The Mayor and Council met in a regular meeting on Monday, September 12, 2022 at 4:00 p.m. at the city hall with the following members present: Webb Nall, Jerome Webster, Eunice Johnson and Chris Harrison. Shawn Lassiter was out of town. A quorum being present Mayor Staff called the meeting order. Councilmember Johnson led in prayer followed by the pledge of allegiance. Minutes of the August 22, 2022 regular meeting – A motion was made by Eunice Johnson and seconded by Webb Nall to approve the minutes of the August 22, 2022 meeting as written. Vote: all ayes. The motion was approved. Accounts Payable – A motion was made by Eunice Johnson and seconded by Chris Harrison to approve the accounts payable for payment. Vote: all ayes. The motion was approved. Resolution 2022-16 – Airport Grant – This resolution authorizes the city to make an application for airport improvement funding assistance from the state of Alabama department of transportation for the purpose of undertaking a project in fiscal year 2023 to make improvements at the Atmore Municipal Airport under the Airport Improvement Program. The resolution also affirms that the local matching share of funds is available for expenditure. A motion was made by Chris Harrison and seconded by Jerome Webster to suspend the rules and regulations for immediate consideration of Resolution 2022-16. Resolution 2022-18 – Backhoe Purchase – This resolution authorizes the city to purchase a 2013 Volvo Backhoe from the ALDOT salvage yard for $71,000. Women of Distinction – Breast Cancer Walk – Chastity Brown came before the council requesting permission to hold the Annual Breast Cancer Walk on October 22, 2022 from 9-1. The walk will begin at City Hall and end at Houston Avery Park. A motion was made by Eunice Johnson and seconded by Jerome Webster to approve the request. Vote: all ayes. The motion was approved. ECHS Homecoming Parade Permit – ECHS if requesting permission to hold its homecoming parade on September 16, 2022 at 2:00 p.m. The parade will begin at the YMCA building turn on Main Street to Lindberg Avenue to ECHS. A motion was made by Eunice Johnson and seconded by Chris Harrison to approve the parade permit. Vote: all ayes. The motion was approved. Housing Board Reappointment – Vasaroy Johnson – A motion was made by Eunice Johnson and seconded by Jerome Webster to approve the reappointment of Vasaroy Johnson to the Housing Board. Vote: all ayes. The motion was approved. Library Board Reappointment – Sydney McGhee – A motion was made by Webb Nall and seconded by Chris Harrison to approve the reappointment of Sydney McGhee to the Library Board. Vote: all ayes. The motion was approved. A motion was made by Eunice Johnson and seconded by Chris Harrison to adjourn. Vote: all ayes. The meeting was adjourned at 4:10 p.m.
