[PAGE 1] SHELBYVILLE BUILDING COMMISSION MEETING MINUTES January 10, 2024 Members Present: Gary Keppel, Lindel Smith,, Jim Hicks, Jim Marshall, Warren Shuppert, David Rush Members Absent: Tony Nicholson Staff Present: Adam Rude, Chris Hext, Rod Miller, Lisa Loveless, Allan Henderson Guests Present: Darrell Mollenkopf Approval of Minutes: Jim Marshall motioned to approve the minutes of the December, 2023 meeting as written and amended. David Rush seconded the motion. Voice vote passed 6 - 0. Old Business: 1. Discuss future of Homeowner Electrical Exam Adam Rude passed out a rough draft for a new homeowner electrical work policy. Board members asked good questions and staff received valuable feedback and suggestions to incorporate into the new policy. Adam will update the draft based on these suggestions and it will be emailed to board members prior to the February meeting for further input. New Business: 1. Homeowner electrical exam - none taken 2. Darrel Mollenkopf - fines appeal Adam explained that work was being done at a building owned by Mr. Mollenkopf at 1029 Miller Avenue and a stop work order was issued and a $1400.00 fine assessed for building and electrical work without the required permits/licensing. Darrel Mollenkopf addressed the board, explaining that he didn’t think he needed the permits and that the fines were unnecessary and asked that the board waive the fines. Board members questioned Mr. Mollenkopf and Jim Hicks made a motion to waive the fines. The motion died for lack of a second. After further discussion, Lindel Smith made a motion to waive $1200.00 of the fine but to keep the $200.00 fine for not having an electrical permit in place. Jim Hicks seconded the motion. Voice vote passed 5 - 1. Mr. Mollenkopf had already become registered as a building contractor and will pull his building permit. He will engage an electrician to take care of the electrical permit. [PAGE 2] Discussion: Jim Marshall asked the status of the building at 15-17 W. Broadway (the old Adams Glass building) and Adam explained that process he’s involved in to try to get the building secured and an assessment made of the structure. Adjournment: David Rush motioned to adjourn the meeting and Jim Hicks seconded the motion.
