CALL THE ROLL AND ANNOUNCE A QUORUM IS PRESENT With a quorum of the Parks Board Members present, the Regular Meeting of the Spring Valley Village City Parks and Greenspace Board was called to order by Chairman Elijio Serrano at 6:03 p.m. Members Present: Elijio Serrano, Chairman Jay Beasley PJ Laxmidas Mark Uffhausen Jocelyn Vincent Members Absent: Paul Bunch Michael Pokorski, Vice Chairman 2. APPROVAL OF MEETING MINUTES 2.1 Minutes for the Regular Called Parks and Greenspace Board Meeting on September 16, 2025. Member Uffhausen made a motion to approve the minutes for the Regular Called Parks and Greenspace Board Meeting on September 16, 2025, and Member Beasley seconded the motion. Motion carried 5-0. 3. NEW BUSINESS 3.1 DISCUSSION CONCERNING: Planning of Future City Events and Activities, to include Holiday Tree Lighting, Snow Day, and Spring Movies and Music in the Park. Chairman Serrano opened the discussion regarding the upcoming Tree Lighting Event scheduled for December 2, 2025. He raised questions concerning the placement of the tree and the sponsorships that had been received for the event. Assistant to the City Administrator, Abbey Anderson, provided responses to these questions and also shared additional information, including that a resident had offered to provide a menorah for display at City Hall in the interest of promoting inclusivity for all holiday celebrations. Ms. Anderson further noted that the Spring Branch Library would be hosting a reading event in recognition of the Hanukkah celebration. The Board continued discussion on the planned activities for the Tree Lighting Event, including event setup and logistics for the various activities. The discussion then moved to the 2026 Movie and Music in the Park Events. Staff would like to discuss the importance of the Parks Board's presence at City events and brainstorm ways to increase Board participation, such as a voluntary sign-up sheet or a rotation schedule. Additional Parks Board support would help enhance community engagement. Additionally, staff is seeking Parks Board input on future planning details, including recommendations for bands and movies.
