NOTE: All items are approximate except for bid openings, public hearings, and any other items agendized at a specific
time. Items on the agenda without a time designation may be taken out of order. The Board may combine two or more agenda
items for consideration. The Board may remove an item from the agenda or delay discussion relating to an item on the agenda
at any time. Items on the agenda without a time designation may not necessarily be considered in the order in which they
appear on the agenda. NOTICE: It is anticipated that the items of business before the Board of Commissioners on April 7, 2026
will be fully completed on that date. However, should item(s) not be completed, it is possible item(s) could be carried over and be
heard before the Board of Commissioners beginning at 8:30 a.m. on the next day, or a time identified by the Board.
Public Comment during the Commission Meeting on April 7, 2026 will be for all matters off the agenda, and be limited to up to
three minutes per person. Additionally, public comment of up to three minutes per person may be heard during individual action
items. The Commission reserves the right to reduce the time allowed for public comment. The Commission may prohibit comment
if the content of the comments is a topic that is not relevant to, or within the authority of, the Commission, or if the content of the
comments is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational or
amounting to personal attacks or interfering with the rights of other speakers. Persons are invited to submit comments in writing
on the agenda items and/or attend and make comment on that item at the Commission meeting. Decorum during the meeting must
be upheld pursuant to the BOCC Rules of Procedure sections 7.5.3 and 7.5.4 whereby no person in the audience shall engage in
disorderly conduct such as hand clapping, stamping of feet, whistling, using profane language, yelling, and similar demonstrations,
which conduct disturbs the peace and good order of the meeting. Any person who becomes disruptive or interferes with the orderly
business of the Board may be removed from the Board Chambers or other meeting room for the remainder of the meeting.

16. CONSENT AGENDA ITEMS – These are items that Staff recommend for approval. The Board
reserves the right to move any consent agenda item to the regular segment of the agenda should

16.1 For Possible Action – Approval of Assessor’s Office Change Requests to allow the Nye County
Treasurer to process and:
a. Issue a corrected bill in the amount of $538.52 to the Vera Lemmons Revocable Living Trust,
owner of 2790 E. Hacienda St., Pahrump, NV, Assessor's Parcel Number 042-492-26.
b. Issue a refund in the amount of $479.97 to Joseph Varga, owner of 645 E. Simkins Rd.,
Pahrump, NV, Assessor's Parcel Number 043-311-12.
c. Issue a corrected bill in the amount of $1,132.33 to Twila J. Schmidt, owner of 1470 E.

16.2 For Possible Action – Approval of the meeting minutes from the joint meeting on January 21,
2026, and February 3, 2026.
16.3 For Possible Action – Approval to:
a. Accept the Nevada Department of Public Safety (DPS), Office of Criminal Justice
Assistance (OCJA) FY26 Supplemental Justice Assistance Grant (JAG) subaward number
22-JAG-571 in the amount of $21,034.00 to support project NCSO K9 SWAT (Special
Weapons and Tactics) Ready. Funding will be used to purchase equipment needed to allow
two experienced K9 teams to safely assist with SWAT operations and critical incident
responses. There is no county match;
b. Execute the Agreement; and
c. Fund $21,034.00 from 10340 Grants.
16.4 For Possible Action – Approval of Nye County Resolution No. 2026-02: A Resolution Adopting
the Community Source Water Protection Plan for Public Water Systems in Nye County, Nevada.

18. For Possible Action – Discussion and deliberation to adopt, amend and adopt, or reject Nye County
Resolution No. 2026-03: A Resolution repealing Nye County Resolution No. 2025-01: A resolution
amending and enacting the schedule of fees required by Nye County Code Title 8, titled Health and
Safety, Chapter 24, titled Solid Waste Management, Sections 240: Fees for Disposal of Solid Waste at
Facilities.

DISTRICT ATTORNEY
19. For Possible Action – Discussion and deliberation to: Accept or Reject the "Six (6) Remnant
Defendants’ Combined Subdivision Participation and Release Form" regarding opioid defendants (1)
Associated Pharmacies, Inc. (and American Associated Pharmacies), (2) J M Smith corporation, (3)
Morris and Dickson Co., L.L.C., (4) Louisiana Wholesale Drug Company, Inc., (5) North Carolina
Mutual Wholesale Drug Company, Inc., and (6) United Natural Foods, Inc., (and SuperValu). Nye
County’s interest is being represented through the One Nevada Agreement on Allocation of Opioid
Recoveries ("One Nevada Agreement") which itself was previously agreed to by this Commission for
participation in a settlement with the State of Nevada.
SHERIFF
20. For Possible Action – Discussion and deliberation to adopt, amend and adopt, or reject the Fiscal Year
2027 Public Safety Sales and Use Tax (PSST) plan for Nye County.
COUNTY MANAGER
21. For Possible Action – Discussion and deliberation to:
a. Accept a Grant of Right of Entry between Nye County and State of Nevada, Department of
Conservation and Natural Resources, Division of Forestry through their forestry work project
agreement for cooperators Project No. 26-038-1069724H to perform complete hazardous fire fuel
reduction action treatment to Nye County properties; and
b. Execute the agreement.
22. For Possible Action – Discussion and deliberation to:
a. Approve, amend and approve or reject the Second Amendment to the Lease Agreement with
Cypress Holdings (Nevada), LTD for a portion of property located at the Tonopah Airport for the
purpose of construction, improvement, operation and maintenance of a metals milling operation
and all incidental, related and associated activities, including, but not limited to, the transportation,
storage and repose of materials and products of metals milling and processing;
b. Execute the lease agreement; and
c. Deposit revenues into Fund 10209 Airports.
HEALTH & HUMAN SERVICES
23. For Possible Action – Discussion and deliberation to:
a. Fill a Ryan White Health Care Support position in Health and Human Services prior to July 1,
2026; and
b. Fund from 10340 Grants.
24. For Possible Action – Discussion and deliberation to:
a. Fill an Eligibility Worker position in Health and Human Services prior to July 1, 2026;
b. Fund from 10283 Medical Indigent Fund.

25. For Possible Action – Discussion and deliberation to evaluate Nye County's eligibility for additional
adult-use cannabis retail licenses under NRS 678B.260 and to consider directing staff to
communicate with the Nevada Cannabis Compliance Board (CCB) regarding the issuance of
additional licenses.
26. For Possible Action – Presentation, discussion and deliberation to approve a letter of support to the
U.S Fish & Wildlife Service seeking funding to acquire property currently owned by The
Conservation Fund within the Ash Meadows National Wildlife Refuge. (5-minute time limit)
