[PAGE 1] MINUTES Town Hall 551 Hot Springs Blvd Town Council Meeting Pagosa Spring, CO 81147 March 3, 2026 @ 5:00 PM A regular meeting of the Pagosa Springs Town Council was called to order on March 3, 2026 at 5:00 PM in the Town Hall 551 Hot Springs Blvd. COUNCIL PRESENT: Mayor Pierce, Council Member Williams, Council Member DeGuise, Council Member Bergon, Council Member Martinez, Council Member deGraaf, Council Member Lindner COUNCIL ABSENT: I. CALL MEETING TO ORDER II. ROLL CALL III. PLEDGE OF ALLEGIANCE IV. DISCLOSURES AND/OR CONFLICT OF INTEREST None V. PUBLIC COMMENT Ms. Judy Patton said the PIRAC, Proponents of Immigrant Rights in Archuleta County, are holding a de-escalation training in protest spaces on March 18th. VI. CONSENT AGENDA 1. Approval of the February 17, 2026 Meeting Minutes 2. January Financial Statement [PAGE 2] Town Council March 3, 2026 3. Resolution 2026-03, Supporting the submission of a History Colorado grant application Council Member Lindner moved to approve the consent agenda, Council Member deGraaf seconded. Motion Passed VII. NEW BUSINESS 1. Ordinance 1026, First Reading, Adopting the 2025 Colorado Wildfire Resiliency Code Ordinance 1026 adopts the new Colorado Wildfire Resiliency code and map as required by the State of Colorado. Council Member deGraaf moved to approve first reading of Ordinance 1026, adopting the 2025 Colorado Wildfire Resiliency Code, Council Member DeGuise seconded. Motion Passed VIII. PUBLIC COMMENT None IX. MAYOR, COUNCIL, TOWN MANAGER COMMENTS/UPCOMING AGENDA ITEMS Mayor Pierce said a thank you to Council Member DeGuise for his work as a town council member. Council Member Bergon said the County Commissioners approved a proclamation for Women's History Month. Council Member Lindner said the streets and sidewalks need to be cleaned so folks aren't walking in dust. Town Manager Harris said the special events permit will not be coming back to the Council. Staff will review the Town's existing codes regarding events. X. EXECUTIVE SESSION 1. Executive Session per C.R.S.24-6-402(4)(b): for the purpose of a conference with the Town’s legal counsel regarding specific legal questions pertaining to the September 10, 2025, Intergovernmental Agreement between the Town and Archuleta County regarding the Tourism Advisory Board This item was tabled. Executive Session per C.R.S. 24-6-402(4)(a): discussion concerning the purchase, acquisition, lease, transfer, or sale of any real, personal, or other property interest related to Project 102 Council Member Bergon moved to enter executive session C.R.S. 24-6-402(4)(a) for discussion concerning the purchase, acquisition, lease, transfer, or sale of any real, personal, or other property interest related to Project 102, Council Member Martinez seconded. Motion passed. Town Council entered executive session at 5:44 pm. Mayor Pierce called the meeting back into regular session at 6:08 pm. XII. RECONVENE IN REGULAR SESSION 1. Council may act in regular session on item(s) discussed in Executive Session Council Member Bergon moved to approve expenditure of $28,000 for a new S&P bond rating, Council Member deGraaf seconded.
