INVESTMENT ADVISORY COMMITTEE MEETING
January 27, 2026 at 11:03, Meeting Room A – Administration Building
Item # 1 – Roll Call
The Secretary called the Roll, with the following members present:
Daniel J. Talarek, Chair, Lorain County Treasurer
Marty Gallagher, Lorain County Commissioner
David J. Moore, Lorain County Commissioner
Jeff Riddell, Lorain County Commissioner
Tom Orlando, Lorain County Clerk of Courts
Theresa L. Upton, Secretary
Also present: Lisa Dawson, Chief Deputy Treasurer, Mike Nagle, Fiscal Office, Gabe Espinoza, LC APA,
and Tru Pace, Shoop Wealth Management
Item #2 – Approval/Correction of Minutes
Motion by David J. Moore, seconded by Marty Gallagher to approve the minutes of October 28,
2025 as submitted. Upon roll call the vote taken thereon resulted as: Ayes: All.
Motion carried.
Item #3 – Report of the Treasurer
Dan Talarek distributed copies of the 4th quarter (October-December) reports for fiscal year 2025,
showing interest earned as follows in the General Fund:
Depository Investment $ 782,334.38
Star Ohio $ 404,176.92
Custodial Acct./US Bank $ 6,422,865.89
Star J.C.P. $ 8,646.57
$7,618.023.76
Treasurer Talarek said he is presenting all our investments for the 4th quarter and gave them to the Clerk.
He stated this is 4th largest in county history, being 9.3% up from last year. The cash flow is down to
$220 million from $251 million.
Riddell asked if this was from 2025 commitments? Talarek said he did not know. Riddell said usually KC
Saunders would give a breakdown.
Talarek said StarOH is down 3.93% from 5.37%.
Item #4 – Report of the Investment Advisor
Talarek stated that Meeders submitted the 4th quarter report.
Item #5 – Meeting
Scheduled quarterly meetings, subject to change – Tuesday at 11:00 a.m.
- 1st quarter - May 26, 2026
- 2nd quarter - July 28, 2026
- 3rd quarter - October 27, 2026
- 4th quarter - January 26, 2027

Item #6 – Further Business
Gallagher said the termination has not happened yet with Meeders, even though this committee did act in
October 2025.
Talarek said he had a nice meeting last week with Michael Suhay, Westminster Financial Companies and
Tru Pace, Shoop Wealth Management, Westminster and his Deputy Treasurer Lisa Dawson to review
everything and make sure all the t’s are crossed and I’s are dotted.
Riddell asked why this has not been addressed since October of last year. APA Gabe Espinoza said there
has been many conversations with Westminster counsel on this issue and just received today from
Westminster the letter that allows them to do this work. Also the contract the Commissioners will have to
vote on. So, he will review these.
Gallagher said the Ohio Revised Code is very vague.
Orlando said he would like to have this all reviewed by the prosecutor’s office to make sure everything is
correct and get done by February.
Westminster in is on a team’s call with us today; Jessica Trunck, Westminster Financial Advisory Corp.,
Chief Compliance Officer of the holding company, broker and investment advisory side and Grant
Francis, Westminster Financial Advisory Corp., Relationship Manager Investment advisory side. Grant
will be the county’s point person. Jessica stated that their operation department trades with the State of
Ohio, StarOH and did trade activity delivering it to the custodian bank dealing with majority yields and
going to bond with execution of custodian bank, which is US Bank.
Moore said this Investment Advisory Committee had issues with WOCH companies. For example we
have FORD in this county and had been investing with Toyota. Also, Meeders had mentioned once that
CA does not invest in US Securities because they are against foreign wars. So once the relationship ends
with Meeder, new agreement is signed with Westminster they might need to review their investment
policies. Gallagher said yes modify
There will be a meeting on February 10 at 2 pm., along with Westminster to review agreement and how
the working relationship will go. Talarek said we are getting an Advisor
