CMA has historically provided financial advisory services to the Village related to bond and note issuances, capital lease transactions, debt planning, and compliance with continuing disclosure requirements. These services assist the Village in structuring debt issuances, evaluating financing options, coordinating with bond counsel and underwriters, and ensuring compliance with applicable municipal finance regulations. CMA has submitted a proposal for a new Financial Advisory Services Agreement to continue providing these services to the Village through May 31, 2027. WS2 – Discussion: Fiscal Year 2026-27 Budget Work Session Dates • Village Administrator Scelza outlined the budget process pursuant to New York State Village Law for the fiscal year beginning June 1st, 2026. The Village Board [PAGE 2] of Trustees will conduct budget work sessions on March 24, March 26, April 7 and April 21 from 6 PM to 9 PM. WS3 – Discussion: Summer Standard Restricting Gas-Powered Leaf Blowers • Trustee Anderson presented a draft letter urging Westchester County to establish a uniform summer standard restricting gas-powered leaf blowers. She noted that the intent is to create clearer, more consistent regulations for landscapers who currently navigate differing rules across municipalities and to express the Village’s support for such a countywide standard.
