The invocation for the evening was the Lord’s Prayer and was followed by the Pledge of Allegiance. ROLL CALL Present: Bancroft, Bottecelli, Lockwood, McDermott, Osborn (by phone), Sage, Suchowski. Absent: None. Others Present: Helen Lizzie Mills, City Attorney; Lynn Markland, City Manager; Michael Hart; Assistant City Manager; Jennifer Kienast, City Clerk; Tessa Stickel, Communications. MAYOR’S COMMENTS – None. CITY MANAGER’S REPORT Markland reported on the following: • Jeans fundraiser for fireworks • Construction outside City Hall COMMENTS & REPORTS Bottecelli reported on Small Cities, Restaurant Week, and E-Bike/Pedestrian Safety Committee meeting. Lockwood reported on Art Walk, Arts & Culture Commission meeting, upcoming Author event, and thanked DPW for their work on snow/ice removal. LEGAL COUNSEL REPORT – None. CITIZEN’S COMMENTS – None. CONSENT AGENDA Mayor Pro Tem Lockwood reviewed all items on the Consent Agenda: • Authorize payment of invoices in the amount of $265,755.41 • Authorize payment of Community Center invoices in the amount of $15,866.41 • Approve and place on file the minutes of the following meetings: November 18, 2025 Museum Board o November 19, 2025 Beautification Commission o January 26, 2026 City Council o February 2, 2026 Council Work Session o • Appoint Tyler Carpenter to the Arts & Culture Commission vacant SLPR representative seat. • Accept the 2025 Building & Zoning Annual Report. A motion was made by Suchowski and supported by McDermott to accept the first reading of Ordinance No. 727. YEAS: Bottecelli, Lockwood, McDermott, Osborn, Sage, Suchowski, Bancroft. NAYS: None. ABSENT: None. Motion carried by unanimous roll call vote. ORDINANCE NO. 728 MUSEUM BOARD Markland presented the second reading of Ordinance No. 728 Museum Board amendment. A motion was made by Sage and supported by McDermott to adopt Ordinance. No. 728 Museum Board Amendment. YEAS: Lockwood, McDermott, Osborn, Sage, Suchowski, Bancroft, Bottecelli. NAYS: None. ABSENT: None. Motion carried by unanimous roll call vote. MISSION SQUARE 457 PLAN AMENDMENT A motion was made by Sage and supported by Suchowski to approve the Mission Square 457 Plan Amendment in compliance with the Secure 2.0 Act, and authorize the City Manager to sign the agreement. YEAS: McDermott, Osborn, Sage, Suchowski, Bancroft, Bottecelli, Lockwood. NAYS: None. ABSENT: None. Motion carried by unanimous roll call vote. CALL TO AUDIENCE – None. CLOSED SESSION TO DISCUSS LABOR NEGOTIATIONS A motion was made by Lockwood and supported by McDermott to enter into closed session to discuss labor negotiations at 7:48 PM. YEAS: Osborn, Sage, Suchowski, Bancroft, Bottecelli, Lockwood, McDermott. NAYS: None. ABSENT: None. Motion carried by unanimous roll call vote. RECONVENE OPEN SESSION A motion was made by Lockwood and supported by Sage to reconvene open session at 8:44 PM. Motion carried by unanimous voice vote. COMMAND UNIT TENTATIVE AGREEMENT A motion was made by McDermott and supported by Bancroft to accept the tentative agreement with the Command Unit.
