Wednesday, October 15, 2025 Special Meeting
I. Call to Order
The meeting was held in the Library Community Room and called to order by Mayor Schoaf at 6:00 PM. A video

Present: Mayor Schoaf, Vice Mayor Faith, Council Member Allen, Council Member Clair, Council Member
Fraser, Council Member James
Absent: Council Member Lisa Brainard Watson
Staff: Matthew Williams, City Manager; Terri Roth, City Clerk; Joe Estes, City Attorney; Paige Peterson,
Asst. City Mgr. / Director of Finance; Maria Ceaglske, Deputy City Clerk; Kyle Ames, Director of
Public Works; Lisa Adams-Williams, Director of Human Resources; Randy Proch, Planning

II. Pledge of Allegiance
Former Mayor Colin Barleycorn led the Pledge of Allegiance.
III. Business
A. Citizen's Leadership Academy Graduation
Mayor Schoaf stated that the sole purpose of this meeting is to honor and recognize the graduates of the Citizens
Academy. In previous years, the city joined the City of Goodyear to hold this event. Ms. Roth confirmed this is
the City's inaugural event. He presented those in attendance with a certificate and allowed brief comments from
the graduates and held a group photo.
Council Member Allen thanked them for participating and encouraged them to continue being involved in the
community.
IV. Adjournment
Mayor Schoaf adjourned the meeting at 6:11 PM.
