Senior Center, add part of the Detwiler building and remove acreage of
the Airport since maintenance takes care of that. The board requested
that the changes be made to the specs and have it ready to go out to bid
next week. Motion passes 2-0.

seconded. Commissioner Jeff talked with Melissa Bodey and she said
that the representative and alternate could be employees who the
board would like to attend. Commissioner Jeff Rupp made the motion
to designate Dennis Kennedy, County Administrator as the Voting
Representative and TJ Jones, HR Director, as Voting Alternate.
Commissioner Joe Short seconded. Motion passes 2-0.

THEREFORE, BE IT RESOLVED, that after review, the Fulton County Commissioners hereby
approves the minutes of Regular Session held March 31, 2026 as presented; and

Ohio that it is found and determined that all formal actions of this Board of County Commissioners, County
of Fulton, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this

WHEREAS, the nation’s 3,069 counties serving more than 300 million Americans provide essential services to
create healthy, safe, vibrant communities; and
WHEREAS, counties fulfill a vast range of responsibilities and deliver services that touch nearly every aspect of
our residents’ lives; and
WHEREAS, Fulton County and all counties take pride in our responsibility to protect and enhance the health,
wellbeing and safety of our residents in efficient and cost-effective ways; and
WHEREAS, Fulton County and the County Commissioners Association of Ohio encourages our fellow citizens to
become engaged and aware in services provided by county governments throughout Ohio; and
WHEREAS, we appreciate the dedication and hard work of the county workforce, who deliver critical services to
the people of Fulton County; and

WHEREAS, FAA AIG, 3-39-0087-023-2025 Reimbursement Request No. 1, in the amount of $73,463.00,
has been submitted to the Board for their review and approval, for costs reimbursable under the Ohio Airport
Grant Program for the Construct T-Hangar Phase 1 Design and Reconstruct Weather Reporting Equipment
(AWOS Type III-PT); and
WHEREAS, the Board finds the request to be accurate and complete; and
THEREFORE BE IT RESOLVED, that after review and due consideration, the Fulton County Board of
Commissioners hereby approves the FAA AIG, 3-39-0087-023-2025 Reimbursement Request No. 1, in the
amount of $73,463.00 for the Construct T-Hangar Phase 1 Design and Reconstruct Weather Reporting
Equipment (AWOS Type III-PT), and;

WHEREAS, on March 19, 2026 by Resolution 2026-197 the Board of County Commissioners
approved the specifications and authorized the advertisement for bids for the Lawn Maintenance Services;
and
WHEREAS, after further review of the specifications some amendments need to be made that would
affect the bids from contractors and there is not enough time to create an amendment per ORC
requirements; and
WHEREAS, after discussions it is being requested to cancel the bidding for the above referenced project
to make the required revisions to re-bid at a future date; and
THEREFORE, BE IT RESOLVED, that the Board of Fulton County Commissioners hereby cancel the
bidding for the Lawn Maintenance Services; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this

Commissioners hereby authorize the Board President to Execute the CCAO Workers’
Compensation Group Retrospective Rating Plan Agreement 2026-37 as attached hereto; and

WHEREAS, Fulton County is a member of the County Employee Benefits Consortium of Ohio (CEBCO)
which was created by the County Commissioners Association for Ohio counties with County

WHEREAS, for the purpose of voting at any annual or special meeting of the Consortium, Fulton County
must designate an Official Representative and Alternate; and
NOW THEREFORE BE IT RESOLVED that Dennis Kennedy, County Administrator, is hereby
designated as the Official Voting Representative for Fulton County; and
BE IT FURTHER RESOLVED that TJ Jones, HR Director, is hereby designated as the Alternate Voting
Representative for Fulton County; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of

journalized, and;
BE IT FURTHER RESOLVED, that the Board of Commissioners approve travel requests as submitted,
