2. Authorization to Purchase Veterans Day Run Shirts
Re: Council to consider the purchase of Veterans Day Run race shirts from Axiom Graphics
at $11.80 per unit, plus $2.00 per unit for sizes above extra-large, with costs offset by
registration fees and community sponsorship
3. Authorization to Purchase Engineered Wood Fiber for City Playgrounds
Re: Consideration of the purchase of engineered wood fiber for city playgrounds from Park
Planet for $24,172.
4. Authorization to Purchase Fire Department Handheld Radios
Re: Consideration to purchase forty (40) BKR9000 handheld radios (including accessories)
for the Fire Department from Cooks Communications in the amount of $127,833.10, plus a
10% contingency of $12,783.31, for a total not to exceed $140,616.41.
5. Authorization to Purchase of Fitness Equipment for City Hall Employee Gym
Re: Consideration to purchase fitness equipment for the City Hall employee gym from
Commercial Fitness Concepts in the amount of $74,753.48 through the Sourcewell
Cooperative Procurement Program, and authorize the disposal of surplus fitness
equipment, with City employees offered the opportunity to purchase items at $1 per item
prior to disposal or recycling.
6. Authorization to Purchase Monitors for the Council Chambers
Re: Consideration to purchase and install three display monitors for the Council Chambers
from CDW•G LLC in the amount of $7,269 plus applicable sales tax.

7. Approval of Sole Source Service Contract with FilmTec Corporation/DuPont Water
Solutions for the Tertiary Water System Facility
Re: Consideration of a one-year sole source service contract with FilmTec
Corporation/DuPont Water Solutions for the Tertiary Water System Facility at a rate not to
exceed $1,680 per person per day, with authorization for up to three one-year extensions.
8. Authorization to Renew San Joaquin Valley Library System Annual Membership
Re: Council to consider the renewal of the annual membership with the San Joaquin Valley
Library System in the amount of $46,764.
9. Approval for Renewal of Buxton Retail Recruitment Software
Re: Council to consider payment in the amount of $28,000 for Buxton retail recruitment
software services through October 11, 2026.
10. Approval of Accela PublicStuff (myPorterville) Agreement
Re: Council to consider a one-year agreement with Accela for PublicStuff Pro Services
(myPorterville) in the amount of $16,157.53, and direction for staff to review alternative
platforms for future consideration.
11. Authorization to Distribute Request for Qualifications - Veterans Park Monument
Re: Considering authorization to issue a Request for Qualifications for the construction of
the Veterans Park Monument, a 16' tall replica of the Washington Monument.
12. Authorization to Distribute a Request for Proposals (RFP) for Unsubscribed PLHA Year 3
Funds
Re: Council to consider issuing a Request for Proposals for $79,438.48 in unsubscribed
Permanent Local Housing Allocation Year 3 funds to support eligible housing and shelter
programs, with funds to be awarded to qualified nonprofits and expended by March 30,
2026.
13. Approval of Final Subdivision Map – The Villas at Sierra Meadows, Phase 4 (Smee Homes,
Inc.)
Re: Council to consider the final subdivision map of The Villas at Sierra Meadows, Phase 4,
and acceptance of all dedications.

2025, and authorization for staff to submit a funding allocation request through the FY
2025–2026 Low Carbon Transit Operations Program (LCTOP).
25. Consideration of a Resolution Approving the Request for a Manufactured Home Located
at 2259 E. Springville Avenue
Re: Consideration of a draft resolution approving the installation of a 64’ x 34’
Manufactured Home, Year 1978, at 2259 E. Springville Avenue, as required by the recorded
deed restriction under Extraterritorial Service Agreement 62-14.
26. Authorization to Discontinue Membership with the Tulare County Economic
Development Corporation (TCEDC)
Re: Consideration to discontinue the City’s membership with the Tulare County Economic
Development Corporation (TCEDC) and approve a proportional payment of $11,666.67 for
membership dues covering July through October 2025
27. Adoption of Porterville Transit Title VI Program Update (2025–2028)
Re: Council consideration of a resolution affirming and approving the City’s updated Title VI
Program, which ensures compliance with the Civil Rights Act of 1964 and Federal Transit
Administration requirements.
28. Authorization to Submit a Letter of Opposition to Assembly Bill (AB) 1231 – Pretrial
Diversion Expansion
Re: Consideration to submit a letter of opposition to AB 1231, legislation expanding pretrial
diversion to felony offenses including burglary, identity theft, and drug possession for sale,
which undermines Proposition 36 and prohibits courts from considering public safety in
diversion decisions.

29. Amendment to Employee Pay and Benefit Plan – Unrepresented Management Employees
Re: Consideration of a Resolution amending the Employee Pay and Benefit Plan for
Unrepresented Management Employees, providing a 3% salary increase and an additional
1% employee contribution toward medical insurance effective October 1, 2025, through
June 30, 2026, and adding Christmas Eve (December 24) as a recognized municipal holiday
effective immediately.
30. Status and Review of Declaration of Local Flood Emergency
Re: Review of the Declaration of Local Emergency made on March 13, 2023, concerning the
significant weather event and impacts relative to flood event.

Porterville Municipal Code, pertaining to an Increase in Residential Densities in the RM-3
Zone District
Re: Adoption of an ordinance amending the text of Section 200 of Chapter 21 (Porterville
Development Code) of the Porterville Municipal Code in the matter of the City of Porterville
residential density increase project, specifically, the amendment increases the maximum
allowable residential density within the RM-3 High Density Residential zoning district from
30.0 units per acre to 30.5 units per acre.
33. Second Reading - Ordinance No. 1918, Amending Series 300 of the Porterville
Development Ordinance Regarding Signs
Re: Adoption of an ordinance amending Series 300 of the Porterville Development
Ordinance regarding signs, specifically, the amendment streamlines and updates sign
regulations to reduce regulatory requirements while retaining provisions necessary to
protect public health and safety.
