Bennett to sign the contract with the successful candidate. CONTRACT AWARDS Fuel Bids were advertised, and one bid was received and opened on Monday, May 12, 2025, at 11 a.m. at the Borough Building for the purchase of 87 Octane and B2 Diesel from June 1, 2025, to May 31, 2026, with the option to extend the contract for an additional year from June 1, 2026, to May 31, 2027. This contract award is based on a fixed margin price. Motion to [award, deny, or award with conditions] the fuel contract for 87 Octane and B2 Diesel from June 1, 2025, to May 31, 2026, with the option to extend the contract for an additional year to Reed Oil as highlighted on the bid tabulation. Morton Salt Purchase It is recommended to award the 2025 - 2026 Rock Salt contract to Morton Salt through the North Hills Council of Governments (COG) at $88.01 per ton of rock salt delivered. The current contract with Morton Salt is for $84.22 per ton of rock salt delivered. This is a 4.5% price increase from the current contract price. Mr. Koehler and Mr. Kurpakus recommend awarding the contract to Morton Salt through the North Hills COG. LSSE performed as-built of the SCMs week of May 5, 2025. 4. Volunteer Fire Company Station 1 Renovations Contract No. 24-FD1: LSSE issued Bid Report dated August 9, 2024, recommending award to FMS Construction Company in the amount of $567,900.00 (Base Bid and Add Alternate Nos. 1, 2 and 3). LSSE transmitted award letter on August 23, 2024 to FMS Construction, scope as previously recommended in in bid report. LSSE working on Engineering Services relating to the ACO: o O/M and GROW: Feasibility Study was submitted to the Health Department prior to July 31, 2013 deadline. LSSE transmitted the Source Flow Reduction Study Report on November 30, 2017. Borough to continue Operation and Maintenance Plan and efforts to remove extraneous water that enters the sanitary sewers. ▪ 2024 O&M CCTV complete, which included 20,000 linear feet of CCTV tributary to Guyasuta Run (ALCOSAN POCA-74A). ▪ The 2024 O&M lining is complete which included sanitary sewer lining along Hemlock Hollow Road and Old Mill Road. ▪ Lining completed in 2023 and planned lining for 2024 was combined into one GROW Grant LOI that was submitted to ALCOSAN on March 28, 2024. ALCOSAN has accepted the GROW LOI and has invited Fox Chapel to submit a grant application by June 30, 2024. LSSE submitted both GROW Grant applications to ALCOSAN on June 26, 2024. ALCOSAN requested additional information for the GROW Applications. LSSE transmitted letter to ALCOSAN indicating the Borough’s intent to submit a GROW application for Cycle 10 for the 2023 Lining Program (excludes 2024 Hemlock Hollow Lining due to post construction flow monitoring costs). ▪ Lining completed on Old Mill Road was combined with the Old Mill Road Sanitary Sewer Replacement project for a second GROW Cycle 10 application. LSSE transmitted draft resolution for use in GROW Grant Application to the Borough on November 26, 2024. GROW Grant Application submitted on January 10, 2025. GROW Grant awarded for the 2023 Sanitary Sewer Lining Repair project in the amount of $50,300.00 (16% Award). LSSE to draft Request for Reimbursement No. 1. o Phase II COA: The Phase II COA was released by ACHD on September 1, 2021. The initial task is the Exhibit ‘B’ Base Line Due Diligence period, which is due six-months after execution. Remaining tasks for this Order include continued sanitary sewer O&M as well as the continued implementation of the time-of-sale lateral inspection ordinance. The Phase II COA Progress Report was submitted to ACHD on June 24, 2024. O&M ongoing and Progress Reports due June of each year. o Sycamore Run Flow Monitor: Permanent meter is being monitored and data transmitted to ALCOSAN and utilized in GROW grant applications. A memo summarizing flow data collected in 2023 has been drafted. To be reviewed with the Borough in February 2024. LSSE issued 2023 Flow Data Review Memo dated February 28, 2024. On October 8, 2024, LSSE moved the Hemlock monitor to the MM-L-09 site in response to comments from ALCOSAN on the GROW applications. MM-L-09 is still installed and data is being collected for previously submitted GROW Grant applications. o Interceptor H&H Model Update: A Service Order Authorization (SOA) was submitted to the Borough on February 22, 2023 related to updating the hydrologic and hydraulic (H&H) model and sanitary sewer alternatives analysis based on contemporary flow data collected over the past 10 years. Flow data analysis has been initiated. Recalibration and alternatives analysis are complete. This model was utilized for the Old Mill upgrades, for GROW Grant Applications, and for current/future sanitary sewer projects. o ALCOSAN Regionalization: Interceptor takeover review ongoing in Allegheny County. ALCOSAN considering taking over certain interceptor sewers in the County, approximately 185 miles is being discussed. Meeting with ALCOSAN /AECOM held on Friday, July 7, 2015 to discuss regionalization discussion for multi-municipal sewers. ALCOSAN held a series of regionalization outreach meetings, the last week in September 2018. ALCOSAN hosted a meeting in regards to Regionalization and GROW Grants on October 27, 2021. Issues with the modified transfer agreement were discussed. Potential next step would be to focus on Guyasuta Interceptor agreement first if conflicts regarding park property can be resolved. ALCOSAN met with LSSE to review status of all LSSE clients’ interceptor takeovers and provided most recent packet of information for each that has been provided to the Boroughs and Townships. ALCOSAN is aware of the Borough’s concerns with the agreement. A meeting to be scheduled to update status with the Solicitor and Borough Staff and then with Council in the summer months. No Change. o Shady Lane / Delafield Stream Removal Project: The Army Corp is taking the lead on the project. ALCOSAN and the Army Corp recently executed an agreement to move this project to the design phase. This agreement arranged for ALCOSAN to use a portion of their 25% project match to fund design costs. An A/E Firm was selected but the fees requested were over the amount budgeted. This project to be submitted for grant funding under GROW Cycle 10. LOI bypass waiver accepted by ALCOSAN. GROW Grant awarded for Phase I and Phase II in the amount of $238,800.00 (19% Award). C. Phase II: Hemlock Hollow - Sycamore Run Sanitary Sewer Replacement: PaDEP General Permit Nos. 8 and 11 submitted on October 25, 2024 and approved January 17, 2025. Issued February 14, 2025. D. Phase III: Fox Chapel Road - Sycamore Run Sanitary Sewer Replacement: PA Small Water and Sewer Grant Application submitted April 30, 2025. Grant award decision anticipated in the beginning of 2026. o Upper Allegheny Near Surface Facilities Package 6 Project: This project includes the design of a consolidation sewer between A-78 and A- 72 to tie into the future ALCOSAN Allegheny River Tunnel project, which is a major component of ALCOSAN’s Clean Water Plan. Technical meeting with tributary communities to be held March 18, 2024.
