Krachmer opened the meeting at 7:05 p.m.
Members present: Mayor Mike Krachmer; Councilmembers Erik Goebel, Kelly Jozwowski,
Katherine Doll Kanne.
Members absent: Councilmember Jerry Moynagh
Also present: City Administrator Kevin Watson, Assistant City Administrator Kaylin Clement,
City Attorney Caroline Bell Beckman, Public Works Director Jim Hauth, Planning/Community
Development Director Nolan Wall, Fire ChiefKurt Frison, Deputy Clerk Phillip Lundquist.

5. Approval ofAgenda
Motion by Goebel, seconded by Jozwowski, to approve the agenda ofMarch 17, 2026.

7. Open to the Public
Krachmer opened the floor to the public at 7:10 p.m.
There being no one who wished to speak, Krachmer closed the floor at 7: 10 p.m.

10. Public Hearings
A. Public Nuisance Abatement Order at 364 East County Road F
Wall presented the abatement case. Ask is for Council to declare apublic nuisance should
the city need to abate. Currently working with property owner so abatement may not be
necessary.
Krachmer opened the floor to the public at 7:14 p.m.
Dan Gondek spoke ofefforts to remove debris, and challenges with constant mud and
dealing with equipment breakdowns. Wood is used up in Pine City, but there are
difficulties getting the wood out. Gondek is doing what he can.
There being no one else who wished to speak, Krachmer closed the floor at 7:16 p.m.

26-03- 14 RESOLVED: City Council adopts a resolution declaring a public nuisance
and ordering abatement at 364 East County Road F.

11. Committee, Commission, and City Council Reports
Jozwowski— Attended Park, Recreation, and Trails Commission for Moynagh. Had good
discussion about trail options at Greenhaven Park; recommendation for a trail stub from trail to
the pavilion andramp to playground. Selected styles and colors ofshelters for Greenhaven and
Elmwood Parks.
Doll Kanne— Nothing to report.
Goebel— Nothing to report.
Krachmer—The Cities for Safe and Stable Communities coalition continues to meet and work
with legislative leaders. Attended City Day on the Hill with Watson and Moynagh. Met with
local legislators and the chair ofthe Capital Improvements Committee. Co-hosting a community
gathering at Christ the Servant Church on March 19, for community support. Food donations will
be accepted.
12. New Business
A. Approve Updates to Public Outdoor Event Policy
Watson presented the new Public Outdoor Event Policy. Clarifies city involvement and
creates tiers for different classes ofevents and requirements for each.
Motion by Jozwowski, seconded by Doll Kanne, to adopt new Public Outdoor Event
Policy.
Ayes— 4 Nays— 0 Motion passes.
B. Adopt Resolution Authorizing Vadnais Heights to Apply on BehalfofGem Lake for
Well Sealing Grants
Hauth presented the resolution and memorandum ofunderstanding between Gem Lake
and Vadnais Heights. The grants for sealing wells as required can only be applied for by

a public water system. IfGem Lake cannot achieve that designation in time for the grant
application, Vadnais Heights will apply for Gem Lake. Gem Lake bears the
administrative costs and is responsible for the grant administration.
Motion by Jozwowski, seconded by Doll Kanne:
26-03- 15 RESOLVED: City Council adopts aresolution authorizing the city
administrator to execute an agreement between Gem Lake and Vadnais
Heights to Facilitate an application for well sealing grants.

14. Staff Reports
Lundquist— Requested motion to accept the commission minutes ofitem 9A.
Frison—Nothing to report.
Clement— Park, Recreation, and Trails Commission recommendations will be on the next
agenda.
Hauth— Gateway Fiber is working in the city, using door hangers to alert residents. Working on
traffic control. Encourages residents to bring concerns directly to Gateway Fiber.
Wall— Planning Commission meeting next week to discuss zoning changes.
Bell Beckman— Nothing to report.
Watson— City Day on the Hill was successful.
15. Consideration ofFuture Topics for City Council
Doll Kanne requested metrics on city website usage to understand where residents are getting
information and ifadjustments need to be made.
