These are resolutions we hope that you will do. Number one, that in every action, every item, which you consider throughout the year, that you consider its effect on justice and equity for South Stockton, that you do your best to ameliorate the neglect which South Stockton has experienced for the last 50 years. Number two, we ask that you establish a board to oversee a full development of Van Busker Golf Course, plan for it, solicit funds, and otherwise bring about its orderly renewal. Number three, we ask that you name the new Northeast Stockton Library after the family, making it the family library and the only public facility which would be named after a person of Chinese descent, or in this case, a family of Chinese descent. And finally, we ask that you begin the process of establishing at the fairgrounds an agriculturally themed amusement park which would be an economic generator for South Stockton and for the entire city. APPARENTLY WE'RE GOING TO BE USING THE SAME PEOPLE WE'VE BEEN USING, AND SO I COME TO TALK TO THE CITY COUNCIL TO PLEASE DO YOUR DILIGENCE IS THAT WHY ARE WE STILL USING THE SAME PEOPLE, NOT THAT I'M COMPLAINING ABOUT THEM, WHY WOULD WE STILL USE THE SAME PEOPLE AND YOU DIDN'T ACCEPT THE AMENDMENTS THE FIRST TIME AROUND? SO NOW YOU GOT TO COME BACK, BRING THE SAME PEOPLE AROUND, NOW WE GOT TO GO BACK AND LOOK AT THE AMENDMENTS WHEN THE RESULTS WERE ALREADY PUT OUT THERE. Why are we not accepting the amendments? I think this is something that we have to look at because this is, I like the way Mark was saying it about South Stockton, you have to look at the economic and the health and the justice that is going to be done with the people of South Stockton if you're not going to adopt the amendments. Our amendments were looked at, we studied them, we read them, we asked questions, Why are we waiting all this time to go ahead and say no to them when we could have said yes to them already? I'm just trying to figure out why are we playing this chase the tail thing. That's all I have to say. Thank you. Jason Lee. Good evening, Mayor Lincoln and esteemed members of the Stockton City Council. I stand before you today to address a matter of grave concern to me, one that touches to the very core of public trust and transparency in our local government. Now, as you all are aware, on December 24th, I submitted a request under the California Public Records Act to the Stockton Police Department. I submitted the request and... because this act is a cornerstone of our democratic system. And it was established to ensure that there was an open government and fostering environment of transparency between the public and state agencies. Now, the contents of my request, I regret to say, pertain to alarming allegations of abuse of power by one of the elected officials and the circulation of deeply inappropriate material. All of you are aware of what that is because I sent you all an email. Now, to my dismay, this request was intercepted and effectively disregarded by the staff of the city manager's office. Now this action, or rather inaction, raises significant concerns, particularly as the subject of the request holds oversight and authority over the department of the city manager. So moreover, upon reviewing the Stockton City Charter, I learned that the public information officer responsible for handling such requests is directly accountable to the mayor's office. So I was confused as to why I got it from him anyway. Now, the discovery has only deepened in my unease about the handling of my request. So in accordance with the law and in the spirit of the principles in which our city is founded, I've duly notified the city's legal representatives and all of you of my intent to pursue legal action should my request continue to be neglected. Now, it's my firm belief that the expectation is that the city will adhere to its charter and respect the SEPA and fulfill its obligation. Now, in closing, I sincerely hope that this issue will be resolved swiftly and justly. reflecting the integrity and accountability we all expect from local government. And I thank you for your attention. I will just close by saying that nobody is above the law, the rules, and the policies of this city. And if I don't get the information, I've already copied my attorneys on it, that wasn't for show. If we have to file a public lawsuit, I will have to put the materials that I know you have in it. And Loyalty and Family CTF, Incorporated is a nonprofit organization, and we are grassroots. Now, we have been having all these different events in this city, such as backpack giveaways, toy giveaway. We have turkey giveaway for the families. We even have Mother and Father's Day, and we also have Real Talk for Real People in June. In July, we have another event, and in August, we have the bigger events. So what I'm saying to you is that in this past August, the city council refused to fund... our endeavors as far as the community was concerned. So we went in our pockets and we made it happen anyway with the support of others, amen. So what I'm saying to you is that we empower, we encourage, we connect, we educate the community. And this is for the success of the young, PEOPLE AND CHILDREN AND ALSO FAMILIES THAT WE SERVE. NOW, THIS PAST DECEMBER, BECAUSE THE FUNDS DIDN'T COME IN RIGHT, WE COULD NOT SERVE THE FAMILIES THAT WERE SUPPOSED TO BE SERVED LIKE WE SERVE EVERY DECEMBER. THOSE FAMILIES WERE TOTALLY TURNED DOWN. WE WERE NOT ABLE TO COME UP WITH THE FUNDS TO SERVE THE PEOPLE. SO MY THING IS THAT YOU GUYS serve all the fake organizations so why not serve and support the ones that truly support the people and do the things for the people and hold i'm holding you guys accountable for this because we have been here since 2017. thank you thank you aaron paradiso It's not all. It's been a while since I've been up here. I'm not quite sure about the decorum. That kind of sounds like censorship because I think if we come out, we should be able to call a crook a crook and say if a council member or mayor's let the whole city go to shit. When you look out the windows, I mean, see what's going on with the leadership in Stockton and what you guys have done with it, that would be offensive. So I wouldn't worry about what the people say and their right to speech and expressing themselves. I'd be more worried about, you know, what's going on out there with all these dope fiends and everything, you know, this homeless crisis, fentanyl overdoses, things like that, you know, what they're doing in the school districts with... THANK YOU, COUNCIL MEMBERS, CITY MANAGER, city attorney city clerk thank you i i know that this is unusual uh just to point out order this is usually goes in consent but this funding has been near dear to my heart and i'm sure to a lot of you that has been following this among us are are a lot of chatter we hear about homeless in california and solutions we need to provide loads of hope have been the beacon of the light of this city they can continuous answer calls for our homeless community, mobilize into the communities in distress to provide boots-on-the-ground services. They consistently are a pillar of support that individuals can rely on and help access resources and maintain a healthy hygiene. The $400,000 will help them expand services and reach into communities and a new population. I'm honored to have supported them with this funding. I'm very thankful. A lot of us have seen this group out there in our community. I mean, we get calls in our office daily, and we're working with Caltrans, we're working with the city, we're working with the county, just like everyone has been doing. But one thing about this group that I see, it's just not about, you know, laundry. They're a one-stop shop. They really practice what they're preaching. They only just don't do laundry, but it's literally trying to connect the services that folks really need. I've seen them in action. They're giving haircuts. They're trying to provide, you know, transportation, bikes. I mean, they go above and beyond. For us in our office, it's not about us. It's about you guys and collaborating together. You guys started this year by hitting some really great home runs, and this is one of them. So I just wanted to make sure that we share this together because this is our community, and they have done such a good job. So if I can have maybe... set chai new rock come up here and say a few words but i'm very thankful for what they've done in our community i mean it's it's been above and beyond and we're just trying to really kind of provide that service and expand that service so with that i just want to thank the mayor i want to thank the city council for their services and if they want to say a few words so assembly member On behalf of Uplift All, I want to express our heartfelt appreciation for your dedicated efforts in pursuing grant funding on behalf of Uplift's Load of Hope programs. Your commitment to the City of Stockton is truly commendable and we're immensely grateful for your support. And as the only mobile laundry service plus other mobile services in the county, Loads of hope goes beyond providing a basic need to the homeless and low-income populations. Your advocacy has enabled us to offer a vital service that extends to families, adults, children in schools, including youth at Delta College. Clean clothes not only bring a sense of cleanliness, but also dignity and increased self-confidence. In our work, We have already witnessed a ripple effect that such a small but impactful service can have on the community, and it serves as a tool to encourage individuals to aspire to a better future. And your unwavering support has amplified our ability to make a positive difference in the lives of those we serve. Once again, thank you for championing on behalf of the homeless, and we look forward to the positive impact your efforts and those of City Council Mayor Lincoln and City Manager Harry Black will undoubtedly bring to the City of Stockton and San Joaquin County so thanks again and thank you everybody do we have a motion oh were there any comments I want to be yeah I'm sorry Councilmember Blower. I was blessed to be part of a group from the Central Valley Association of Realtors as well as the Stockton Greater Chamber of Commerce, where I believe it was on December 19th, I think, there was a fake meeting was planned to get Sharon there. And a group of us surprised her, and we were thrilled to announce that Sharon will be the 70th Stocktonian of the year. So let's give it up for Sharon. Thank you. member Villaputua yes thank you mayor we already get into a great great start of the year thank you for a assembly member Carlisle Villaputua like you said a home run thank you for stepping up with us so remember you've done so much as community and keep going what you're doing appreciate you and I know this whole committee does hopes loads of hope I know this is gonna go well Equipment is always up needed. So I know this is going to go a long ways. And thank you, Ms. Sharon Berenger, for being our 70th Stocktonian of the year. So thank you. Appreciate it. Council Member Padilla. Thank you, Mayor. I had the opportunity of visiting your site at St. John's. And I just want to echo the sentiments that were said. you are doing wonderful things for our unhoused population and like you said it goes beyond just washing clothes providing medical services just myself i mean when i put on a new jacket or a new shirt it just makes yourself feel even better so what you're doing is you're changing lives and i truly appreciate your hard work and dedication that you're giving back to our city and uh... with this money you're going to impact even more individuals so i truly appreciate everything that you're doing thank you council member linds so i've had the honor to work with these wonderful people of uplift foundation i was on their board for many years and which was a pleasure And they started very, very small, doing little Christmas things at the St. Mary's Dining Hall. Gloves and stocking caps and other things. And they would go there and sing with our homeless population. That was many, many years ago. And from that, they saw this need. And I just admire them so much for what they do. And their vans are wonderful. And they're right. You know, if you have clean clothes, it makes you feel you can do more. And so thank you so much for what you're doing and well deserved Sharon for Stocktonian of the Year. So thank you. Councilmember Wright. I know everyone's already said all this but I'll repeat it. Thank you Assemblymember for making this effort and for choosing the right project. And that's really important. I remember meeting you, it must have been about 18 months ago, where I sat down with you all, and you were talking about expanding. And I said, you've got everything going here. It's about developing profit development here. What we've seen in the last year, the last 18 months, has been simply amazing, the speed at which you've expanded. So keep up the good work. There are a lot of people that are benefiting from your services. So there's no one solution to the problem, but it's nice to be able to say you're part of the solution, isn't it? If you don't know Sharon, if you don't know Chanu and the entire Uplift team, you need to get to know them. So make sure you make contact with them before they leave today. Just in addition to what everybody else, all of my colleagues said this evening, just thank you for your commitment to collaboration. and building bridges, bringing the community together, bringing nonprofits together to provide hope, healing, and dignity to those who need it most. There are a number of unhoused individuals that have made it their particular storage location for going back several years and the city's doing a good job of cleaning it up right now my concern is that if we turn if we turn the easement over to PG&E are they going to mitigate to the same level that we are sure so the city of Stockton will maintain the well site itself and this action is one step in kind of a series of steps to get the well operational The easement will not be for the entire site. It will just provide access to the transformer that will be installed so that they can maintain their equipment, but the city will remain responsible for the well site itself. So the particular area that you have outlined in the vicinity map is, there's nothing there right now. So they're going to install a transformer there at... That will fill up some of that space. Yes, because the well used to be an engine-driven well, and we need power there. And so PG&E can install it through Hammer Lane. And so when they do that, they need to access the property to bring the power onto the property, put the transformer in, and then be able to access their equipment in cases of an emergency. And that's ease of working order. And with that comes additional safety considerations. Okay, and is that currently, you know, that is an area that we are mitigating. Yes. If things start overflowing over there, we'll move people out, we'll clean it up, and eventually people return, right? Yes. If PG&E takes control of the easement, will they fence it off? It's just the, it's just to allow access to their equipment. It's not a permanent. Okay. A permanent piece of their own property. So the easement piece is, thank you. Okay. Motion to approve. So I had some labor people reach out to me on this. question number one is on the the procurement of for this did did we do an open bid on this process good evening Chad Reed interim director of public works we did we had a we held it it's significant in the amount of units that we have as a city to maintain but but no I don't believe it does and my last question is that's pretty so IRRESPECTIVE OF WHATEVER THE ANSWER. IT MAY OR MAY NOT BE, BUT IT'S SIGNIFICANT TO HOW MY VOTE WILL GO. THAT'S GREAT. THAT'S FINE. I CAN TELL YOU WE USE AMERICAN CHILLER NOW. THE BENEFIT FROM THE SILL PROJECT. I JUST WANT TO ASK, MOVING FORWARD, HOW ARE WE STRATEGIZING OTHER AREAS WITHIN THE CITY THAT ARE ALSO KIND OF OFFSET SOME OF THESE LINGERING PROJECTS? So collectively speaking, I know that we're only talking about five tonight, but moving forward, do we have a particular strategy in order to kind of mitigate some other areas in the community that's pressing right now? Yeah, good question. We have cracked ceiling. And so I could agree, we just kind of look at the different for next winter. And then are we considering the weather conditions in order to move forward with the projects? meaning like with the fog and some of the rain that's anticipated will that offset or mitigate completion of this project in a timely fashion you know so this this project is scheduled um to be completed motion passes 7-0 provide an overall context for the item and then I'll turn it over to staff to present. We also have the developer here with us in case there's any additional questions. In October, council approved an amendment to our HUD consolidated plan and our annual action plan that allowed us to shift funds into property acquisition so that we could fast pace the distribution of the CDBG funds to meet timeliness as we talked about a couple of times we're up against a hard deadline on timeliness for a variety of reasons and so this is going to help us do that so we went ahead and with your approval issued a NOFA and with that I'd like to turn it over to our housing manager Mr. Juan Gonzalez to go through the PowerPoint presentation Good evening, Mayor, City Council. So we issued a NOFA in the amount of $1.5 million for property acquisition leading to affordable housing projects, Low Income Housing Corporation for their 322 North California Street proposal for special needs homeless housing. FOR 36 UNITS. THE SECOND PROPOSAL WAS FROM DELTA COMMUNITY DEVELOPERS CORPORATION FOR THE DANNY DRIVE SENIOR HOUSING PROJECT OF 110 UNITS. AND THE THIRD PROPOSAL WAS FROM COMMUNITY REVALUATION AND DEVELOPMENT CORPORATION. AS FAR AS PROJECT SELECTION, WE CONSIDERED TIMELY NOFA RESPONSE, RESPONSIBILITY TO THE PROJECT DETAILS REQUESTED IN THE NOFA, NUMBER OF HOUSING UNITS TO BE CREATED, target population and finally the developer capacity and experience our meaningful staff is recommending the danny drive senior living project proposed by delta community developers this project was the most responsive to the city's no fire requirement as a developer delta community development delta community developers is an experienced local developer so the proposed property to be acquired consists of the two parcels located at 6303 The property is approximately three acres in size and is zoned high density residential. The project will be developed in two phases and it proposes to build 110 units, 100% affordable with the exception of any managers units. The target population would be low income seniors ages 62 and over, including some units for seniors at risk of homelessness. SO AGAIN, IN RESPONSE TO THE NOFA, THE DEVELOPER IS ASKING FOR $1.3 MILLION GRANT TO PURCHASE THE PROPERTY. THIS SLIDE SHOWS A DRAFT RENDERING OF THE PROJECT. ATTACHMENTS C, D, AND E TO THE STAFF REPORT PROVIDE ADDITIONAL CONCEPTUAL RENDERINGS. The financial plan, as with any affordable housing development, the builder must seek multiple subsidy layers to make the project a reality. The developer's financing plan will include applying for 9% low-income tax credits from the state. They will also seek California multifamily housing program funds, Mental Health Services Act funding, and Faircloth RAD program funding, among other sources. In addition, the housing authority will subsidize the units with project-based housing vouchers for long-term affordability to seniors and this will in turn make the project competitive for tax credit dollars if approved tonight this is a tentative project timeline over the next couple months the developer will complete the environmental review process as required and execute the city grant agreement In March, they're looking at completing the purchase process or close of escrow in time with, in alignment with our CDBG expenditure requirement and deadline. And then in April to February of next year, they'll work on completing the project design, obtain any CD project approvals, secure, and work on securing project financing with a estimated project construction beginning date of March of 2025. But I do want to know that this is an aggressive timeline based on best case scenario assuming that all financing is secured in the first application. However, DCDC or the developers and its affiliate partners have a successful track record of securing funds in a timely manner. So we're confident that they could secure funding in a timely manner. So with that, staff recommends that council approves that $1.3 million grant to Delta Community Developers for the acquisition of 6303 and 6304 Danny Drive for the Danny Drive Senior Living Housing Project, approve the allocation of 110 units of affordable housing for seniors pursuant to Article 34 of the California Constitution, and authorize the city manager or designate to execute all documents and take all necessary actions to carry out. the purpose of the resolution and city staff and the developer staff is here for any questions, available for any questions. Just estimate wise, do you know what the funding gap may be? for completion, additional resources. So far we've received a project proposal or budget for the first phase at about $28 million. This funding is only to acquire the property that then will be developed on, the project will be developed on. Peter, do you want to address any? Thank you, Mayor, City Council, City Manager. You're right. There is a mathematical gap. Land will certainly help, but typically a tax credit project in the Valley now has about $7 million of leverage to get to a competitive tiebreaker. You can compete with less, but that's typically what it takes in local match to get to a competitive project. So that could be state. that can be local, that can be a mix. But we try and pursue every option. Partnering with the county has been successful for us in Stockton. So hopefully there's a way to put the layer cake together and get something built. And just estimated, are we looking like 20, 28? Well, so we're excited. We have another project we're about to break ground on in Stockton in February. You know, that project also has 9% tax credits just like Sonora Square that we recently, it does depend on what other people, we compete up and down the valley for tax credits. So, you know, I think another component of this question is the state is looking at a $68 billion deficit. There's going to be a reduction in affordable housing dollars. So I think we have a moment in time where, you know, the city is giving us a great start. We, hopefully there will be, I know for this year from the state for certain types of funding that would support this project but at this point it's a little bit unknowable so hopefully the city will also have you know some additional resources but I to be transparent it's typically around you know six to seven million dollars to have a competitive tiebreaker we compete between Kern County and San Joaquin County you know for the last last tranche of financing so thank you and thank you for all you do thank you Council Member Villaputua. Yes, thank you, Mayor. As expenses have arisen, our seniors have seen bigger financial problems. I think this is a great, great project for our seniors to be around our homeless, and we've got to take care of them. I will be supporting this. So this is in my council district. And Danny Drive has had affordable housing for quite some time. This is a different use of affordable housing over there. But one of the concerns I have there is not every affordable housing project there had onsite property managers. Will there be onsite property management with this project? And I'm seeing him, seeing Peter nodding his head. So that's really good to hear. uh... super supportive of this idea you know we we need to as i said earlier at every possible solution we can for the housing problems that play our city so thank you vice mayor thank you mayor first i want to thank staff for the hard work and then secondly to uh... mister peter rosdell thank you for the deliverables uh... specifically speaking as council member wright uh... alluded to i'm i'm really excited about the possibility of the support of services that will be on-site uh... and available for uh... are vulnerable communities in our senior community so i think that this is a great project and i look forward to the groundbreaking and just real quick mister exo can you speak to uh... the support of services and uh... the on-site property manager just kind of give a higher high-level overview of what that would look like? Certainly. So, and, you know, we have just, we have some expertise, things we're good at. We manage a portion of our legacy developments ourselves with Housing Authority staff. But for our new properties, we outsource to private property management companies. Sonora Square, as an example, is Domus. You know, they are a local property management company. I think they have a relationship to this community as we do. So I think that's important to make sure that the property management protects the assets and all of our investments as taxpayers. So understood. So that's required by the state and our funders. So that is the guarantees that the operator makes, the developer makes. So it's important to me too, because we have to cut checks if things don't go well. And as far as supportive services goes, I think we've been successful with the county as a partner. where if we're taking folks from coordinated entry and from Department of Aging and HSA, they're already coming with services. That's one of the reasons I think we've been excited about the behavioral health units is our residents are already behavioral health customers. So from that standpoint, it's an alignment where all we're changing is their housing situation. Which is not a small change, but ultimately folks that have, you know, that support system in place. It just helps them to maintain their tenancy, and that's really the point of doing this. Well, thank you to you and your partners for your steadfast commitment to meeting the housing need in the city of Stockton, especially in this particular area. We're out in the community. We hear from constituents all the time, and one of the, you know, IT'S AT THE TOP OF THE LIST WHEN IT COMES TO FEEDBACK AS IT RELATES TO HOUSING IS THE GREAT CONCERN FOR OUR AGING SENIOR POPULATION, RIGHT? Staff, you have the floor to present. Good evening, Marin Council. Chad Reed, Interim Director of Public Works. And tonight we have a great project for your approval. The installation of an all-inclusive playground at Sandman Park. So Sandman Park is located at the corner of Dawn and Wadman Avenues. The park is approximately 16 acres and it was built in 1978. This project will be the first all-inclusive playground constructed in North Stockton and the second all-inclusive playground in Stockton. so some playground improvements you'll see will include rubberized servicing and ramps wheelchair access and features sensory rails and a stability sanctuary so this project was approved by council specifically for the playground replacement however staff recognizes that there are ada improvements that are needed in the parking lot and the pathways leading to the playground our parks team is working on a cost estimates and securing funding our intention is to not only deliver the playground but to also deliver the needed improvements to access the playground as well so here are some renderings and you can you can see it puts a really nice perspective on on what's coming There are a lot of features incorporated into the playground. One of the great steps in this project was the citizen outreach portion, the interactive process with the playground designer and the citizens that attended the collaborative and information on what an all-inclusive playground is. So the project schedule, March in 23, requests for proposals were advertised. In August of 23, we held a public meeting at the Seaford Center. uh tonight we're hoping that the contract is awarded we expect to begin construction in may of 2024 and we estimate the project project to be completed in june of 2024. so on november 16th our council allocated a million dollars in discretionary funding for the playground replacements on september 26 2023 council approved the design for the construction of brooking panella and weber park play structures. Sandman Park is the last park to deliver at a cost of $395,405. So we're estimating some savings in this overall playground projects and that's hopefully what we intend to come back in and use to finish up the improvements at Sandman in the parking lot and the pathways. So it is recommended that council adopt a resolution authorizing the city manager to approve the notice of exemption NOE 62-23 under the California Environment Quality Act for the playground equipment replacement at Sandman Park, project number WP22026. To approve the plans and specifications for the playground equipment replacement at Sandman Park, project number WP22026. to award a construction contract in the amount of $395,405, or $405, excuse me, to Yasso Group, Incorporated, DBA-specified play equipment of Burlingame, California, to provide and install an all-inclusive accessible playground at Sandman Park, and then to approve the findings pursuant to Stockton Municipal Code Section 3-68, uh dot zero seven zero in support of an exemption to the competitive bidding process that completes the presentation and i'm able to answer any questions thank you clerk do we have any public comments we do mayor thank you we'll begin with miss pat barrett pat barrett why again why again why again again do you see how cute that little playground was I don't see my kids on my south side getting that kind of playground. So what I'm trying to say is that in March the 29th, 2019, I also addressed city council members about this park. We did a survey monkey, and we went around and asked the children what do they want at the park. The children told me what they wanted. They want a team center. They said they want a skateboard park. They want a track that goes all the way around the park that the children can walk on. They want basketball courts redone, and they want nets in the, you know, how you throw the ball up there? Just go there, okay? They also wanted, I have restrooms right here. They wanted restrooms, and they wanted, oh, yeah, I want this, a bench with my son's name on it representing him. He was killed. August 2016 by Officer David Wells, and I would like a bench in that park because my son was executed with a mistake of identity. He was the wrong person. He wasn't even doing nothing wrong. He hadn't done anything, but he was executed because that's what happened to him. So in doing it big, this is why we do what we do, our family. loyalty and family CTF Incorporated. Now, I'm speaking because I felt that we need to be talking about saving lives. You know, we have a lot of deaths here in Stockton, California, and nobody pushing the issue about saving lives. Now, I understand y'all want to give money to all these institutes. I don't have no problem with that. But how do we save our children from being killed? There's nothing in here for the kids to do in Stockton. And y'all already know this. So I don't want to be the next victim or my son be a victim. So I feel that y'all should... boys and girls club, something. We need something back here in Stockton. Y'all giving the money on buildings and all that, but give money to the children, the youth. That's our future. We done had a big killing over here on West Lane. That shouldn't happen because everybody hang out there. Get these young men somewhere to go besides to the death, jail, or to the grave site. We actually need to be here today even speaking on this issue. But that's what we want. You know, the challenge with the black and brown community, because every time I come here I hear so many people get up and complain about the south side, which we know has been strategically oppressed for years in this community, right? I went to the park and met a Latino family sitting in front of a tent with their baby, and one of the biggest complaints they had was that they had to walk a half a mile to go use the restroom because there's locks on the bathrooms. I don't know why there are locks on the bathrooms at the parks. I don't know why people are smoking crack in the park with kids playing soccer next to an empty playground and an empty pool. But McKinley Park, when I was growing up, was somewhere that me and my family used to go and hang out on the weekend and have a good time. And I understand that there's money committed. And I know I keep hearing conversations from the representative of that area that the build is going to happen, the build is going to happen. And I see the praise for Van Buskirk Park. And I have to say, and I say this to my family all the time. We have to commend the people in the districts who are doing the work and getting the parks functional for kids because every park and every kid in the city of Stockton deserve to have a place to live. And I don't think you have to hate on one area to uplift another. But I will say that this strategic oppression of young black and brown kids is embarrassing to Stockton and it's literally killing them because they don't have anywhere to go. And we recently had a toy drive where thousands of kids and parents came out and it was very emotional because they were just overwhelmed with the idea that somebody actually cared about them. And we were very intentional in doing that. So while you're up here, if you can do anything to motivate the person who represents the South Side, if you walk through McKinley Park and you pass people smoking crack and lock bathrooms with chains on them like prisons, and you look at the kids playing soccer right next to somebody in a tent holding a baby, go home and look at your kids and know that if it was you, what would you want us to do for you? I thought we've all been here long enough to know this whole city's fucked up, from one end to the other. And it's oppressed, for real. But nobody cares about the kids. That's for real. They could get slaughtered out here in the streets. Because you guys all go home to nice warm beds at night. Again, not enough, but we're going to continue to chip away at this. I know that we just received a $7 million grant for Van Buskirk. I'M EXCITED ABOUT THAT. I'LL DEFER TO THE VICE MAYOR. SHE CAN TALK ABOUT THAT. BUT THAT'S GOING TO ADDRESS A LOT OF THOSE RECREATIONAL NEEDS THAT PEOPLE ARE LOOKING FOR ON THE SOUTH SIDE. IT'S SIGNIFICANT. YOU KNOW, WE'RE SPENDING $400,000 ON THIS. I think that one of the biggest things that I think is often misrepresented is when we get a grant, I think that the perception that the project's going to happen next month, next year is in the community and in the wind. So, you know, in hindsight of these five projects that I'm excited about, as we think forward and we move forward in renovating parks in the community, how do we disseminate that information to community members so that they, you know, have that motivation and that hope for a finished and finalized project? again with them basket i think that we've talked about that to bulls fall off to the rules while i'm right now and since i've been appointed in in in office in mckinley same situation so i just think that as we move forward uh... in revitalizing our parks and making safe spaces for kids that we are in continuous conversations and contact with residents uh... in some way rather burn using um our data reporting system rather we're putting it on as stockton i know that connie did a great job with revitalizing the mckinley information but just some future and forward thinking as we progress thank you thank you do we have motion motion to approve second cash your votes please motion passes 7-0 Thank you item 15.3 appointment to Stockton Port Commission. For my first year on council, I experienced a lot of great things that happened throughout the city. Specifically in my district, there was a major area that needed some cleanup. We got that taken care of. It still is a work in progress with regards to cleaning up that area. There's a lot of wins that happen throughout our city this year with regards to our nonprofits, helping out other organizations. However, as a city, we can always do better. And, you know, I feel like we have our challenges, yes. We have crime, homelessness, and right now we're going through an economic issue you know people are lacking funds cost of living is increasing but ultimately there's always an area of improvement and I think as a city we need to start enforcing the laws that we have on the books whether it be minor littering minor loitering down to someone parking in a no parking zone. We continuously or I continuously hear reasons why things are not enforced. But if we don't have laws and we are not enforcing them, then what good are they? And so this year in 2024, I would hope that we see a change and we see a difference. and as a city we become accountable for those types of things i i value my constituents you guys i work for and i will continue to do my best in 2024 i will support you i will bring your concerns um to the to the city and just know um that you have a council member that works for you and that supports you and i look forward to twenty twenty four as being brighter for the city of stockton so thank you very much councilmember wright so in terms of our priorities we've got our council priority setting session coming up uh... city manager what's the date on that february Can you turn on your mic? Oh, I'm sorry. Yeah. Sorry about that. February 21st for the goal setting workshop and then the 28th for the ARPA workshop. That meeting is open to the public. And I know the benefits that these jobs bring back to our community, our residents, and most importantly, our young people. I think that during one of our council meetings, I highlighted the fact that oftentimes When our young people graduate and go to college, they get the red carpet. However, college isn't for everybody and these apprenticeship opportunities offer high paying jobs to get people out of poverty and despair. And I think that as we talk about the violence in our community and as we talk about our young people not having accessibility to and their quality of life. Poverty is intersectional to everything. And so with that being said, as we look at projects moving forward through the city manager to staff, please recognize and appreciate the benefits of CWTAs and how they give back to our communities.
