CALL TO ORDER
Mike Coster called the meeting to order at 1:00 p.m.
COMMENTS FROM THE PUBLIC
Tony Locke, Director of Community Relations for Arevia Power introduced himself and spoke about
the Patheon Solar Project located in Jake’s Valley. He indicated the project will have some impact on
the airport once construction starts. The project is in its four year with permitting.
1. *DISCUSSION/FOR POSSIBLE ACTION: MINUTES-CORRECTION AND/OR APPROVAL:
December 2,2025 - Tabled until the February meeting.
2. *DISCUSSION/FOR POSSIBLE ACTION: Changes to Public Comment Practices and the
Language on the Agenda
Commissioner Janet VanCamp stated three commissioners at a meeting and three is a quorum. Three
participate in the discussion and then it comes to a vote at a County Commission meeting there may be a
violation. At that time each of the three would know how each is going to vote.
Mike Coster stated we can continue as is and change later if necessary. The item died for a lack of a
motion.
3. INFORMATION ONLY: Airport Usage Report - Tim Parish
The usage report for December was presented. Statistics are higher than the last couple of years in
December. Mike Coster reported he is paying commercial fee for the instruction plane.
4. INFORMATION ONLY: Report on Airport Operations & Maintenanee & Capital
Improvement Projects — Airport Manager Bill Calderwood
A. Monthly review of lease and rental agreements, including Hangar 1 and related
payments received to include detail of monthly rents, ramp and tie down eollections, and
foel flowage fees
Members read through the list of duties completed by Airport Manager Bill Calderwood during the
month of December. Tim Parish had concerns about the number of posted NOT AMs and ASOS not
working. Mike Coster stated he felt a letter was warranted by the County Commission stating how
unreliable the system is. Tim Parish stated it is FAA equipment and maintained by the Weather Service.
The system is reporting incorrect weather information. Commissioner Janet VanCamp stated the
commission cand send a letter if the airport board drafted it. Mike Coster will work on a letter to address
regular maintenance and fast service pertaining to the system. Ken Moen offered another option to call

the FAA Hotline (866-835-5322) or submit a form online. Tim Parish stated for the med flights to
legally arrive or flight out are to have accurate weather reports.
It was noted the Chamber of Commerce will manage the $5,000 grant from White Pine Solar.
Mike Coster added he would still like to have payment/revenue reports.
5. * DISUSSION/FOR POSSIBLE ACTION; Formation of Task Force Group to Help with
Agency and Public Contacts, Idea Development and Public Impressions — Mike Coster
Mike Coster reported that Sheldon Mudd with NNRDA suggested a higher-level designated group to
serve as intake and contact community interest. It was the consensus to complete an outline of what the
group would do, goals/expectations and to complete a list of possible individuals to contact to be a part
of the group. This group could work with Sheldon Mudd on possible economic ideas.
6. INFORMATION ONLY: Activities of Utah Department of Transportation Dealing with
Regional Air Travel and Ely Airport - Mike Coster
Mike Coster explained Michael Dacey purchased Alpine Air and is wanting to apply for a Federal
program to move cargo and people shuttle in Southern Idah, Eastern Nevada and Southern Utah. Air
shuttle may be something of the future to address individuals who want to live in the rural and work in
the city.
7. *DISCUSSION/FOR POSSIBLE ACTION: Airport Land Use Study Program: Identifying and
assigning contacts with airports and state agencies with experience on airport growth, facility
modifications, and new commercial interests
Mike Coster stated he took interest in Scott Brown’s report about touring airports and the number of
businesses located at the airports. He would like to see the County Commission send out a letter to
businesses that may want to expand or move from Clark County due to over-flow and draw their interest
to Ely Airport. Tim Parish reported the Elko Airport Manager stated to do long-term leases and not sell
property. He added golf courses draw pilots. Mike Coster stated the County needs to decide what they
are willing to provide to support new businesses at the airport. Such support might be having the
building inspector readily available for timely inspections. Commissioner Janet VanCamp inquired how
to determine who to send letters to. It was suggested to get a list of businesses at the Las Vegas Airport.
Mike Coster suggested having full or half-day presentation to show what the County and airport have to
offer.
8. INFORMATION ONLY; Updates/Reports from County Representative
Commissioner Janet VanCamp reported the airport budget hearing at 2 pm on January 13th upstairs in
the old courthouse.
9. RECOMMENDATIONS; For County Commission Agenda Item
A letter will be drafted regarding the ASOS for the commission to consider.
10. RECOMMENDATIONS: For Airport Advisory Board Agenda Items
Agenda items recommended: Usage report; Report on Airport Operations, Maintenance & Capital
Improvement Projects; Election of Chairman and Vice-Chairman; Update on Airport Expansion Project;
Airport Land Use Study Program: Identifying and assigning contacts with airport and state agencies;
Annual Evaluation for the Board of County Commission

Mike Coster stated Tess with 4-H is having an aviation meeting at the library this week to see if there is
an interest in the program. Tim Parish stated he felt it was misleading about 4-H paying for training to
get a pilot license. Mike will contact Tess to get an update.
PUBLIC COMMENT
11. *FOR POSSIBLE ACTION: ADJOURNMENT:
As there was no further business to be addressed by the Airport Advisory Board Scott Brown called for
a motion to adjourn the meeting. Tim Parish made the motion to adjourn the meeting. Dan Netcher
seconded the motion, and the motion passed unanimously. The meeting was adjourned at 3:01 pm.
