The Board of County Commissioners of Fulton County, Ohio met in session pursuant to notice, on March 19,
2026, at 152 South Fulton Street, Wauseon, Ohio, with all members present:

Commissioner _________________________________ moved for the adoption of the following resolution:
WHEREAS, the Fulton County Board of Commissioners (“Fulton County”) is a county formed and organized
pursuant to the Constitution and laws of the State of Ohio; and
WHEREAS, the people of the State of Ohio and its communities have been harmed by misfeasance, nonfeasance
and malfeasance committed by certain entities within the Opioid Pharmaceutical Supply Chain; and
WHEREAS, the State of Ohio, through its Attorney General, and certain Local Governments and Agencies,
through their elected representatives and counsel, are separately engaged in litigation seeking to hold Opioid
Pharmaceutical Supply Chain Participants accountable for the damage caused by their misfeasance, nonfeasance
and malfeasance; and
WHEREAS, the State of Ohio, through its Governor and Attorney General, and its Local Governments and
Agencies share a common desire to abate and alleviate the impacts of that misfeasance, nonfeasance and
malfeasance throughout the State of Ohio; and
WHEREAS, the State and its Local Governments and Agencies, and Fulton County have drafted and previously
adopted a One Ohio Memorandum of Understanding (“MOU”) relating to the allocation and the use of the
proceeds of any potential settlements described; and
THEREFORE, BE IT RESOLVED, the Fulton County Board of Commissioners hereby authorizes its Board
President, Joe Short, to execute the participation form for the RDSA Settlements; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of County
Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were adopted in an
open meeting of this Board of County Commissioners, and that all deliberations of this Board of County

WHEREAS, bids were received on March 3, 2026 for the Bridge G24.6 Rehabilitation project on behalf
of the Fulton County Engineer; and
WHEREAS, on March 5, 2026, upon the recommendation of the Fulton County Engineer, the bid was
awarded to R.G. Zachrich Construction, in the amount of $239,097.69 and a contract facilitating the
project has been successfully negotiated; and
THEREFORE BE IT RESOLVED, that the Board of Fulton County Commissioners enters into
Contract 2026-31 with the R.G. Zachrich Construction, for the Bridge 24A.9 Rehabilitation project in the
amount of $239,097.69, subject to the terms and conditions therein; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were

WHEREAS, the Board of Fulton County Commissioners wishes to acknowledge and express its support
of the proposed effort to continue to meet the needs of individuals residing in Fulton County with
developmental disabilities; and

attached letter of support for the Capital Funding Program; and

202373 which will extend the completion date from June 30, 2026 to August 31, 2026 and to award an
additional $50,000 to Fulton County, and
THEREFORE, BE IT RESOLVED, that the Fulton County Board of Commissioners hereby approve
amendment #1 to the Lead Safe Ohio Program, LED-2023-202373 for submittal to the Ohio Department
of Development; and

R E S O L U T I O N 2026-197
In the Matter of Resolution to Approve ) Office of County Commissioners
Specifications for Lawn Maintenance ) Fulton County, Ohio
& Authorize Advertisement for Proposals ) March 19, 2026
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
on March 19, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner ___________________ moved for the adoption of the resolution herein.
WHEREAS, the Board has elected to receive proposals for lawn mowing services for county owned lots;
and
WHEREAS, the specifications and proposal for said services has been drafted and presented to the Board
for their review and consideration; and
WHEREAS, after review and due consideration, the Board finds the draft to be satisfactory; and
THEREFORE BE IT RESOLVED, the Fulton County Board of Commissioners hereby approves the
draft as submitted and authorizes the advertisement and distribution of the proposals to interested parties
thereof; and
BE IT FURTHER RESOLVED, all proposals shall be received in the office of the Clerk of the Board
by April 7, 2026 at 9:00 a.m. Any proposals received thereafter shall be considered late and will be
rejected; and
BE IT FURTHER RESOLVED, publication of this request for proposals shall be advertised per ORC
307.87 (A)(2) on the Fulton County website at www.fultoncountyoh.com; and
BE IT FURTHER RESOLVED, by the Board of County Commissioners, County of Fulton, State of
Ohio that it is found and determined that all formal actions of this Board of County Commissioners,
County of Fulton, State of Ohio concerning the adoption of this resolution were adopted in an open
meeting of this Board of County Commissioners, and that all deliberations of this Board of County
Commissioners and of any of its committees that resulted in such formal action, were in meetings open to
the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
on March 19, 2026, at 152 South Fulton Street, Wauseon, Ohio, with all members present:

Commissioner _________________ moved for the adoption of the following resolution:
WHEREAS, Fulton County JFS desires to rent space for a merchant’s display in the 2026 Fulton County
Fair and a rental agreement has been submitted for approval;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Fulton County Commissioners does
hereby approve of the offered contract attached hereto and further; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this

In the Matter of Resolution to Re-Organize ) Office of County Commissioners,
Board of County Commissioners of ) Fulton County, Ohio
Fulton County for 2026 ) March 19, 2026
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
March 19, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:
Joe Short

WHEREAS, Pursuant to the Ohio Revised Code §305.05, the board of county commissioners shall
organize on or before the second Monday of January of each year, by the election of one of its members as
president for a term of one year. The member so elected shall preside at all regular and special sessions of
the board. If the position of president becomes vacant during the year, the board shall select one of its
members to preside; and
WHEREAS, the Fulton County Board of Commissioners Organized on January 6, 2026 on Resolution
2026-003 appointing Commissioner Jon Rupp as Board Vice President; and
WHEREAS, as a result of the Retirement of Commissioner Jon Rupp, a vacancy has been created and the
Board of Commissioners will need to re-organize to appoint a new Vice-President; and
WHEREAS, Commissioner ____________ nominated Commissioner Jeff Rupp as Vice-President of the
Board of County Commissioners of Fulton County, Ohio for the year of 2026 and Commissioner
_______________ seconded the nomination.
THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Fulton County are
reorganized as follows for 2026:

Jeff Rupp-Vice-President of the Board
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
March 19, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present

Commissioner moved for the adoption of the following
resolution:
WHEREAS, the Fulton County Board of Commissioners Organized on January 6, 2026 on Resolution
2026-003 appointing Commissioner Jon Rupp as Board Vice President; and
WHEREAS, the Fulton County Board of Commissioners Appointed the 2026 Official Representative and
Alternate for the purpose of voting at the annual CCAO Membership Meeting on January 6, 2026 on
Resolution 226-004, with the Vice-President, Commissioner Jon Rupp, being designated as the alternate
representative; and
WHEREAS, as a result of the Retirement of Commissioner Jon Rupp, a vacancy has been created and the
Board of Commissioners will need to appoint a new Alternate Voting Representative of Fulton County for
2026; and
NOW THEREFORE BE IT RESOLVED that Jeff Rupp, Vice-President of Fulton County
Commissioner, is hereby designated as the Alternate Voting Representative of Fulton County for 2026; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings
open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised
Code.

Said Purchase Order Edit List will be on file in the Fulton County Commissioners Office in lieu of being
journalized, and;
BE IT FURTHER RESOLVED, that the Board of Commissioners approve travel requests as submitted,
and;
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings
