At this time, we'll have our presentation from the village's consultant concerning the statutory notices in conformance with the TIF Act, joint review, recommendation, and overall overview of the post-difference. I just want to report that I attended a Halloween party at the... ...well attended by lots of my family and kids... ...everybody there just... which is worse right now. Under Item M, like the Consent Agenda, there are many items that are there. I can't handle the others, but Item M is an ordinance that excludes the Village Development Park as an employer, as a municipal employer, from coverage on the Paid Leave for All Workers Act. It is set to take effect on January 1, 2014, for the Paid Leave for All Workers Act, touted as a statute by paid leave for employees that don't have a work environment, the example being a single mother who has a child to stay home from work, the employer doesn't grant any type of paid leave, and that single mother has to choose between her job or her child. So the statute provides certain paid leave for all types of employees, but with this application to municipal employees, which ironically, the statute excluded school districts and park districts as coverage, but not municipalities, which have probably the most paid leave than any employer, public or private. But part of the... The difficulty with administering this statute is employees can take such absences without notification from employers. So imagine on Christmas morning, all the firefighters who are on duty or all the police officers who are on duty wake up and decide, I don't feel like going to work today, and they don't have to come to work. So that doesn't work well. Same thing with public works employees. When there's a major snowstorm, you need bodies on the street. And the village provides plenty types of pay leave already. You provide sick leave, paid vacation leave, or personal days. there are bereavement days, death in your family. So the village as a home rule municipality exercising its authority to exclude itself from coverage under that act. As we see here now, the legislator is still in session with the veto session and a bill pending that will push back the effective date of the statute to give employers, especially municipal employers, the ability to try to exempt every municipality home rule and non-home rule from its application. But with respect to Village of Alamo Park, we do have under our own rule, authority to regulate employment policy for our village employees in this ordinance. So, good evening. Thank you very much. Mr. President, the Board will consider a proposal to North Shore Sign to convert the existing single-face display sign in front of the PRC to an LED watch for your message unit. The new sign will be a full-color LED sign. The total cost is $15,635. This trustee has advised me to point it out. The Alapark Lions Club has generously offered to sponsor the sign. They've already paid the bill as $10,947.50. and as such we will install a custom plaque that will announce your donation. The board will be asked to consider a proposal from CTSI group to enhance the cameras at North Harlem. New cameras will allow the police department to see the sidewalks and the traffic along with Harlem Avenue and North Avenue. The current view is helpful, but it's limited to the broad intersection, so the expanded views will allow us to more fully monitor and investigate activity at this critical corner, and the cost is $9,213. The board will be asked to ratify my sentence on a proposal from Poldo's site to install black aluminum ladders that say Village of Elmwood Park, as well as two Elmwood Park tree logos in the little circle along the stone wall. at the corner of Sunset Drive. The total cost is $3,990. The board will consider the tax levy for the fiscal year beginning May 1, 2023. The total amount of appropriations to be collected from the tax levy is $14,296,000. This is consistent with the estimate previously passed by the board, and in accordance with the truth in taxation law, this does not include the levy for village debt service. When compared to the net extension for last year, this tax levy represents a 0.28% decrease. The board will be asked to accept a proposal to renew property, casualty liability, and workers' comp insurance coverage for the December 1, 2023 to November 30, 2024 policies. Our broker, Alliant Insurance Services, Inc. recommends renewal with our current carrier, the Illinois County's Risk Management Trust, or the ICRMT. The overall premium, not including the loss fund requirement, is increasing by 15.69% to $589,134. The policy increases the self-insured retention protocol for workers to 200,000. The transfer to the loss fund increases to $449,000 as well. The board will consider consulting agreement with MAAC Communications to provide communication and public relations services. MAAC has been providing these services since 2011. The area calls for a payment of $4,000 per month in exchange for these services. The agreement can be canceled for convenience. Pay the party with 30 days notice. The board will consider an agreement to purchase 7717 West Palomar Avenue. The price is $225,000. The agreement is subject to the current owner providing an F.R. letter. During the no further environmental remediation is required, the village will have a 60-day period to conduct its diligence.
