The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
January 8, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

THEREFORE, BE IT RESOLVED, that after review, the Fulton County Commissioners hereby
approves the minutes of Regular Session held January 6, 2026 as presented; and
BE IT FURTHER RESOLVED, by the Board of County Commissioners, County of Fulton, State of
Ohio that it is found and determined that all formal actions of this Board of County Commissioners, County
of Fulton, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this
Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of
any of its committees that resulted in such formal action, were in meetings open to the public in compliance
with all legal requirements including Section 121.22 of the Ohio Revised Code.

WHEREAS, Fulton County has received an amendment to the grant agreement to extend the
expiration date for the Britsch Property - 190686; and
WHEREAS, the Board has received the requested grant amendment from the Ohio
Department of Development for the Board’s review and execution; and
THEREFORE, BE IT RESOLVED, the Board of County Commissioners have reviewed the
Community Development Block Grant Amendment and hereby approve said amendment as
attached hereto and authorize its Board Vice-President, Jon Rupp, to execute the same; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this
Board of County Commissioners, County of Fulton, State of Ohio concerning the adoption of this
resolution were adopted in an open meeting of this Board of County Commissioners, and that all

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,

WHEREAS, Fulton County JFS requests to transfer from Children Services Fund 2615 to the Public
Assistance Fund due to cover the estimated annual shortfall in Federal SNAP and Medicaid administrative
funding; and
WHEREAS, the Fulton County Board of Commissioners would like to transfer $300,000.00 into the 2605
Public Assistance Fund in accordance with ORC 5705.16 ; and
From: 2615 Children Services Fund $300,000.00
To: 2605 Public Assistance Fund $300,000.00
$300,000.00
BE IT RESOLVED; that the Board of County Commissioners request a fund transfer and authorize
submission to the tax commissioner for approval; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of

WHEREAS, pursuant to O.R.C. §1.14, State Legislature establishes State recognized and observed
Holidays; and
WHEREAS, pursuant to O.R.C. §325.19(F) Ohio law allows each elected office holder the right, power
and authority to establish office operations for their respective office with regard to holidays, vacation and
sick leave compensation equal to or in excess of the ORC minimum standards,
THEREFORE BE IT RESOLVED, that the following be recognized as the schedule when the Fulton

B. In observance of each authorized holiday, both full-time and part-time employees will normally
be granted the day off from work. Full-time employees shall receive straight time holiday pay for
each authorized holiday. Part-time employees are not entitled to paid holidays; and
C. If a holiday occurs while an employee is on vacation, such vacation day will not be charged
against his or her vacation leave; and
D. An employee to be eligible for holiday pay must work his or her full scheduled workday on the
day immediately preceding the holiday and the full scheduled workday on the day immediately
following the holiday unless excused by the Appointing Authority; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
