Item # 4 - Village Trustees’ Report:
Village Trustee Anderson – Following the Board’s approval of a revised scope of work for the
Sustainability Advisory Board (SAB) in January, focused on environmental stewardship, community
well-being, and economic vitality, applications were solicited and reviewed. After meeting with
several interested residents, five members were approved by the Mayor for appointment to the SAB:
Divya Bendre, Adam Levenson, Brian Papa, Liza Schaeffer, and Carol Upshur. The new members
bring a range of professional and community experience and will be sworn in at the next meeting.
Village Trustee Eldahry – nothing to report.
Village Trustee Howell – Through the PTA Council, efforts are underway to secure funding for a
countywide helmet safety initiative to promote pedestrian safety, with further updates expected by
April. Trustee Howell also reported that the Pelham Fire Department responded to 82 calls in the past
month, including two house fires, and emphasized the importance of ensuring homes have
functioning smoke and carbon monoxide alarms. Lastly, she noted that the Council of the Arts will
soon issue a community invitation seeking two new members to support local art initiatives and
projects, including displaying artwork in the Municipal Center.
Village Trustee Otondi – Trustee Otondi looks forward to meeting the Chamber of Commerce this
Friday, and will report back with updates.
Village Trustee Solomon – absent.
Deputy Mayor Carpenter – nothing to report.
Item # 5 - Village Administrator’s Report:
The DPW will begin their 2026 Spring Leaf Collection on March 15th and will end on April 30th.
Residents are asked to place ONLY leaves curbside; all other organics must be bagged.

Con Edison will be performing a gas main replacement project on Wolfs Lane between Brookside and
Sparks Ave, starting on Monday, March 16 between the hours of 11 PM and 7 AM. The work will last
approximately 10 business days, weather pending.
Item # 6 - Mayor’s Report
Mayor Mullen reported that the Department of Public Works has begun village-wide spring cleanup
efforts, including pothole repairs starting on main roads, leaf collection, park cleanup, and street
sweeping. He asked residents to be patient as crews work outward to side streets and thanked DPW
staff for their efforts. He also announced that the previously approved memorandum of
understanding with PHP Partners has been formally terminated after the Picture House and the new
owner of 163 Wolfs Lane chose to partner independently, leaving no role for the Village. The
previously discussed blight study remains part of the public record as an independent third-party
document, with clarifications regarding the referenced property noted in the record. Lastly, he
thanked Colonial School first graders for inviting him to speak as part of their Community Helpers
program.
Item # 7 - Public Comments
Jorge Szendiuch, 208 Carol Ave: Jorge Szendiuch raised concerns about ongoing Con Edison
construction near his home, noting that crews recently encountered rock and began jackhammering.
While he commended the workers for being professional and maintaining the site, he expressed
concern about the potential for several weeks of nighttime jackhammering and stated that nearby
residents had not received notice of night work. He requested that the Village reconsider allowing
jackhammering at night due to the anticipated noise and its impact on nearby homes.

Whereas, a vacancy exists on the Planning Board.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
confirms the Mayor’s appointment of Kenneth Shirreffs of Pelham, NY as a member of the Planning
Board for a term commencing upon adoption of this Resolution and expiring in December 2031.

Item # 9 – Resolution Authorizing Participation in the Long Island Sound Watershed
Inter-Municipal Council (LISWIC) and Approval of Inter-Municipal Agreement
Whereas, the General Municipal Law of the State of New York, including Article 5-G and § 239-n,
authorizes municipalities to enter into Inter-Municipal Agreements and to create Inter-Governmental
relations councils for the purposes of cooperative planning, research, information sharing,
coordination of services, and joint action on matters of mutual concern; and
Whereas, the Village of Pelham lies wholly or partially within the Long Island Sound Watershed and
shares responsibility for protecting water quality, coastal and inland resources, public safety,
infrastructure, and environmental resilience within that Watershed; and
Whereas, the municipalities within the Long Island Sound Watershed face shared and interrelated
challenges, including but not limited to stormwater management, flooding and flood mitigation,
shoreline protection, wetland and natural resource preservation, climate adaptation and resilience,
water quality protection, and emergency preparedness; and
Whereas, the Long Island Sound Watershed Intermunicipal Council (“LISWIC”) has been established
by participating municipalities to provide a formal structure for regional collaboration, education,
coordination, advocacy, and the sharing of information, best practices, funding opportunities, and
resources related to watershed protection and resilience; and
Whereas, membership in LISWIC will enable the Village of Pelham to collaborate with neighboring
municipalities, counties, state and federal agencies, and other stakeholders in a coordinated and
cost-effective manner, while preserving local authority over land use and municipal operations; and
Whereas, the governing body of the Village of Pelham has reviewed the proposed Inter-Municipal
Agreement establishing LISWIC, which sets forth the purpose, structure, governance, and
administration of the Council.
Now, therefore, be it resolved, that the Inter-Municipal Agreement establishing the Long Island
Sound Watershed Inter-Municipal Council is hereby approved in substantially the form presented to
this governing body; and
Be it further resolved, that the Village Administrator is hereby authorized and directed to execute
the Inter-Municipal Agreement on behalf of the Village of Pelham, together with any non-substantive
or ministerial modifications approved by the Village Attorney; and
Be it further resolved, that the Village of Pelham shall become a participating member of LISWIC
and shall have two (2) representatives, and any alternates as permitted by the LISWIC bylaws, to
serve on the LISWIC Board of Representatives; and
Be it further resolved, that participation in LISWIC shall be for the purpose of advancing regional
cooperation related to watershed protection, flood mitigation, stormwater management, resilience
planning, environmental stewardship, public education, Inter-Municipal coordination, and advocacy
for funding and policy priorities at the County, State, and Federal levels; and

Be it further resolved, that nothing herein shall be construed to limit or delegate the land use
authority, police powers, or legislative authority of the Village of Pelham, except as expressly
provided in the Inter-Municipal Agreement or as otherwise authorized by law.

Trustee Howell asked clarifying questions regarding the LISWIC bylaws, noting a potential
inconsistency between sections regarding the ability to seek grant funding and how grants must be
applied for through a designated municipality. She also asked how voting would be handled if the
two representatives from a municipality disagree, given that each municipality receives one vote.
Mayor Mullen responded that each municipality would ultimately need to determine how to cast its
vote internally.
Trustee Anderson highlighted that the purpose of the intermunicipal agreement is to allow
participating municipalities to collaborate on shared priorities related to flooding, stormwater
management, wetlands protection, water quality, and resilience. She noted that the agreement aims
to support information sharing on development projects with regional impacts, coordinate mitigation
efforts and studies, educate residents and land use boards, advocate for priorities at the state and
federal levels, and share best practices among municipalities.
Deputy Mayor Carpenter expressed disappointment that the intermunicipal agreement was necessary
and suggested the County should be addressing these issues. Mayor Mullen responded that the
initiative could help encourage greater County involvement in the future, particularly given the
County’s role in managing sewage treatment plants and regional infrastructure that impacts water
quality and flooding.

Item # 10 – Resolution Authorizing the Execution of a Side Agreement with T2 Systems,
Inc.
Be it resolved, that the Board of Trustees of the Village of Pelham hereby approves the Side
Agreement by and between the Village of Pelham and T2 Systems, Inc., concerning the parking
enforcement software platform, substantially in the form presented to the Board of Trustees and
attached hereto; and
Be it further resolved, that the Village Administrator is hereby authorized and directed to execute
said agreement on behalf of the Village of Pelham, together with any non-substantive or ministerial
changes as approved by the Village Attorney.
