Please email the City Secretary at: aarnold@wstx.us if you plan to provide public hearing comments
during the meeting on Items 3 and 4 and indicate which item you would like to comment on. In order to
facilitate the public hearings during the meeting, each name on the speaking list will be called at which
time you will be provided an opportunity to comment. In lieu of participating in the meeting, you may
also email your public hearing comments to the City Secretary at: aarnold@wstx.us no later than one hour
prior to the meeting, and any comments submitted will be read aloud during the respective public
hearing.
CALL TO ORDER
CONSENT AGENDA
All items on the Consent Agenda are routine or previously discussed items and will be approved with one motion; however,
should a member of the City Council wish to discuss any item, said item may be removed from the Consent Agenda and
considered under Deliberation Agenda.
1) Approval of City Council meeting minutes:
a) March 3, 2020;
2) Acknowledge receipt of Monthly Financial Statements for FY 19 – 20 as of February 29, 2020.
DELIBERATION AGENDA
PLANNING AND DEVELOPMENT:
3) Hold a PUBLIC HEARING and consider ordinance amending the land use map by amending Block 1
lot1,GoldCreekApartmentsAddition,betterknownas1359NLasVegasTrl.fromMediumDensity
to High Density Residential. The property is the current location of the Oak View Apartments.
4) Hold a PUBLIC HEARING and consider ordinance rezoning a tract of land from MF-24 multifamily
residential district—high density to MF-24-A multifamily residential district—high density. The
property is known as Block 1 Lot 1, Gold Creek Apartments Addition and is commonly known as
1359 N Las Vegas Trl. The property is the current location of the Oak View Apartments.
PUBLIC WORKS:
5) Discuss and consider awarding of bid for Improvements to Hackamore Street for sewer, water, and
paving replacements in the amount of $568,593.10.

ADMINISTRATION:
6) Discuss and consider ordinance renewing the Mayor’s Local Disaster Declaration in relation to
Coronavirus (COVID-19).
