MINUTES
Thursday, February 24, 2022
The tape of this meeting is on file in the Lorain County Convention & Visitors Bureau
located at 226 Middle Avenue, Room #532, Elyria 44035

ROLL CALL & PLEDGE OF ALLEGIANCE
Garry Gibbs called the meeting to order at 6:00 p.m. noting that a quorum was present. Roll
call was taken. The Pledge of Allegiance was recited. Garry Gibbs welcomed everyone to the
Lorain County Convention Facility Authority meeting. Mr. Gibbs asked that we go around the
table, and Authority Members introduce themselves and give a thirty second bio on where they
reside, family, job background and what they have been and are currently involved in their
communities.
APPROVAL OF PREVIOUS MINUTES
None
OLD BUISNESS
None
PRESENTATION OF BYLAWS
Dan Peticord & Greg Peltz from the Lorain County Prosecutor’s Office presented the
bylaws/outline which will govern the Lorain County Convention Facility Authority. Discussion
ensued with Authority Members. It was decided that Authority Members would review bylaws
within the following week. Send questions, comments, to Mr. Peltz and he would answer by
next meeting, at which time bylaws would be voted on.

NEW BUSINESS
The following Authority Members were presented for the following length of terms:
3-year terms (expire 2/15/2025) Neil Lynch; Martin Heberling; Deena Williams;
Kreig Brusnahan
2-year terms (expire 2/15/2024) Ron Billings; Mary Siwierka; Vassie Scott; Patrick Hastings
1-year term (expire 2/15/2023) Garry Gibbs, David Larson, LePreece Thomas
It was noted that the terms were randomly assigned by Mr. Peltz, Lorain County Assistant
Prosecutor and upon expiration are renewable for a 4-year term. Mr. Martin moved to accept
the recommendations of Authority Members terms, seconded by Mr. Larson. The motion
passed unanimously.
The following Authority Members were presented as officers for the term 2/16/2022 –
2/15/2023:
Chairman: Garry Gibbs; Vice-Chairman: Martin Heberling; Secretary: LePreece Thomas;
Treasurer: Ron Billings. Ms. Siwierka moved to accept the nominated slate of officers,
seconded by Mr. Brusnahan. The motion passed unanimously.
General discussion ensued on financial responsibility, appropriate expenses and scope of work
possibly of the Lorain County Convention and Facility Authority. Also, there was discussion on
future meeting, dates and location for Convention and Facility Authority. For more detail of
discussion, the tape of this meeting can be referred to. No action was taken on discussion of
topics only that next meeting would be held March 10, 2022, at Transportation Center, 40 East
Avenue, Elyria.
Dan Peticord, Lorain County Assistant Prosecutor asked that the Authority Members go into
Executive Session for the purpose of discussing real property. Ms. Siwierka moved to go into
Executive Session, seconded by Mr. Larson. The motion passed unanimously at 6:40 p.m.
Authority Members reconvened out of Executive Session at 6:55 p.m.

None
ADJOURNMENT
Ms. Siwierka moved to adjourn. Mr. Billings seconded the motion. The motion passed
unanimously. The meeting adjourned at 6:58 p.m.
