Public Comment-No comments [PAGE 2]  Discussion about council membership: Pat discussed adding members with the several county level staff and it was determined the best approach to adding new, non-voting members would be to leave the current process in place and allow the Board of Supervisors to review applicants before adding additional members.  January Ambulance Commission Meeting Discussion  The new Ambulance Commission chair is Keith Starr, co-chair is Jim Jorgenson  They discussed what it would look like for the city and the county to move toward an in- house model and move away from contracting for a private ambulance service.  Pat informed the commission that the EMS council would need to know the anticipated annual cost to support the in-house model, so accurate numbers can be reviewed for the EMS tax levy request on the ballot.  4 other counties agree that the levy request should be the $0.75/$1,000 valuation, those who didn’t request the max allowed are now regretting that decision. The expenses were greater than they anticipated.  The advisory council still need to factor in Greene, Nora Springs, Marble Rock and possibly Nashua into the request.  Dawnett discussed contracting with BC/BS as this is the primary insurance carrier in Iowa and for many businesses in Floyd County.  60 days to figure out the cost.  Dave requested a $12,000 subsidy for NSVA loss for 2023 between county and other communities they serve. Rudd, Rockford, Nora Springs and 4 townships.  Jeff will get the necessary numbers together to determine Greene’s need for subsidy  Next meeting for Ambulance Commission is March 5th.  House Bill 718, will, or has already caused lost levies for numerous communities.  What happens when the tax levy fails? What does that look like? These are questions that the ambulance commission needs to address.  The special election for September 2024 is the majority choice.  Dave asked where we stand with Marble Rock. A new EMS Director has recently taken over but unfortunately, they do not have the time to be on the EMS Advisory Council currently. The Marble Rock representation is an ongoing process and is being addressed.  All individuals will need to apply to the Floyd County Board of Supervisors and those applicants will be on the next agenda for the council to review.  Discussion on potential methods of communicating the council’s message to the public, county wide. Education efforts set to begin in the Spring of 2024. Reviewed of the EMS PPT 1. Slide 2 shows discussion topics-No changes 2. Slide 3-Brandy M requested EMS Association be added, as an EMS supporter, not an EMS provider 3. Slide 4-Discusses the levels of care, there will be an additional slide with some changes. [PAGE 3] 4. Slide 5-Discuss the coverage area of each department and entity, including fire and law enforcement. The coverage area is also a topic of discussion, unclear if there will be changes within the county EMS boundaries. 5. Slide 7-Discusses the expenses for the current service provided. No Changes. 6. Need to change font and size of lettering on some of the slides. 7. Pat will review any grammatical errors and get them updated. 8. Need to add the date that BOS declared EMS essential 9. Current tax for law and fire is part of the general fund. 10. Tax levy rollback explanation. The agricultural number what will an acre cost the farmer? These are questions that the public will want answered. 11. Slide 13 discusses the myths with EMS and what the levy can be used to pay for what will the oversight be. 422.D what can the levy be used for, payroll, buildings, vehicles, equipment?? 12. Brandy M pointed out that it should be more personalized to the local areas. 13. It was suggested that a photo of all emergency providers be taken for the county and added to the slide. 14. No other comments on PPT Schedule next meeting for February 13th-Planning Meeting 1700 at the EOC We need to have answers before March so we can present a flyer at the Greene Soup Supper. Action Items for the next meeting. Dawnett gathering information about the production company that helps the hospital with their commercials. Dave said there would be businesses still willing to donate money. Jim will double check the laws in reference to money being donated to the advisory council.
