The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on

resolution:
WHEREAS, a sub-grant agreement has been successfully negotiated with the Northwest Ohio Community
Action Commission (NOCAC) to inspect and certify Type B family day care homes; make determinations
of eligibility for publicly funded child care services; and, to serve as a resource and referral agent and to
perform specified administrative functions necessary to meet the requirements as set forth for providing
publicly funded care services to eligible recipients residing in Fulton County.
THEREFORE BE IT RESOLVED, that the Fulton County Board of Commissioners will now enter into
Contract 2026-12 with the Northwest Ohio Community Action Commission, pursuant to the terms and
conditions contained therein; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
January 27, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner moved for the adoption of the following resolution:
WHEREAS, bids were received on January 16, 2026 for Lyons Water Tower Project; and
WHEREAS, upon reviewing the unit price bids, Verdantas LLC, Engineer, recommends that Maguire
Iron, Inc. presented the lowest and best bid for the project; and
THEREFORE, BE IT RESOLVED, that the Board of Fulton County Commissioners accepts the
Engineer’s recommendation and hereby awards the bid for the Lyons Water Tower Project to Maguire
Iron, Inc. in the amount of $2,454,000.00, and a contract shall be issued; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board

Services For IV-E Services on Behalf of JFS ) January 27, 2026
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
January 27, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner moved for the adoption of the following
resolution:
WHEREAS, the Fulton County Department of Job and Family Services is responsible under Chapter 5153
of the Ohio Revised Code for the custody and care of, and protective services for dependent, neglected and
abused children; and
WHEREAS, the Fulton County Department of Job and Family Services is authorized under Chapter 5153
of the Ohio Revised Code to provide care and services which it deems to be in the best interest of any child
who needs or is likely to need public care and services; and
WHEREAS, A Place Called Home Youth Services, Inc. is an organization incorporated under the laws of
the State of Ohio, or other state; and licensed, certified or approved to provide placement and related
services to children in accordance with the Ohio laws or the state where the placement facility or foster
home is located, respectively; and
WHEREAS, A Place Called Home Youth Services, Inc. is willing to perform said duties and a contract
has been successfully negotiated for their services.
THEREFORE, BE IT RESOLVED, that the Fulton County Board of Commissioners, on behalf of the
Fulton County Department of Job and Family Services, hereby approve oversight of Contract 2026-14 with
A Place Called Home Youth Services, Inc for IV-E services as described therein; and
BE IT FURTHER RESOLVED, said contract shall be in the amount of $175,000.00 and shall be effective
from January 1, 2026 through December 31, 2026; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings
open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised

recommendation to appoint Mackenzie Kinnersley to the position of Public Assistance Specialist/CSR 1
for the Department of JFS pending successful passage of all required pre-employment screenings and a
one-year probationary period; and
