Spring break starts March 23rd for all our kids. From the Leiden Township Assessor's Office, first installment bills are out for 2025 due April 1st. Mr. President, I'd just like to announce a report that the Finance Committee met this evening, reviewed the bills and vouchers for the month of February. and unanimously recommended that they be paid tonight. Both of those are for change orders with the FH Passion regarding the demolition at the soon-to-be new Village Hall. I wanted to report that Both of those change orders are in compliance with the Public Works Contract Change Order Act. The first one for the electrical demolition, the change order is less than 50% of the original contract. And the second one for the general demolition was put out for proposals similar to the original contract. So it was let in the same manner as the original contract. Both of those are therefore compliant with that statute as I recited. That's all I have. Thank you. Mr. Holt. Mr. President, as Mr. Durkin said, the interior demolition at 7315 West Grand has progressed. It was determined that the concrete block walls are not load-bearing and could therefore be safely removed. So the board will be asked tonight to approve a proposal from FH Passion in the amount of $34,306 for the removal of that concrete block walls. The board will also consider a change order to the electrical demolition contract in the amount of $13,200 to address the removal of the electrical associated with the concrete block walls. The board will also consider a resolution tonight authorizing the submission of an application For a CDBG grant in the amount of $500,000 for the replacement of one block of water main, the projected cost of the project is $632,793. Board will consider a two-year extension of the village's agreement with FH Passion to provide general government services as needed. Other towns can use this contract as well, and the village has paid a fee for hosting the agreement when it is used by others. The board will consider an ordinance authorizing the village to borrow $4 million from the public water supply loan program to fund the second phase of the lead service line replacement project. The loan will bear an interest rate that will be determined at the time of issuance, and that loan shall be repaid from revenues of the water system. In May of 2023, the Village established a retirement healthcare funding plan. Department heads and certain managers participate in this plan. The Board will be asked to approve an amendment to their plan tonight that requires all payouts of accumulated vacation to be deposited directly to the plan at a rate of 100% at retirement. There is no cost to the Village and this amendment enjoys unanimous support from those active participants. The Board will consider an agreement with Gemini Water Compliance to create and deliver the village's water system consumer confidence report. As part of the engagement, Gemini organizes, analyzes, and audits the data to ensure accuracy. Gemini designs and creates a digital PDF version of the report so the village can share it on its website. The total cost is $6,834. The board will consider a proposal from Urban SDK to provide automated traffic speed data for all roadways within Elmwood Park. Speed data is refreshed daily. Volume data is refreshed annually. A one-year historical archive is included. If approved, the data will be used by the Elmwood Park Police Department and will assist them in understanding and addressing traffic issues throughout town. The cost for one year is $14,220. And lastly, the board will be asked to ratify an amendment to the village's contract with PayCorps. The amendment extends the contract for three years and locks in the pricing for that term.
