[PAGE 1] MINUTES from the MEETING OF THE BOARD OF HEALTH January 28 2020 - 7:30 AM. Fremont Municipal Building, City Council Chambers 400 East Military, Fremont, Nebraska and Zoom ________________________________________________________________________ MEETING MINUTES: 1. Meeting called to order – Open Meetings Law. The meeting of the Board of Health Board was called to order by Mayor Spellerberg and he stated that a copy of the open meeting law is posted continually for public inspection located near the entrance door by the agendas. 2. Roll call. Roll call showed Mayor Spellerberg, Council President Legband, Doctor Seitz, Chief Elliott, and Chief Bernt present. All five members were present. 3. Approval of November 27, 2020 and December 4, 2020 minutes. A motion was made by Legband, seconded by Dr. Seitz to approve the minutes as presented. The result of the roll call vote was: ayes: Legband, Bernt, Elliott, Seitz, and Spellerberg. Motion carried 5-0. 4. Consider extending the City of Fremont Community Directed Health Measure #2. Mayor Spellerberg asked members of the board for their perspective on the efficacy of Community Directed Health Measure requiring face coverings of people age 5 or older while indoors in premises open to the general public. Dr. Seitz said although the number of COVID-19 cases are declining, the numbers remain high. He thought the face covering requirement has helped and thanked the public for complying with the health measure. Chief Bernt commented that the frequency of EMS calls responding to COVID-19 infected people is staying steady. Chief Elliott said the Police Department has had calls for enforcement, but would remain opposed to extending the health measure because of staffing issues. Council President Legband also thanked the citizens for being amenable to the health measure and suggested the Board extend the measure for another two months. Mayor Spellerberg said he convened a meeting with the City’s community partners and they all agreed the health measure should be extended. He understands that some people oppose the health measure, but felt we should extend the health measure until more people have the opportunity to be vaccinated. Dr. Seitz moved to extend the Community Directed Health Measure #2 for another sixty days; the motion was seconded by Legband. The result of the roll call vote was: ayes: Bernt, Legband, Seitz, and Spellerberg. Nays: Elliott. Motion carried 4-1. 5. Adjournment. A motion made by Elliott; seconded by Legband to adjourn the meeting at 7:55 AM. The result of the roll call vote was: ayes: Elliott, Legband, Dr. Seitz, Bernt, and Mayor Spellerberg.
