Proposed Pool and Pool House
Motion to [approve, deny, or approve with conditions] Environmental Disturbance Application 25-04 as
submitted, contingent upon the following:
The outfall for the appropriately sized sump or stormwater detention facility should be centered on
the property and include a level-spreader or diffuser.
Engineers will be presented with the calculations, including the impervious surface of the deck.
Appropriate pool credit will be applied.
The ten trees will be approved for removal contingent upon the later submission of the replanting
plan with at least ten deciduous trees, minimum 2" caliper.
ACCD permit approval, road bond, and other standard requirements outlined in the LSSE letter
dated May 9, 2025.
And including:
A waiver for the geotechnical report.
A waiver for the level-spreader design upon submission and the design's compliance with the
ordinance.

NEW BUSINESS
Borough Manager Selection - Executive Session Meetings
Two executive session meetings were held on Monday, May 5, 2025, and Thursday, May 15, 2025, at 9
a.m. at the Fox Chapel Borough Building. The two meetings were held for Borough Council to conduct
interviews with two potential candidates for Borough Manager and discuss a potential offer/contract.
Motion to [approve, table, deny, or approve with conditions] the appointment of a Borough Manager
upon the retirement of Gary J. Koehler, and authorize Council President Andrew C. Bennett to sign the
contract with the successful candidate.
CONTRACT AWARDS
Fuel
Bids were advertised, and one bid was received and opened on Monday, May 12, 2025, at 11 a.m. at the
Borough Building for the purchase of 87 Octane and B2 Diesel from June 1, 2025, to May 31, 2026, with
the option to extend the contract for an additional year from June 1, 2026, to May 31, 2027. This contract
award is based on a fixed margin price.
Motion to [award, deny, or award with conditions] the fuel contract for 87 Octane and B2 Diesel from
June 1, 2025, to May 31, 2026, with the option to extend the contract for an additional year to Reed Oil
as highlighted on the bid tabulation.
Morton Salt Purchase
It is recommended to award the 2025 - 2026 Rock Salt contract to Morton Salt through the North Hills
Council of Governments (COG) at $88.01 per ton of rock salt delivered. The current contract with Morton
Salt is for $84.22 per ton of rock salt delivered. This is a 4.5% price increase from the current contract
price. Mr. Koehler and Mr. Kurpakus recommend awarding the contract to Morton Salt through the North
Hills COG.
Motion to [award, deny, or award with conditions] the 2025 - 2026 Rock Salt contract to Morton Salt
through the North Hills COG at a price of $88.01 per ton of rock salt delivered.
8" Sanitary Sewer Rehabilitation with CIPP Liner
Motion to [award, deny, or award with conditions] the contract for Sanitary Sewer Rehabilitation with

CIPP Liner, to Insight Pipe Contracting, LLC via CoStars Contract No. 016 at $440,442.40. This pricing
does not include any additional heavy cleaning or break-in connections, if required. The 2025 Budget
contains $450,000 for this item and related work.
