PUBLIC WORKS COMMITTEE
MEETING MINUTES
Wednesday, February 4, 2026
9:00 A.M.
Present: Chairperson Tim McKinley, Mayor Paul Meier, Ed Wise, Michael Simms, Genie
Wambaugh, and James Knadler.
Staff Present: City Administrator Alex Mattingly, Dustin Gohs (Compass Infrastructure Group),
Mitchell Wright (Compass Infrastructure Group), Nikki Hill (Prime AE), and Public Works
Director John Scheben.
Absent: Mark Lehman
Chairperson Tim McKinley, called the meeting to order at 9:00 a.m. and led the Committee in the
Pledge of Allegiance.
The first item considered was approval of January 7, 2025, meeting minutes. James Knadler
motioned to approve, and Genie Wambaugh seconded, all voting in favor.
New or Continuing Business
A. Turkeyfoot Road Improvement Project – Mayor Meier stated that he had been in contact
with Crestview Hills’ state legislators about the importance of this project and moving its funding
forward. Right now, this project is listed in the Governor’s budget. The Mayor, Mr. McKinley,
and Alex Mattingly will attend the Kentucky League of Cities Day in Frankfort later this month to
advocate for funding the right-of-way acquisition and utility relocation phase of this project.
B. Dixie Hwy. Sidewalk Improvements (Whitehouse Drive to North City Boundary with
Lakeside Park) – Alex Mattingly reported that this project is still in KYTC review status. KYTC’s
approval for the project plans is necessary before the project can be put out for bid.
C. Horsebranch Rd. Repaving and Drainage Improvements – Dustin Gohs stated that the plans
for this project would be completed by mid-March. Project grant funds will be available on July
1, 2026, and the bid can be released shortly after this date. City and Compass staff are coordinating
this work with NKWD to ensure there there are no negative impacts.
D. Lookout Farm Drive Bridge – Public Works Director John Scheben reported that the JTM
Smith Construction and Prime AE have worked out the contractor’s design questions for this
project. Mr. Scheben is waiting to receive the sequence of events from the contractor and is
working to finalize the pre-construction meeting and the resident informational meeting (which
likely will occur in the first week of March. He also reported that Crestview Hills is seeking an
additional $90,000 in grant funds for this project from Sanitation District No. 1.

E. Thomas More Parkway Repaving – Mr. Gohs reported that Compass is coordinating with
Verdantas (who is the engineer designing the upcoming NKWD water main replacement along
this roadway). Mr. Scheben reminded the committee that the grant funded repaving on Thomas
More Parkway is from the Edgewood-Crestview Hills border to Village Madonna Drive.
F. Woodspoint Drive Repaving – City staff reported that this project is on schedule and will
be put out for bid in early March.
G. Centre View Blvd. Repaving – Nikki Hill and Mr. Scheben reported that the engineering
proposal for this work has been submitted to the City and a contract is being drafted. Prime AE
will start drafting the specifications for the work after the contract is executed. Mayor Meier
suggested, as part of this project, that the City move the center line striping on Centre View Blvd.
over to allow parking on one side of the street. Grant funds for this project will be available on
July 1, 2026.
Staff Reports –
Mr. Scheben reported on the snow removal that occurred as a result of the recent snow event
(Crestview Hills contracts with Kenton County Public Works for this service).
Motion to adjourn by Mr. Knadler, seconded by Ms. Wambaugh; all voting in favor of adjourning.
