LCC 1202 Highpointe Blvd. Shelbyville, IN 46176 September 22, 2025 MINUTES The members of the Coalition Board met at 4 pm at City Hall, Shelbyville, Indiana, on Monday September 22, 2025. There were 4 members present in person and 1 city advisor. Those present were: Liz Renton, Don Collins, Anise “Buffy” Powers, and President Kay Koenig, and City Advisor Tyler Comstock as the City Engineer. Those not attending were; Shellie Ellison, Denise Holland, Kristen Jessie, and Shane Roell. The Minutes of the August 25, 2025 meeting reviewed and approved. They were sent to all members by email. Staff Updates Tyler Comstock – Gave a report on some of the building projects currently underway or planned to start soon. The West Side Wesleyan Church has been for sale and now is going to be turned into small apartments. Also, the city has been repaving Main Street in Walkerville and he has been working with a person in this area. They are hopeful of finding a solution to fixing the sidewalks in front of his home. Committee Updates Presidents Report: September 11– President Kay had “coffee with the mayor” and visited the Shelby Senior Services Expo. She also attended the “Arts in the Park “, Corn Stock program, and Brew Fest. September 19 – Presented the Gold Star Award to the members of the Shelby County Players for their work in including seating in their new facility for persons with handicaps. Treasurers Report: Liz Renton reported that the current bank balance was $7,334.71. OLD BUSINESS 1. President Kay and Tyler reported on the handicapped parking at the Fairgrounds. The committee discussed various options on how the parking area could be and marked. Tyler Comstock suggested the Coalition consider offering to provide a layout and pay for the striping [PAGE 2] and President Kay asked him to make contact and discuss this option. He indicated he would do so and report back to the group about setting up a meeting soon to discuss this plan further. 2. A discussion was again held regarding possible ways to inform the community about the importance of keeping sidewalks repaired and clear of obstructions so that people using wheelchairs or other aids could use the sidewalks without issues. The group discussed consider other ways to educate and inform the community on keeping the sidewalks clear and that the area from the sidewalks to the street was city contolled but maintenance was the homeowners responsibility. It was suggested that this information be put on the Facebook page of the LCC. 3. The improper use of handicapped parking spaces was discussed and this was also considered to be an educational issue that we needed to advise the community about. 4. It was agreed that there continues to be considerable misuse of parking spots. It was felt that placing an “oops” sign, or something similar was not a good idea and that public education and information would be better. New Business The next Gold Star Award determination be presented to Denny’s Restaurant. They have completely changed and improved their parking area and make it significantly better for people with a disability. The details of the award presentation were discussed and the presentation date will be selected from November 12-14. At about 2 pm. President Kay will set the exact date soon. It was noted that Walmart has established a “sensory” time in the early morning hours for shoppers that would benefit from this shopping option. It is expected that they may also re-do their parking area as part of their overall store remodel. The committee can look at these improvements once the change is completed. The Public Library is planning on having a supply of durable medical equipment, including wheelchairs, walkers, etc. and library patrons will be able to check out this equipment, like checking out books. Everyone felt this was a very good idea and would be beneficial for the community and many people. The next meeting is scheduled for Monday, October 27, 2025 at 4 pm at City Hall.
