SPECIAL MEETING
April 6, 2026
A. Call to Order – The special meeting of the Waukee City Council was called to order by Mayor Clarke
at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd.
B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members Kala
Anderson, Chris Crone, Rob Grove, Lori Lyon, Anna Bergman Pierce. Absent: None.
Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance
Director Rachel Downing, Community Development Director Andy Kass, Planning Coordinator Melissa
DeBoer, Public Works Director/City Engineer Rudy Koester, Director of Human Resources Michelle
Lindsay, Director of Economic Development Jennifer Brown, Parks & Recreation Director Matt Jermier,
Director of Marketing & Communications Heather Behrens, Library Director Kristine Larson, Fire Chief
Clint Robinson, Technology Services Director Son Le (electronically), Police Chief Chad McCluskey,
City Clerk Rebecca D. Schuett, City Attorney Steve Brick.
C. Agenda Approval – Council Member Pierce moved to approve the agenda; seconded by Council
Member Grove. Results of vote: Ayes: Anderson, Crone, Grove, Lyon, Pierce. Nays: None. Motion
carried 5 – 0.
D. Public Hearings:
1) On the FY2027 Proposed Property Tax for the City of Waukee pursuant to Iowa Code 24.2A
– Mayor Clarke opened the public hearing and asked if any written correspondence had been
received; City Clerk Schuett replied that none had been received in the clerk’s office. City
Administrator Deets reviewed the budget approval timeline, budget directives and a history of the
City’s property tax rates. He stated that Truth in Taxation Statements had been mailed by Dallas
County to property owners, adding that Waukee property owners could look up City tax levy
impacts through a tool available on the City website. Mr. Deets presented staff’s recommendation
to maintain the $12.80/$1,000.00 maximum property tax levy rate for FY2027. Mayor Clarke
invited public comment: Veronica Lack, Dallas County Soil and Water Conservation
Commissioner, discussed water quality and the need to repair damaged sewer lines; Mayor Clarke
stated such comments did not pertain to this public hearing.
Council Member Pierce moved to adjourn; seconded by Council Member Grove. Ayes: All. Nays: None.
Motion carried 5 – 0.
Meeting Adjourned at 5:46 p.m.
