THE LORAIN COUNTY CONVENTION FACILITIES AUTHORITY MINUTES
Wednesday, April 20, 2022 – 6:00 p.m.
The tape of this meeting is on file in the Lorain County Convention & Visitors Bureau
located at 226 Middle Avenue, Room #532, Elyria 44035

ROLL CALL & PLEDGE OF ALLEGIANCE
Garry Gibbs called the meeting to order at 6:04 p.m. noting that a quorum was present.
The Pledge of Allegiance was recited. Garry Gibbs welcomed everyone to the fourth Lorain
County Convention Facilities Authority meeting. Roll call was taken.
APPROVAL OF PREVIOUS MINUTES
Previous meeting minutes were read and reviewed. Mr. Brusnahan cited a correction in the
previous minutes (3/30/2022) on page 2; paragraph 2; first sentence. The correction is as
follows: “Mr. Gibbs invited a motion for the LCCFA board members, prosecuting attorney, and
guest Commissioner to go into Executive Session to discuss the potential purchase or sale of
public property”. The correction was seconded by Ms. Siwierka. No other corrections were
made to the previous minutes. The motion was made to approve the minutes as amended by
Mr. Brusnahan. Ms. Siwierka seconded the motion. The motion passed unanimously.

NEW BUSINESS
Mr. Gibbs introduced our guests, Mr. Michael Cox and Mr. Dennis Pavan. Mr. Pavan is the
President/Owner of BFL Marketing Communications, Inc. and very involved in conferences and
conventions in the local area. Mr. Cox, Executive Vice President of Fern Exposition Services,
LLC, was invited to offer his expertise, from a supplier and influencer aspect, on creating an
environment for a particular conference/convention center venue. He went into great detail
on the roll an event supplier can play when it comes to tradeshow and convention facilities.
Mr. Cox also described various event types, venue revenue sources, venue features, conditions
and local comparisons. He then concluded on how beneficial it might be for the LCCFA board
to also visit the Events in America (www.eventsinamerica.com) website for more information.
Mr. Garry Gibbs asked legal counsel, Mr. Greg Peltz, to introduce a resolution to the Lorain
County Convention Facility Authority board that would identify the Midway Mall area as a
potential site for a tier 4 level Convention Center facility as per the Lorain County
Commissioners.
Mr. Brusnahan asked a question in regard to the property details and moved to go into
Executive Session to discuss potential purchase or sale of real property. Mr. Heberling
seconded the motion. The motion passed unanimously. Roll call was taken. The Authority went
into Executive Session at 7:27p.m. Authority Members reconvened out of Executive Session at
7:46 p.m. Mr. Gibbs asked if there are any further questions in regards to the resolution. No
further questions were offered. Mr. Brusnahan moved to approve resolution 22-001 as written.
Mr. Heberling seconded the motion. By roll call, the motion passed unanimously.
CALL FOR OTHER NEW BUSINESS
None.
No action was taken on discussion of topics only that next meeting will be held on Thursday,
June 30, 2022, at Transportation Center, 40 East Avenue, Elyria at 6:00 p.m.

ADJOURNMENT
Mr. Gibbs moved to adjourn. Mr. Heberling seconded the motion. The motion passed
unanimously. The meeting adjourned at 7:47 p.m.
