9:15:00 AM Scott Gruber, CMT- Investment Update Fulton County's total portfolio is
$92,821,171 with an estimated annual income of $1,978,351.
9:29:48 AM Stephanie Moore, Fulton County Humane Society- Update Stephanie
said they want to address a couple of things. When it comes to strays
the dog warden gets called for dogs but the humane society get called
for cats. We must address the invisible cut with the economic world
changing. The generosity of the $18,000 check the county provides no
longer covers much and the partnership is out of balance. We are
asking for a $5,000 monthly service contract.
Commissioner Jeff said he knows one of the issues is that there has
been constant turnover of leadership and missions and not a steady
course. Stephanie said that she has been here since 2021 and was not
involved when it was the old building. I do think that the divisions
before are finally agreed upon between the staff and the board so we
now have solidarity.
Brian Banister said that they did take 55 dogs last year, which has
doubled from the year before. He believes it is because they are more
organized now.
Commissioner Jeff wants to address a money issue potentially coming
down the road to eliminate property taxes. If this passes in November
which in Ohio only takes a 51% vote. January 1st next year we don’t

collect property taxes and we are looking at some pretty dire situations.
We are being cautious right now with that being a high likelihood of
passing.
Commissioner Jon said that he has been quiet but they deserve an
answer from him. He said he praises the turn around and there has
been definite improvements. We are strictly mandated to do dogs and
the $18,000 we provide is about $327 per dog for the 55 dogs. I think
your costs are probably in line with your request when you include the
cats. In reality you are a private entity and we would like to help you but
we can’t give taxpayers’ dollars to a private entity. We are only in this at
all because we have to take care of the dogs. I appreciate you coming
in and talking about this because we do need that dialogue.
Commissioner Joe said Commissioner Jon is 100% correct, we are
mandated to fund the dog warden. We do value the Fulton County
Humane Society that is why we have set aside $18,000 every year to
help with the dogs you take from the Dog Warden.
Brian asked if Stephanie has a number per dog that it costs. Stephanie
said for a healthy dog about $200-$250 but the price fluctuates per
case.
Commissioner Jeff said he agrees with the other two commissioners
given the uncertainty of our budget next year. He suggested that they
come back in next year for further discussion once we see where we
are at after the election.
The Board thanked the Humane Society for coming in.

Ohio that it is found and determined that all formal actions of this Board of County Commissioners, County
of Fulton, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this

as attached.

WHEREAS, it is necessary to advertise for bids for the 2026 Crack Seal Program on behalf of
the County Engineer;
WHEREAS, the Board of Fulton County Commissioners hereby approve these plans and certify that the
necessary right of way is available and agree to maintain the project and will make ample provisions each
year for maintenance and repair under authority of ORC 5535.01 and 5555.02; and
THEREFORE BE IT RESOLVED, that sealed bids will be received for the 2026 Crack Seal
Program until 10:00 a.m. on February 10, 2026;
BE IT FURTHER RESOLVED, that the necessary publication of notice of bid will be in a
newspaper of general circulation as prescribed by law and on the County’s website; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
