COMMON COUNCIL MEETING
CALL TO ORDER
Mayor Cinquanti called the January 20, 2026, meeting of the City of Amsterdam Common
Council to order at 5:58pm.
SALUTE TO THE FLAG
Mayor Cinquanti led the Salute to the Flag.
ROLL CALL
Roll call indicated five (5) members were present.
ADOPTION OF AGENDA
Alderwoman Collins made a motion to adopt the agenda with the addition of four (4) consent
resolutions.

COMMUNICATIONS and PRESENTATIONS
CDTA and Labella Associates presented their Church Street Improvement Project for 2026.

PUBLIC PARTICIPATION
Christian Rivera, spoke regarding the following topics: technical information regarding street
lights (old and new), the need for a public space for constituents to meet with Council Members, creating
a green corridor in the City of Amsterdam, dog barking ordinance, tickets for barking dogs, creating two
quite parks on Guy Park Avenue and Quist St, having a protecting animals resolution created, fireworks,
Venezuela, imperialism, U.S. Constitution, U.S. Drug War, legalization of the coca leaf and asked for a
letter to be written and signed by the Council and Mayor, to free the leader of Venezuela.
CITY ENGINEER’S REPORT
Attached to minutes.
Additional Discussion: Mayor Cinquanti stated the funding for the CHIPS Program for 2026, will remain the same. The City
also has a surplus from 2025 of $470,000, from the CHIPS Program. He added that AIM funding has been restored for 2026.
There will be $750 million dollars available in NYS for water/sewer to new housing.

Discussion: Alderman Martuscello advised the changes made to the fees were comparable to other golf courses and a minimal
fee increase.

This resolution was passed with ayes from all five (5) Council members.

Montgomery County Service
• Started service in August 2022.
• Routes connect key destinations around the City
of Amsterdam and to Scotia, Glenville,
Schenectady, and Albany.
• As of November 30th, route #602 became route
#605.
• Adds stops at the Via Port Mall and operates
7 days per week.

Dec 2023: Applied for a Transportation Alternatives Program (TAP) grant for the Church St project

Mar 2025: Procured LaBella Associates for engineering services
May 2025: Kicked off project
Summer 2025: Survey and initial design work, engaged with NYSDOT
Fall 2025: Begin outreach with the Common Council and the community

Report of the City Engineer
To: Common Council
Date: January 20, 2026

• Broadway Hill sanitary sewer improvements –advertised for bids now. Bid opening is
1/22/2026. This project is an upsizing of approximately 300 LF of sewer main from 8-inch
to 12-inch. This will provide additional capacity for wastewater from the Florida industrial
park. The engineering has been funded by the developer via money escrowed with the City.
Upon certification of a low bidder by the City, the developer will provide additional funds to
be escrowed for the construction. This is a no-cost improvement for the City. Bid period to
be approximately 4 weeks.
• Upgrade of the sewage pump station serving golf course facilities will resume in April 2026.
New tankage – distribution well, 100-gallon grease trap and wet well have already been
installed. Pump package and controls have been ordered. The segment of 3” diameter
forcemain has been previously installed under the paved area of the new clubhouse during
the project. The Engineer’s office is preparing design plans for submission to NYSDEC.
• Water break season is upon us – please report any running water in streets, especially
during sub-freezing temperatures.
• CDBG Demolition project is underway. Contract is in place with Gorick Construction for
the demolition of 23 buildings.
• 2026 Street Paving Program: Program is being estimated by the Engineer’s Office
currently.
• Crescent Avenue Bridge – Bridge is closed to traffic. Demolition is completed. Pile
driving is completed.

• Work on the Filters at the water plant is complete for filter#4 with the next in line for
replacement.
• Wastewater Treatment Plant Upgrade project is at 95% design. Engineering staff
reviewed and met with ARCADIS. Schedule is tentative until design approval is issued.
o NYSDEC will receive plans for review, comments and approval.
o Design approval anticipated January 2026?
o Bidding March 2026 – April 2026
o Award in late May 2026
o Construction begins late July 2026
o Substantial completion forecast to be December 2027
o Commissioning will continue into 2028
