MINUTES
(1) Call To Order / Invocation and Pledge - The meeting was called to order by Chairman Brian
Hillensbeck. Councilman Bret Arceneaux led the Committee in the invocation and pledge.
(2) Roll Call - All members were present with the exception of Councilman Oliver Joseph,
Councilman Joel Robert, and Councilman Travis Turner.
(3) Chair's Additions - There were no additions to the agenda.
(4) Public Comment - Chairman Hillensbeck announced that anyone wishing to speak should sign
in now.
(5) GENERAL BUSINESS
a. Approval of Amendment No. 1 to the Claims and Administration Service
Agreement with Louisiana Claims Administrators to dissolve the not to exceed
amount of $67,800.00 for year three. Payment to the provider will be in
accordance with the original agreement and per the fee schedule - A motion to
approve forwarding to the full Council for approval was made by Councilman Chase
Melancon. The motion was seconded by Councilwoman Pam Alonso. The motion
passed with no objection.
b. Approval of Renewal of Master Services Contract with Vector Disease Control
International, LLC for aerial spraying for Ascension Parish. Payment to provider
shall be at a rate of 0.5 Oz/Acre, minimum acreage (call-out) 10,000, for a price of
$2.35 per acre - A motion to approve forwarding to the full Council for approval was
made by Councilman Todd Varnado. The motion was seconded by Councilman Chase
Melancon. The motion passed with no objection.

c. Approval to accept the lowest responsive bid in the amount of $440,000.00
submitted by Coleman Roofing & Construction Gonzales, LLC for the Ascension
Parish West Bank Courthouse Slate Roof Replacement project and to authorize
the Parish President to enter into a contract for the project - A motion to approve
forwarding to the full Council for approval was made by Councilman Blaine Petite. The
motion was seconded by Councilman Brett Arceneaux. The motion passed with no
objection.
d. Approval to accept the lowest responsive bid in the amount of $633,847.88
submitted by KTB Contractors, LLC for the Donaldsonville Courthouse
Renovations - Phase 2 project and to authorize the Parish President to enter into
a contract for the project – Randy Mullis, Director Project Management spoke to the
Committee on this item. A motion to approve forwarding to the full Council for approval
was made by Councilwoman Pam Alonso. The motion was seconded by Councilman
Chase Melancon. The motion passed with no objection.
e. Approval to accept the lowest responsive quote in the amount of $87,450.00
submitted by Supreme Fencing, LLC for the South Louisiana Fairgrounds
Fencing Renovations project and to authorize the Parish President to enter into a
contract for the project - A motion to approve forwarding to the full Council for
approval was made by Councilman Chase Melancon. The motion was seconded by
Councilwoman Pam Alonso. The motion passed with no objection.
f. Approval of Change Order No. 1 to the contract with Lanro Construction, LLC for
the Ascension Parish Health Unit Flooring Replacement project in the amount of
$57,180.08 for additional work and 21 days additional time for unforeseen
conditions. Total contract amount with this change order is $113,927.68 and the
substantial completion date with this change order is 1/21/26 – Randy Mullis,
Director Project Management spoke to the Committee on this item. A motion to
approve forwarding to the full Council for approval was made by Councilman Blaine
Petite. The motion was seconded by Councilman Chase Melancon. The motion passed
with no objection.
g. Approval of Amendment No. 2 to the Legal Services Contract with Daigle, Fisse &
Kessenich to increase the contract by $195,000.00 for a total contract amount not
to exceed $395,000.00 to continue representation in general legal matters through
April 22, 2026 – Kenneth Dupaty, Parish Attorney spoke to the Committee on this item.
A motion to approve forwarding to the full Council for approval was made by
Councilwoman Pam Alonso. The motion was seconded by Councilman Chase
Melancon. The motion passed with no objection.
h. Contract Report of all Contracts/Agreements entered into in the month of
December 2025 - Chairman Hillensbeck announced that the report was emailed to the
Committee ahead of the meeting and if they have any questions, they can contact Legal
or Finance.
(6) FINANCE REPORTS
a. Monthly Report of new positions added to the Ascension Parish Government
Classification Plan in the month of December 2025 - Megan Babin, Director Human
Resources spoke to the Committee on this item.

b. Financial Update - Open Finance at
https://ascensionparishla.finance.socrata.com/#!/dashboard Chairman Hillensbeck
announced that Open Finance is available for viewing at the URL listed and Finance
can be contacted with any questions.
(7) Adjourn The meeting was adjourned at 5:39 pm on a motion by Councilman Chase Melancon,
seconded by Councilwoman Pam Alonso.
