A Special Meeting/Study Session of the City Council / Planning Agency of the City of Laguna
Hills, California, was called to order by Mayor Caskey at 3:02 p.m., on April 1, 2026, in the
City Council Chamber at 24035 El Toro Road, Laguna Hills, California.
A complete copy of the agenda for the meeting containing all items as shown herein was posted
by 3:00 p.m. on March 31, 2026, on the outdoor bulletin board at Laguna Hills City Hall. A
copy was also posted at Laguna Hills Community Center and Knotty Pine Park.
In addition, the agenda was posted at 27182 Hidden Trail Road, Laguna Hills, CA 92653, where
Mayor Caskey was participating via teleconference.

City Council / Planning Agency Study Session - No Net Loss requirements
1. Joint City Council / Planning Agency study session to discuss No Net Loss
requirements as identified in Government Code Section 65863 for the 6th Cycle
Housing Element 2021-2029 and additional site selection criteria and to provide
direction to staff
Consultant Amanda Tropiano with De Novo Planning Group made a presentation on the No
Net Loss Compliance Program and answered the City Council Members questions.
Community Development Director Lowe and Perry Banner, De Novo Planning Group,
answered questions of the Council Members.
Electronic written comments were received by Rona Henry, Chair of Welcoming Neighbors
Home, and Cesar Covarrubias, Executive Director of The Kennedy Commission.

Rona Henry, Chair of Welcoming Neighbors Home: encouraged the City Council to look at
locations where people would want to live and suggested the possibility of rezoning a site.
The City Council / Planning Agency members commented on the presentation and noted
their interest in exploring certain locations to accommodate housing needs for lower-income
households.
Ms. Tropiano announced that De Novo Planning Group will evaluate all sites presented and
will return in approximately 1 month with an evaluation of whether they meet the required
criteria.
Adjournment
At the hour of 4:48 p.m., with no further business to come before the City Council/Planning
Agency at this session, Mayor Caskey adjourned the meeting to Tuesday, April 14, 2026, at 6:00
p.m.
