confidential. Because the confidentiality of such matters is necessary for the proper conduct of government
business, any disclosure outside of executive session is prohibited by ORC 102.03(B). While in executive session,
the County Commissioners may discuss and deliberate on the matters at issue, but no votes may be taken until
open session resumes.

Member. Decision on the proposed Annexation if all conditions are met to be placed on the agenda for Friday,

Airport:
#12 Approve the agreement with The Mannik & Smith Group Inc in the amount of $39,113 to perform construction
Observation and testing for Lorain County Regional Airport Main Apron Rehabilitation (Partial) -Phase III. This
will be paid from Acct#Airport-Professional Services
#13 Approve Change Order #5 to Erie Blacktop, Inc. for unforeseen conditions that modified the scope of work and
extended the project completion date to December 31, 2025 for the Lorain County Airport runway rehabilitation
& lighting project
Transit:
#14 Schedule public hearings to be held regarding the discontinuation of services of the Downtown Elyria Loop
provided by Lorain County Transit.
Clerk of Courts:
#15 Enter into lease agreement with Lorain Civic Center Committee for 2,155 square feet space at 621 Broadway
Avenue in amount of $1,850/month beginning on June 1, 2026 – May 31, 2028 and monthly base rent shall
increase by additional $50/month on anniversary date for duration of lease. This will be paid from Acct#building
rent

#16 Authorize participation in ODOT Winter contract (2026-2027) road salt
