie McKiver, Ward 1, Council Member Tyrone Johnson, Ward 2, Council Member Monica Peters, Ward 3, Council Member Patrick Harman, Ward 4, Council Member Tim Andrew, Ward 5, Council Member Michael Holmes, Ward 6 Absent: Mayor Pro Tempore Britt Moore, At Large, Council Member Amanda Cook, At Large ADOPTION OF AGENDA Mayor Jefferson indicated there would be three items added to the General Agenda: An item to appoint Saundra Bethea to the Human Relations Commission, an item to accept the resignation of Council Member Cook, and an item to appoint a new Council Member to the vacant position. A motion was made by Council Member Andrew, seconded by Council Member Johnson, to adopt the agenda as amended. The motion carried with the following vote: Aye: Mayor Jefferson, Council Member Holmes, Council Member McKiver, Council Member Johnson, Council Member Peters, Council Member Harman, Council Member Andrew Nay: None Absent: Mayor Pro Tempore Moore, Council Member Cook RECOGNITIONS AND PRESENTATIONS 2025-464 Recognition of the 2025 High Point 101 Cohort Mayor Jefferson will recognize the 2025 High Point 101 cohort for successfully completing the City's civic education and engagement program. [PAGE 2] Minutes Regular Meeting of the High Point City Council November 17, 2025 Mayor Jefferson invited the graduates of the High Point 101 2025 cohort up for recognition and a photo with City Council and city staff. Andy Turner, one of the 2025 High Point 101 cohort members, spoke on the benefits of the program and encouraged citizens to participate to better understand the workings of the City government. 2025-466 Proclamation - Lung Cancer Awareness Month Mayor Jefferson will read a Proclamation declaring November 2025 as Lung Cancer Awareness Month. Mayor Jefferson read the proclamation for Lung Cancer Awareness Month. 2025-467 Proclamation - World Prematurity Day Mayor Jefferson will read a Proclamation declaring November 17, 2025, as World Prematurity Day. Mayor Jefferson presented the proclamation to members of the Zeta Phi Beta Sorority, Delta Kappa Zeta Chapter. CONSENT AGENDA ITEMS A motion was made by Council Member Andrew, seconded by Council Member Johnson, to approve the Consent Agenda. C-3) 2025-462 Consideration of an Ordinance Amending Various Sections of the High Point City Code City Council is requested to adopt an Ordinance amending various sections of the High Point City Code that pertain to the High Point Market and authorize appropriate City Official(s) to execute all necessary documents. C-4) 2025-463 Consideration of a Resolution to Accept the Donation of Real Property to the City - 999 Mayview Court City Council is requested to consider a resolution to accept the donation of real property located at 999 Mayview Court (Parcel No. 194998) to the City and authorize the appropriate City Official(s) to execute all necessary documents. GENERAL BUSINESS AGENDA 3 [PAGE 4] Minutes Regular Meeting of the High Point City Council November 17, 2025 G-1) 2025-452 Public Hearing Regarding a Demolition Ordinance - 502 Academy Street City Council is requested to conduct a public hearing and adopt an Ordinance to Demolish a dwelling located at 502 Academy Street and authorize the appropriate City Official(s) to execute all necessary documents. Mayor Jefferson opened up the public hearing at 5:48 p.m. and invited Kaylie Parish, Code Enforcement Manager to present the item. She spoke on the Complaint and Notice of Hearing held on May 27, 2025, and stated that the fiduciary of the estate had shown up to the hearing and that several conversations had taken place regarding the dwelling. She explained that no repairs were completed or permits applied for as of Oct. 31, 2025, and she showed some pictures of the house. Seeing no questions from staff or the public, Mayor Jefferson indicated that there was a request from staff to continue the public hearing to the February 16, 2026 City Council meeting. A motion was made by Council Member Holmes, seconded by Council Member Andrew, to continue the public hearing to the February 16, 2026, Council Meeting. A motion was made by Mayor Jefferson, seconded by Council Member McKiver, to approve the added Agenda Item. The motion carried with the following vote: Aye: Mayor Jefferson, Council Member Holmes, Council Member McKiver, Council Member Johnson, Council Member Peters, Council Member Harman, Council Member Andrew Nay: None Absent: Mayor Pro Tempore Moore, Council Member Cook G-6) 2025-475 Added Agenda Item - Appointment of Chris Williams to the High Point City Council City Council is requested to consider the appointment of Chris Williams to the High Point City Council as an At-Large City Council member, effective immediately. Mayor Jefferson explained that, according to North Carolina statute, it is the duty of the Council and governing body to appoint someone to the seat who can serve honorably and to the best interest of the City. He said they wanted to find someone who had a proven history of serving and a keen understanding of how city government works to fill the vacancy. Council Member Holmes said the individual chosen to fill the vacancy has served the City of High Point in various capacities for almost two decades and has a distinguished career in the local economy. He pointed out, that as a former Council Member, the nominee has a broad knowledge of the inner workings of city government. He indicated that it was his honor to make the motion to appoint Chris Williams to the open At-Large Council seat. In response to Council Member Andrew, City Attorney, Meghan Maguire, provided an overview of the process of filling a vacancy and pointed out it was up to City Council to make the appointment. Mayor Jefferson said he was glad to welcome Mr. Williams and pointed out he had served nine years on the City Council and had the experience needed to fill the vacancy. He indicated that several people had expressed interest in the seat and noted, from his six years of experience on the Council, there was a lot to learn in order to effectively serve. He said the decision was made to serve the best interest of the City. 6 [PAGE 7] Minutes Regular Meeting of the High Point City Council November 17, 2025 A motion was made by Council Member Holmes, seconded by Council Member Johnson, to approve the added Agenda Item appointing Chris Williams to the High Point City Council. The motion carried with the following vote: Aye: Mayor Jefferson, Council Member Holmes, Council Member McKiver, Council Member Johnson, Council Member Peters, Council Member Harman, Council Member Andrew Nay: None Absent: Mayor Pro Tempore Moore, Council Member Cook ADJOURNMENT Council Member Peters welcomed a guest student in the audience, a freshman in AP Government class at Ragsdale High School. Council Member Harman thanked former Council Member Cook for her service and praised her for being a champion of the underserved and marginalized. He wished her well in her next chapter in Raleigh. Council Member Peters congratulated former Council Member Cook and said it had been an honor to serve with her over the past two years. Mayor Jefferson wished everyone a Happy Thanksgiving and encouraged everyone to attend the holiday parade on the upcoming Sunday. He spoke about the downtown tree lighting on Saturday, November 22nd and the tree lighting at the High Point Library on Tuesday, November 18th. Council Member Harman spoke on the D-Up activity complex groundbreaking the following day. Mayor Jefferson talked about the grand opening of the new SpringHill Suites by Marriott hotel and praised city staff for collaborating with the developer to make it happen. Council Member Peters thanked Visit High Point, the Southwest Renewal Foundation, and other entities for their collaboration on the troll, Little Sally, and said the installation brings joy, faith and hope to the area. Mayor Jefferson encouraged everyone to visit Little Sally.
