Okay, the hour is 6 o'clock. Having arrived, we're going to call the village board meeting to order. Please stand for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Madam Clerk, please call the roll. Trustee Estrada Volpe? Here. Trustee Zavaznovic? Here. Trustee Conte? Here. Trustee Sargent? Here. Trustee Kaminsky? Here. Trustee Lolino? Here. President Saviano? Here. Okay, we'll move on to public comments. Is there any public comments tonight? Yes, ma'am. Hello. My name is Polly Grimes. I live at 7827 West Elm Grove. And first I want to thank you for those extra stop signs at George and Elm Grove. I think it gives people a little bit of a pause at that crazy intersection. But my concern tonight was for Triangle Park. I know you're doing some work at another little kiddie park, the Corral. And I just wondered if Triangle Park would be on your list anytime soon. That's next on our list. Okay. Is that this year or next year about? It won't be this year. We want to definitely get rid of that goofy-looking fence and get some updated equipment in there. It's more the play equipment. The fence actually is nice. I take my grandchildren there regularly. We'd like to get a more decorative one, though. Well, yeah, just the equipment's failing. It's just the plastic coatings coming off the swings and the bridges. Just not safe for my one-year-old. baby that likes to climb. So that's... We're on it, though. It's on our list. It is. Thank you. You're welcome. Thank you. Okay, we'll move on to recognition. Okay, I'm going to have Chief Hock is going to come up. We're going to recognize Administrative Commander Michael Kamisik on his 30 years of service with the Elmwood Park Police Department. Mick, come on up. I know we're a little outnumbered by the firemen here, but come on up, it's okay, it's safe. Good evening, Mr. President, members of the Board of Trustees and honored guests. Tonight, we take a moment to recognize an individual who has not only served the Village of Elmwood Park and the Elmwood Park Police Department, but has done so with a level of dignity and professionalism that defines the very best of public service. That individual is Commander Michael Kamisik, or Mick, as we most commonly refer to. On March 31st, 1996, Mike Kamisik took an oath to protect and serve the community. Over the last 30 years, he has done far more than just fulfill that promise, he has lived it. Rising steadily through the ranks to his current role as administrative commander, his career has been a masterclass in evolution and leadership. While his contributions are vast, Commander Kamisik's legacy is perhaps most deeply felt in two critical areas, tactical training and school safety. He spearheaded initiatives that elevated our department's preparedness, ensuring our officers are equipped with the skills and mindset necessary for modern policing. Commander Kamisik, your unwavering loyalty to this department and your profound dedication to the residents of Elmwood Park have left an indelible mark. On behalf of the entire village, we thank you for your service. And what I have here is a plaque for you. Elmwood Park Police Department presents this certificate of appreciation awarded to Commander Michael Kamisek for 30 years of professional and dedicated service to the citizens of Elmwood Park and the Elmwood Park Police Department. Congratulations. If you have something to say. Just that I appreciate EVERYBODY ON THE BOARD HERE, VILLAGE MANAGER, PRESIDENT SAVIANO, EVERYBODY UP HERE, SOME LONGER THAN OTHERS. A LOT OF MY CAREER, I'VE ALWAYS FELT GREATLY SUPPORTED BY THIS COMMUNITY TO A POINT I'VE NEVER LOOKED ELSEWHERE SINCE DAY ONE. AND I'M VERY HAPPY I DID. MY FRIENDS AND FAMILY LIVE IN THIS TOWN. I BUILT GREAT RELATIONSHIPS WORKING ON THE STREET. ALL THE FIREMEN, YOU KNOW, JOKE WITH ME, BUT YOU GET VERY CLOSE WITH PEOPLE YOU WORK WITH ON THE STREET, INCLUDING FROM THE FIRE SIDE, SO THEY'RE NOT ALL THAT BAD. DON'T BELIEVE EVERYTHING YOU HEAR. I APPRECIATE THIS FROM EVERYONE. OKAY, NEXT ON THE LIST. IT'S NOT ON THE AGENDA. THIS WAS KIND OF A LATE ADDITION TO THE AGENDA, BUT WE HAVE TWO new firemen being sworn in this evening, Hector Vasquez and Anthony Zito. Both new members officially began with the Elmwood Park Fire Department on December 22nd. They attended the Northeastern Illinois Public Safety Fire Department Training Academy, graduating on March 6th, 2026. Candidates Vasquez and Zito have been assigned to their 24-hour shifts and are aggressively completing their probationary firefighter training, most recently completing fire apparatus engineer school at the Romeoville Fire Academy on April 3rd. The first five items, the change orders, I want to report that each of those comply with the public works contract change order state law. You will make findings in those resolutions that those comply with the statute. That's all I have. Thank you. Mr. Volpe. Mr. President, as Mr. Durkin just said, the interior demolition and abatement do continue at the 7315 West Grand Avenue site. So the agreements that Mr. Durkin referred to include things like environmental testing, ACM abatement, and flooring removal. architectural and electrical demolition, test pits and floor scanning, sewer televising and rotting, structural engineering and condition assessment, and lastly, conditioning services related to the mechanical systems. The Board will also consider tonight a 10-year agreement with Axon Enterprises, Inc. to provide body cameras to the Elmwood Park Police Department. If approved, the contract will begin May of 2026 and end at the end of April of 2036. The annual cost is $59,000, and that is held constant throughout the contract. All hardware, software, licensing, and support services are included in the contract. The village was contacted by Kensington Research and Recovery regarding an apparent $7,000 dormant asset that they can recover on our behalf. We are not aware of any details, but if hired, Kensington will facilitate the recovery. No upfront payment is required. Kensington is entitled to half the amount they recover on our behalf, so the Board is asked to authorize an agency agreement with Kensington. As you know, the Village was awarded a $600,000 grant to rehabilitate Kitty Corral Playground. The Board will be asked to ratify the Mayor's execution of the grant agreement with the State of Illinois. The Board will be asked to approve the purchase of 350 Badger water meters. The resolution reflects the Village's good faith pledge to perform work within the IDOT right-of-way in accordance with any permits that are granted. The Village assumes all liability for damages caused by reason of the work performed by the Village in the IDOT right-of-way. As you know, last year the Village initiated a program to trim trees throughout the town and a grid basis two of the six areas were completed with tremendous success will continue with the third area this year along the northwest portion of the town we operated under an agreement with winkler tree service they did an outstanding job for the town The board will be asked to approve an extension of the agreement with Winkler for three more years. We have negotiated fair pricing, and with the board's approval, we can take advantage of fixed pricing and continue to provide tremendous service to our residents. As part of this contract, Winkler actually provides a highly valuable detailed tree inventory to the village. The board will consider changes to the code governing garage sales. If approved, permits and deposits will no longer be necessary. Residents will be authorized to host a garage sale on the date specified by the board. The board will consider a construction management contract with Burke LLC to demolish 1613 North 76th Avenue. The guaranteed maximum price is $67,815. Once demolished, the village will take the necessary steps to design and construct a much-needed public parking lot at this location. The board will be asked to authorize our participation in a joint purchasing agreement for bulk rock salt through the state of Illinois. If approved, we will ask the state to solicit 1,694 tons of salt on behalf of the Village of Elmwood Park. We will be required to order 80% of this amount and we will be allowed to order up to 120% of this amount. The Village has a relatively large inventory of rock salt in storage at its Grand Avenue facility presently. And lastly, the Board will consider a proposal from iHeart Media to extend its promotional campaign through August 2026. If approved, iHeart will provide marketing and advertising through its broadcast and streaming network The total cost is $12,450. Thank you, Mr. Volpe. In my report this last week, I had the honor of representing the village with the Illinois Municipal League in Rome. If you saw social media, we had meetings with the U.S. Ambassador from America in Italy. I had the privilege of meeting with the Pope. and thanks to Chief Hock, we presented him with an Almond Park Police chaplain badge and an ID, but she really got a big kick out of it. Thank you, Chief Hock. But it was a great, great event. There was a handful of mayors that were invited to this by the Illinois Municipal League, and it was a whirlwind tour of the Vatican and of Rome. And we enjoyed it a lot. It was a great privilege for me to be here on behalf of the village. So I thank the IML. And for transparency, I paid for my own trip. So the village didn't pay for anything. So if anybody asks you, I personally paid. But it was well worth it. It was a great experience. And the Pope is a pretty remarkable guy. He is, you know, he's from Dalton. And he is really... A KIND OF A NEIGHBORHOOD GUY. HE GREW UP IN DALTON, WENT TO SCHOOL ON THE SOUTH SIDE, AND THEN WENT INTO THE SEMINARY AND EVENTUALLY BECAME A PRIEST, AND NOW HE'S THE POPE.
