TRIBAL LAND ACKNOWLEDGMENT
In respect to the Indigenous People and Tribal Elders, past, and present, the Bridgeport Indian Colony, Mono
Lake Kootzaduka'a Tribe, and Utu Utu Gwaitu Tribe are the Indigenous People who live within this, their
ancestral homeland from time immemorial to the present and have been the caretakers of these lands, waters,
and all natural resources for the benefit of the environment and of all living things. We who live in Mono
County offer this land acknowledgment with a spirit of mutual respect and collaboration.

A. Board of Supervisors Out-of-State Travel Authorization
Departments: Board of Supervisors
Out-of-state travel request for the following Supervisors: (1) Chair Kreitz - National
Association of Counties (NACo) Legislative Conference in Washington, D.C. in February
2026; and (2) Supervisor Duggan - National Association of Counties (NACo) Legislative
Conference in Washington, D.C. in February 2026; and (3) Supervisor Peters - National
Association of Counties (NACo) Legislative Conference in Washington, D.C. in February
2026. Supervisor Peters' travel and registration is paid for by California State Association of
Counties (CSAC).
Recommended Action: Approve out-of-state travel request for Chair Kreitz, Supervisor
Duggan, and Supervisor Peters to attend the 2026 National Association of Counties (NACo)
Legislative Conference in Washington, D.C.
Fiscal Impact: Up to $3,000 per Supervisor for conference registration, hotel stay, and air
travel, which is included in the Board of Supervisors' budget for FY2025-26. Supervisor
Peters' costs are paid for by the California State Association of Counties (CSAC).
B. Appointment to the Lee Vining Fire Protection District
Departments: Board of Supervisors
The Lee Vining Fire Protection District requests appointment of William Cretinon to the Lee
Vining Fire Protection District to fill a vacancy pursuant to Government Code § 1780 (h)(1)(2),
expiring on November 30, 2026.
Recommended Action: Appoint William Cretinon to the Lee Vining Fire Protection District to
fill a vacancy pursuant to Government Code § 1780 (h)(1)(2), expiring on November 30, 2026.
Fiscal Impact: None.

C. Reappointment of Behavioral Health Advisory Board (BHAB) Member
Departments: Behavioral Health
The Behavioral Health Advisory Board (BHAB) advises and evaluates the various functions
and policies of the Behavioral Health Department that are under the direction of the
Behavioral Health Director and jurisdiction of the Mono County Board of Supervisors (BOS).
The BHAB recommends reappointing Stacey Powells Lyster to a second term.
Recommended Action: At the recommendation of the Behavioral Health Advisory Board,
reappoint Stacey Powells Lyster for a second three-year term for the period of 1/31/26-
1/31/29.
Fiscal Impact: None.
D. Voting System Replacement Contract
Departments: Clerk-Recorder-Registrar-Clerk of the Board of Supervisors
A Voting System Replacement Agreement #25G30112, administered by the Secretary of
State, to receive up to $10,071.69 in reimbursement funding for eligible voting system
replacement activities.
Recommended Action: Approve agreement with the Secretary of State for voting system
replacement funds and authorize the Registrar of Voters to sign agreement on behalf of the
County.
Fiscal Impact: Approval to receive up to $10,071.69 in reimbursement funding to support
updates to the county’s election equipment. There is no impact on the county’s general fund.
Expenditures to be offset by reimbursement by the Secretary of State.
E. Data Use Agreement with the California Department of Public Health
Departments: Health And Human Services
This request seeks approval of a Data Use Agreement with the California Department of
Public Health to allow Mono County Public Health access to the Integrated Infectious Disease
Data Warehouse (I2D2) for a three-year period. I2D2 is a centralized data platform that
consolidates communicable disease data from multiple surveillance systems.
Recommended Action: Approve a data use agreement with the California Department of
Public Health for access to the Integrated Infectious Disease Data Warehouse (I2D2) for a
three-year period, and authorize the Mono County Health and Human Services Director to
sign.
Fiscal Impact: None, this is a no-cost agreement.

F. Resolution Approving Amended Memorandum of Understanding with the Mono County
Correctional Deputy Sheriff Association
Departments: Human Resources
Resolution approving amended Memorandum of Understanding with the Mono County
Correctional Deputy Sheriff Association to include required salary matrix. This item was
previously approved by the Board of Supervisors on January 6, 2026.
Recommended Action: Adopt proposed resolution approving amended Memorandum of
Understanding with the Mono County Correctional Deputy Sheriff Association to include
required salary matrix.
Fiscal Impact: The fiscal impact for the remainder of the FY 2025-26 budget is $154,929 in
salaries with $52,005.82 in benefits totaling $206,934.82. There will be an increase seen in
the FY 2026-27 budget of $77,412 in salaries and $69,579 in benefits totaling $146,991.
G. Resolution Ratifying Administrative Policy C-12 Veteran and Active-Duty Spouse Hiring
Policy

I. 2026 Federal and State Legislative Platform
Departments: County Administrative Office
The Board has used the Legislative Platform to advocate for County priorities at both the state
and federal levels, including framing requests for federal appropriations funding. Members of
the Board of Supervisors will visit Washington, D.C. from February 21 to 24, 2026, to
advocate for federal funding and participate in the National Association of Counties
Legislative Conference. The 2026 Federal and State Legislative Platform will guide Mono
County’s advocacy efforts throughout the 119th Congress.
Recommended Action: Adopt the 2026 Federal and State Legislative Platform.
